As a Sydney FC member for the past 9 years i am extremely worried about changing the concert rules at Allianz Stadium from 6 to 20.

Sydney Fc play 14 games at least each season. It's essential to respect our presence there, as we are a significant factor .

The National Rugby League, as a neighbouring occupier and regular hirer of the Sydney Football Stadium, does not oppose the proposed changes.
We do, however, request that some conditions be imposed to mitigate any impacts from the additional concerts on rugby league’s ongoing use of the venue and our building’s proximity to the venue.

I object to the project proposal SSD-9249-Mod-7 and SSD-9835-Mod-8. I am a resident of the area and every time there is a major event held at Sydney Football Stadium, this impacts on Cook Rd amenities available in the area.

I do not agree with increasing the number of concerts held from 6 to 20 per year. These concerts can be held at larger venues such as ICC or Sydney Olympic Park or any other venue that is deemed suitable, has adequate parking and does not disturb the serenity of paying local council residents.

During the main events parking is continually over run back to back on Cook Rd from participants, rubbish is dumped from alcoholic beverages on the street and broken glass is left in front of our main building and footpaths each time.

Sound checks are done at an extremely loud volume pre-event and on the event day that I can hear the sound checks with the apartment windows closed. This is only an issue when it is completed very late at night and the I do not agree with the new time moving from 7pm to 10pm. Many parents with young children do not want to be disturbed by sound checks and loud music during their bedtime routine or to hear the concert late into the night. The venue should ensure the checks are done at a reasonable volume and does not need to proceed to 10pm at night.

I also object to increasing the maximum concert length from 5 hours to 10hours, twice per year. This is already a problem with Centennial Park hosting similar events and closing down parts of the park for Private purposes. Let the major events continue to be held at Sydney Olympic Park as has previously been done.

I strongly object to the proposal to increase the number of concerts to 20. My reasons for objecting are as follows:

Firstly, the majority of the houses in the area are old and do not have sufficient sound barriers or insulation. As a result, the noise from concerts travels through to the houses and causes vibrations due to the high decibels.

Secondly, there are working families with children living in the area who need sleep. The loud music from the concerts every two weeks will disrupt their sleeping patterns and prevent them from enjoying their own homes. It's not just the concert night, but also rehearsals and sound tests that start a few days in advance that contribute to this disturbance.

Lastly, there are limited car parks in the area. Our streets will become like main roads with people searching for available parking spaces. Currently, there are hardly any car parks available for visitors wanting to meet family and friends in that area.

In conclusion, I am totally against the increase of concerts. The area is already bustling with people visiting Oxford Street, parks, and SFS and SCG for matches. Adding more events that create noise late at night and disrupt the residents' peace is unnecessary and unfair. Citizens/Residents have the right to sleep in peace without disturbance.

So many nimby residents in paddington but this is an opportunity for a workd class sporting and entertainment precint close to cbd which is what we need.

I would like to object to SSD-9249 Mod 7 and Mod 8 In relation to the following issues.

• Pickup \ drop off Moore park light rail station for non event patrons
• Parking on Local streets
• Noise

Pickup \ drop off Moore park light rail station for non event patrons:

Appendix E - Transport Impact assessment makes no mention of a pickup or drop off area for Moore Park station during events or days when there are no events.

There is an ongoing issue where there is no legal way to pickup or drop off anyone at Moore Park light rail station. On event days Drivers Ave is special event parking for the whole day, even if the event is in the evening.

After I was verbally abused and threatened by a Centennial Park ranger for stopping on the round about for 20 seconds for my son to get into my car after coming home from school, I enquired as to how I can Legally pick up or drop off my children at Moore Park station. It turns out that there is no legal way.

I was advised in a email from Doug Cotton the Site Manager, Ranger Services Centennial Parklands:

"As I mentioned the Light Rail Station location at Moore Park was chosen to provide a mass transport option for patrons attending the nearby stadia. There was never any discussions about providing a designated drop off and pick up zone for non event related patrons"

If this is the case why were all the bus services discontinued giving locals no option but to use the light rail at Moore Park?

I then contacted the NSW transport minister who advised that:

"Transport for NSW advises there are no plans to add more parking near the light rail stop. The Centennial Parklands Sports Centre is located within a similar walking distance to the Moore Park light rail stop as Driver Avenue. It is a good drop off and pick up zone alternative on both non-event and event days and is accessible via Lang Road".

This is totally ridiculous. The centennial parkland sports Centre is not a similar walking distance. It also includes a set of traffic lights that takes a very long time to cross. For a parent to drop off their kids at this location they cant turn around and go back on Lang road, but would have no choice but to loop around the whole of Centennial Park in peak hour traffic which would take somewhere between 20-30 mins depending on traffic.

I am not going to do this and no other parent will either. I will continue to drop off and pickup my children on Drivers Ave. There needs to be rules put in place to provide a safe and legal way to pickup and drop off people at Moore Park light rail station on Event and non event days for non event patrons.

When I spoke to Doug Cotton, he also said that he can and will block off Drivers Ave, blocking complete access to Moore Park station whenever he saw fit. This is another ridiculous situation. In the past I have tried to pickup my children from the station at 3:30pm on a Friday afternoon and the road was completely blocked off. There needs to be rules put in place to allow access to the light rail station, especially at peak times.

In all the documentation there is no consideration given to this usage scenario for the light rail station.

Parking on Local streets:

There has been an ongoing parking issue on local streets. I live on Poate Road for reference. The more people going to the event the bigger the issue. It is normally the music concerts with the bigger crowds that cause the issue. The one hour parking is ignored. Sometimes there are even cars parked on the foot path. Poate lane also has cars parked illegally while they wait to pickup people after the concert. Having a one hour parking does not resolve the issue but creates a bigger issue. By the time locals return home to park all the parking spots are gone and the locals need to park illegally. The rangers then come along and give everyone fines. The locals always end up with more fines then people going to the events.

The one hour parking is not fit for purpose, unless the purpose is to generate revenue for the City of Sydney council. The only people that go on Poate Road are locals, people going to events and cars speeding through to avoid traffic on Moore Park road. Poate road should be for residents and their guests only during events. I don't know how you would police that but there has to be a way.

In all the documentation I there is no consideration given to event patrons parking on local streets, and the issues that they cause.

Noise:

While I can hear the music from music concerts at my house, because my property is double brick the music is normally not to disturbing. The exception to this was the Fat boy slim concert this year which had a huge amount of constant bass and was extremely disturbing. If that falls within the acceptable limits then the limits need to be reviewed. The amount of bass in the music needs to be monitored and there should be limits to the amount of bass allowed as that in my opinion is what is truly disturbing the amenity of the local residents.


Other:

In the "Addendum Social and Ecomomic Impact Assessment" by Ethos Urban it states that estimated within the Sydney Football Stadium Final Business Case at between 49 and 52 events per year. I don't think there a week has gone past where there has not been 2 events in that week. Some weeks there are 3 or 4 events per week. The social impact on the surrounding residents needs to be reassessed as that assessment was based on 52 events per year.

The main issue for me is the parking on local streets. Every event, event patrons park on local streets causing issues for local residents. The one hour parking is not fit for purpose and does not stop event patrons from parking and results in local residents getting more parking fines then event patrons.

I believe the proposed increase in events is excessive and negatively effects local residents.

In the Department of Planning and Environment - Guideline for drafting conditions for State significant projects - June 2023 - section 3.1.2 states:

"3.1.2 Certain and final Conditions must be certain and final. They should consider and address all issues raised through the assessment of the application and must not defer consideration of any significant matters.

Avoid deferral of decisions to another time or a third party

The decision-maker has a duty to consider the likely impacts of a development. The department will work with the applicant and key stakeholders, such as the local council or other government agencies, to resolve key matters during the assessment of the application.

As required in the State Significant Development and State Significant Infrastructure Guidelines, 8 any residual uncertainties associated with the project’s impacts must be identified in the environmental impact statement (EIS). For example, there may be:

• a lack of baseline data
• uncertainty about the effectiveness of the proposed mitigation measures
• a lack of agreed criteria for evaluating impacts.

These uncertainties must be identified in the EIS along with actions that will be undertaken to address those uncertainties. In some cases, resolving uncertainties may need to be deferred to a condition. In such cases, the condition should require the uncertainty to be resolved as early as possible in project delivery."

The issues I have raised are genuine issues and under section 3.1.2 the issues I have raised are required to be addressed. I want this issues thoroughly investigated and addressed. By not addressing these issues the rules that have been put in place would not been followed.

How is it that less than a year after re-opening, the Sydney Football Stadium seeks to renege on restrictions to the number of concert performances it can hold?
Has there been a dramatic change in likely demand for concert venues that could not have been foreseen until now? Or did the SCG Trust simply fail to do its research?
Was it always planned to make a modest initial commitment and then treble the demand as soon as the new stadium was up and running?
The SCG Trust owes the community a good explanation.
Otherwise, the response to its demands should be a flat ”NO.” It should be told: you made a commitment. Stick to it.
If Sydney needs a major concert venue, why not Stadium Australia? It is more central than the SFS and better served by transport, public and private.
The SFS is in an area already under considerable (and steadily increasing) pressure from the SCG, the EQ, the Hordern Pavilion, the Moore Park playing fields and Centennial Park.
These venues generate noise, traffic overload and parking congestion that affects literally thousands of residents living in every direction.
Enough’s enough.
