I live in the major impacted area of Cook Rd and reject several statements made in this one sided submission. To say that residents that live in this should expect to have a lot of noise, is not true. Living in centennial park is very quite, with the park on one side and empty sporting stadiums, the area in exceptional quite and very peaceful. Yes we expect the Rugby, AFL and Cricket to be played at the sporting stadiums, but we do not accept that the stadiums should become free for all, and turned into continuous concert venues. Last year there were concerts that started at 2pm and finished 10pm, that was 8 hrs of continuous load music. It was unbearable and is unacceptable to expect residents to have to endure more concerts. We purchased our properties knowing AFL, Rugby, Cricket and 4 concerts would be in the area. To move the goal post so significantly is unacceptable. If this passes I will expect the approving body to pay for the installation of double glassing and air conditioning in my unit, as i will no longer be able enjoy the outdoors by having my windows and doors open. This proposal have no respect or consideration for residents living in the area.

AMPS is largely supportive of the proposed Allianz Stadium concert modification. AMPS does not dispute the following elements of the Allianz Stadium Concert Modification proposal
- Amend rehearsal finishing times and sound tests from 7pm to 10pm; and
- Exemption to concert curfew to host the official Mardi Gras after party.
AMPS does however highlight the need to approach the remaining elements of the proposal, namely the increase of allowable concerts, and amending the maximum concert length twice a year, in a considered and collaborative manner. These two elements if not carefully balanced with existing events will have direct and indirect impact on the sporting tenants of the Moore Park precinct stadium infrastructure, detrimentally affecting the viability of sporting fixtures within the precinct, commercial return for sporting tenants and potentially player and referee safety through pitch surface disruption.
AMPS members would like to discuss how subsidisation of Venue Hire Agreements could occur as a direct result of the cap increase. reiterate the importance of collaboration and timely consultation to achieve a balance of sporting and arts and music content and associated priorities from the outset should the modification be approved. AMPS members wish for particular attention to be paid to the impact of increased concerts on the pitch surface of Allianz Stadium and investigate viable solutions which the venue operator, Venues NSW and in turn, the NSW Government, should the surface suffer. AMPS suggest the exploration of some of the revenue generated from increased concerts be allocated to rectification and maintenance of the playing surface at no cost to the sporting tenants.

The proposed changes will dramatically increase the noise in the neighbourhood which is already bad. It is a very high density area and a LOT of people are going to be subjected to this noise including many many families.
On top of that, the proposed concert changes will bring many more drunks to the area as they pass past to and from the concerts. Day long concerts do not provide benefit to the locals, only noise.
Surry Hills is a quiet family neighbourhood and poorly structured as an event destination.

I strongly do not support these changes.

Letter of Support –Changes to Concert Restrictions at Sydney Football Stadium

Sydney Football Stadium is a fantastic venue for our artists. In 2023, we have already held two Elton John concerts at SFS with shows from Paul McCartney and Robbie Williams to follow later in 2023.
Frontier’s shows in 2023 are just under the total cap of 6 shows. This does not include any shows from other promoters in Australia.

With the cap in place, shows could be lost to other NSW venues such as Giants Stadium or Stadium Australia, taking the economic benefit from the local area out to the west (Homebush).

Worse, shows could be lost to other states with exclusive performances such as Billy Joel (MCG, Victoria), Coldplay (Optus Stadium WA).

There is currently no cap on sporting events at SFS - the stadium can operate 365 days per year, yet only 6 of these operational days can be used for concert events (1.6% of possible operational days). An increase to 20 concerts only increases this to 5.5% of possible operational days.

Very few sporting events can generate the same economic return for both Venues NSW and the local economy.
It is stated in the application that concerts generate $1-1.5 million per show for Venues NSW and $5-7.5 million per show economic benefit to NSW. This is vastly more than any sporting event the venue can host. We suspect this also excludes any allocation of annual rights or sponsorship revenues such as those paid for naming rights, pourage or ticketing partnerships. All of these venue revenue streams are also disproportionately driven by concert content.

The additional economic and cultural benefits these large stadium concerts bring to the Sydney Football Stadium will be lost to the local economy if the current concert limit remains.

Lifting the cap supports the initiatives put forward by the government to strengthen our nighttime economy and reinforces that these facilities are available for the wider public of NSW.

We fully support the increase in the cap on the number of concert events that can be held at Sydney Football Stadium.

As a Sydney FC fan, I'm deeply worried about changing the concert rules at Allianz Stadium from 6 to 20. Here's why:

We play many games at Allianz Stadium, around 14 each season. It's essential to respect our presence there, as we are a significant tenant.

We have a dedicated fan base, with an average attendance of 19,000 supporters. We want our fans to have a great experience, and changing concert rules may affect our games and the pitch quality.

Changing the concert cap could hurt our club financially and impact our ability to compete at a high level. This would not be good for our loyal fans.

The condition of the pitch is crucial for player safety and performance. After concerts, the field may not be in optimal condition.

We are actively involved in the community, promoting football and health awareness. A reduction in revenue due to changes in concert rules could hinder our community initiatives.

In conclusion, I urge the government to reconsider increasing the concert cap at Allianz Stadium. Sydney FC is a vital part of our city's identity and a source of pride for its supporters. Please maintain the current concert cap of 6 to preserve the stadium's sporting heritage.

I am objecting to the increased concerts for the following reasons:
1) The application for an increase in concerts, concert length and rehearsal times betrays the trust of the community when the Stadium was approved so recently for a few annual concerts with limited hours and rehearsal times.
2) Traffic Congestion and Parking Problems
The traffic congestion currently experienced by our area will be exacerbated with the proposed increased number of concerts at the Stadium particularly where there is a follow on event at the Sydney Cricket Ground (“SCG”), Centennial Parklands or the Entertainment Quarter resulting in patrons coming and going at similar times. It is vital that more and better public transport is provided. Surrounding streets are already often parked out with many residential driveways blocked.
3) Noise and Light Spill
Increased concerts will create more noise and light spill in an area already subjected to greater assault than most others in Sydney. This is particularly the case given the proposal to extend rehearsal times and lengths of concerts. The existing arrangements in relation to rehearsals and sound tests are appropriately restricted to 7pm giving residents a reprieve from noise pollution. Similarly, concert events should remain at 5 hours in duration. It is noted that any increase in concert event caps should not be frustrated by merging a sporting fixture into a concert event thus amalgamating events into a “single” longer event as has reportedly been proposed.
4) Co-Ordination of Events
Given the precinct hosts concerts or amplified music events at SFS, SCG, Centennial Parklands and the Entertainment Quarter, it is critical that co-ordination of such events is maintained to provide residents with residential amenity and to address traffic congestion, parking concerns, noise pollution and light spill and anti-social behaviour. Whilst MEOG goes someway to coordinating this there is no overarching consideration of whether the number of events on a cumulative basis are excessive. It is vital that Government and the City of Sydney Council manage this process.

My main objection is to the proposed increase in the test times for rehearsals and tests from 7pm to 10pm. Rehearsals are much more disruptive in terms of noise than actual events because of their repetitive nature, fluctuations in volume and indeterminate occurrences. Night time noise is particularly disturbing as the noise is more penetrating at night and inhibits rest and sleep, particularly for one room tenants in boarding houses and flats. There is no necessity to undertake rehearsals at night and approval would show a complete disregard for the welfare of neighbours. This proposal is in addition to the over threefold increase in the proposed annual number of concerts and in no way can be described as modest. The current volume of all the stadium events is already disruptive in terms of noise, vehicle and pedestrian traffic and littering.Therefore I also am objecting to this very large proposed increase in the number of concerts which are are actually noisier than sporting events. Consequently, I would also object to the doubling of the maximum concert length for the above reasons. I also consider it inappropriate that the decision making process is not being made by an independent authority and there is no right of appeal.The stadium is a tax payer funded facility and I think it is objectionable that it is being used to the detriment of the welfare of neighbouring residential taxpayers.
