Development of a wind farm with up to 119 wind turbines, energy storage and associated infrastructure.

This project is a controlled action under the Environment Protection and Biodiversity Conservation Act 1999 and will be assessed under the bilateral agreement between the NSW and Commonwealth Governments, or an accredited assessment process. I support renewable energy projects in general, and am in support of this project in particular. It is of great significance and urgency to replace coal-fired plants in Australia for a resilient grid and to slow climate change.

Not only will this project help us transition from traditional fossil fuel generation, it will also bring increased and more diversified economic activity to the local area.

I am aware of some negative impacts perceived by the community relating to landscape views and noise. Personally I think they look quite majestic spinning in the wind.

I have followed this project closely for a number of years, and have found project communications to be extensive, clear and transparent.

No energy generation project comes without any disruption. However in the long term, I believe the long-term benefits will outweigh any risks or disadvantages.

I hereby declare that I support the Winterbourne Wind Farm project.
For the Walcha community and the Walcha Council the development of the Winterbourne Wind project is vital to the sustainability of Walcha Council the environment and Walcha town.
Everyone must contribute to carbon emissions from the generation of energy.
Winterbourne Wind Farm has the potential to generate renewable energy that can service over 350,000 average homes.
Electricity from wind can be provided energy at lower cost than coal and gas generation without the carbon emissions.
The NSW and Federal Governments are committed to emission targets by 2030 and 2050.
Winterbourne Wind will make a major contribution to meeting these targets.
Rural towns like Walcha can only prosper and control rising council rates if they are fortunate enough to have a company
like VESTAS bring a project the size of Winterbourne Wind Farm (over $1.5 billion) to our community.
The Walcha Wind resource is excellent and Winterbourne is well placed to transmit energy to the North, South and to the
East.
The Walcha council is very fortunate to be in a position to benefit in many ways from the Winterbourne Wind project.
Potential to sell water for concrete and dust suppression. Walcha Council will benefit from road reconstruction and road
upgrades and may have access to new gravel quarries.
The Oxley Highway from Bendamerr to Walcha will hopefully benefit from improvements in passing lanes and new bridges
to accommodate the increase in heavy traffic.
The Winterbourne Wind Farm will not only assist the Walcha Council and provide employment. Local earth moving
contractors and fencing contractors will have many opportunities to be involved in construction work.
The Winterbourne Wind Farm through payments to participating land owners will bring substantial financial returns to
these people.
All who are fortunate to host infrastructure will diversify their farm income, hence greater financial security for many years.
The Winterbourne Wind Project will provide a significant boost to Walcha Council and land owners. reduce state emissions
and provide clean energy to the NSW transmission network and help to reduce the scourge of climate change.

We are a significant grazing operation in the Walcha district with a heavy reliance on agricultural aviation (aeroplane services) services for the effective management of our business. There are 16 proposed turbines within 650 m to 3km from our boundary, and more specifically, 7 turbines, in an uphill direction, within 5km of the end of the airstrip, in the direction of flight. These turbines will directly impact our ability to apply weed control and fertiliser to our grazing country, impacting on our business operations. The turbines in question are A022 to A030, as well as A032 to AO34 and AO38 to AO39. The impact of not using aerial agriculture on our business could be expected to reduce our capacity by 20%, or $800,000 per year.

In addition tho these unique issues is visual amenity of the area, where natural pasture land is being covered with industrial scale structures 230m high, equipped with red lights at night. As a father with 4 children interested in agriculture, we are finding that this is a confronting issue for our family.
We have a residence within 2200m of A034, and 2300m from AO33 and another residence 2250m from AO39. AO39 is within 150 of our property boundary.


The developer produced Photo montages to show the visual impact of the towers from two of the residences on our farm on two occasions. The developer failed to show the majority of the photo's they took. The only photo they showed us was from behind a tree, where the towers were obscured.
Sound monitoring equipment was used on our property, to measure background noise, but these results were not shared with us when requested.
I am worried about the noise pollution, as we are located close to a number of turbines and the results from the monitoring have not been forthcoming.
These numbered turbines are all very close to the township of Walcha, and will have a significant visual impact on from the township.
I value the sense of community in Walcha, and I feel that the developer has put pressure on multi-generational friendships and families with their negotiations in secret, with many feeling pressure during these negotiations from the developer and peers.

First and foremost I support the project as it is a step towards decarbonising our world however when I zero in to the area this wind farm is looking to be developed and built upon I see the boundless opportunities for ongoing and sustainable employment and investment into the community for many years to come. I understand that wind turbines are not viewed as visually pleasing for everyone however they do go an awfully long way to creating a world that will be sustainable and inhabitable for everyone long into the future.
The world needs to decarbonise at a very fast pace, NSW government has itself announced a 50% reduction in emissions by 2030 and this development can help achieve that (along with others). The recent flooding we have seen all across the East Coast of Australia should be argument enough for us to do something and do it now to help protect not only the planet but all people living upon it and this will no doubt come at the small expense of a minority which I empathise with, however if I could be so lucky as to help empower the future of our planet then I would do it in a heartbeat especially if that also means transitioning people working in unsustainable professions into sustainable ones such as wind, solar and batteries and help keep the economy flowing both on a micro and macro economic scale.
I believe that a wind farm on this scale can power hundreds of thousands of houses, will create hundreds of employment opportunities, not just for the wind farm but also the local businesses that surround the area as the construction and service crews will need places to stay, cafes, bars and restaurants to live their lives, schools to educate their children, not to mention the tourism industry that will receive a boost for the many people who want to visit an installation of this scale.
should I not be a voice heard on this matter then I urge further discussion with the people who will benefit most from this wind farm and the future of our society - our children.

I believe this project will have multiple benefits for society:
Firstly, it is helping to create up to 400 jobs.
Secondly, the fact that the wind farm will generate around 2,100,000 MWh per annum, which is enough to supply 375,000 homes is amazing!
Thirdly, a key goal of NSW is to have a 50% reduction in greenhouse gas emissions by 2030. The fact this project will help to reduce this number by 3% is vital. Every percentage counts.

I have concerns about where the developer wishes to obtain large quantities of water. The EIS indicates that they will be pumping water from the Apsley River, which I object to. The residents of Walcha are not able to pump water for household use from the Apsley River, it seems unbelievable that water can be pumped for industrial use. Water is a very valueble resource that is very restricted in times of dry, and this is an enormous quantity of water (116ML required)
I am concerned about the impact on local roads. I am worried about traffic congestion as well as road damage and the road repairs that will be required as a result. Even if fully compensated for, this repair work will congest roads further. I am worried about the safety impacts that will result from frustrated drivers being held up behind trucks on main roads, resulting in accidents in the area, involving local community members.
I am concerned about my mothers safety, as she lives on the Uralla road, on the town boundary. She will be expecting 288 trucks and 270 light vehicles being added to the existing traffic flow during construction time. Her driveway forces her to reverse out of the driveway in to oncoming traffic, which is normally manageable with regular traffic flow. This additional traffic flow will create a severe safety hazard that I am very concerned about, for my mothers safety.
