I am deeply concerned as to the impact that these 47 proposed Wind Turbines at Paling Yards will have on the community and environment, of the Oberon LGA!
Furthermore, I find it insulting that the objection period for the EIS is only 28 days! Yes, there was an extension granted of 4 days - but this extension was only granted because the NSW Planning Portal (Portal) could not be accessed by the public via the internet for a number of days! Chris Muldoon from OAWT (Oberon Against Wind Towers) was in constant communication advising of the gut wrenching issues associated with this Portal. Even as I write my comments, I struggled to find the Portal this afternoon!
The EIS (387 Page Document) has advised that the Paling Yards Wind Farm of 47 Wind Turbines will cost $600 million:
1. Where are the documents that show what the cost of the resources (both materials and labour) that details the break up of the $600 million being spent?
2. Where is the document that shows the ROI (Return on Investment)?
3. Where is the document that clearly shows how many dollars are being saved by these 47 Wind Turbines as opposed to electricity being generated by coal or gas fired power stations (both from a Capital and On-going Operational view point)?
4. Where is the document that shows the efficiency of this wind farm? Clearly the wind farm WILL NOT generate electricity 24 hours a day and 7 days per week i.e., it is not 100% efficient! So what efficiency of electrical generation has been calculated? 10%, 20% or 30%?
The Oberon LGA has a unique biodiversity and my understanding is that there are over 400 species of flora and fauna on the endangered or critically endangered list. Where is the report in the EIS highlighting and discussing these issues? Wedge Tail Eagles reside in the Paling Yards area and can be seen flying high in the sky - if this project is successful and when these 47 Wind Turbines are functioning, it will be like 47 "washing machines in the sky" for these Wedge Tail Eagles! How do you know that these 47 Wind Turbines will not affect these Wedge Tail Eagles? Where is the report/study on this that categorically states that there will be no effect on these Wedge Tail Eagles? This is only one species that comes to mind! It is physically impossible for this EIS to conduct such a study in the time frame that this EIS was put together for one species, let alone the other species of flora and fauna!
If this project were to be successful, what will happen to the 47 Wind Turbines once they reach their use by date? Where is the public's guarantee that all 47 Wind Turbines and the 47 concrete foundations plus all the other ancillary equipment will be removed with the land being restored to its' previous pristine beauty? Or, will these 47 Wind Turbines simply be "turned off" and left to rust, pollute and to finally serve as 47 Industrial Monuments to Mankind's Stupidity?
In order to protect the the public from the Proponent (or future Proponent) from the possibility of the Proponent going into liquidation from being insolvent, the Proponent should be made to provide a cash bond at the commencement of the project to fund the decommissioning of the 47 Wind Turbines, removal of all 47 Wind Turbines plus all ancillary equipment, disposal and rehabilitate the site to its' original condition.
Let's now consider the transport and road issues.
$330 million to upgrade a 654km stretch of road from Newcastle to Paling Yards. You people are delusional! It will be closer to $1 billion by the time it is finished! The government has a very poor record with regards to projects coming in on budget!
Where in the EIS does it discuss The World War 1 Memorial Avenue at O'Connell and in particular, the 120 Desert Ash Trees that line O'Connell Road that serve as a living war memorial to the fallen men and women who served Australia in World War 1? The EIS report mentioned that some trees around O'Connell will need trimming and possibly removal. Do you people even know what these 120 Desert Ash Trees represent? Well I guess you know now, because I have told you!
Also, people travel on O'Connell Road between Oberon and Bathurst (and vice versa) each day for work purposes. The amount of traffic and size of vehicles will be a major impediment on peoples' travel time, not to mention the amount of damage that will be caused to the existing road infrastructure by the sheer weight and size of these trucks!
Bushfires!!!
I have spoken with my local Rural Fire Service (RFS), and if a bush fire were to break out as a result of a defective Wind Turbine, the heat is so intense that the fire fighters will not be able to get within 300 to 400 meters! How do you propose to mitigate such circumstances? How do you propose to fight such a fire? The fire cannot be fought from the air because the smoke would be like a fog at an airport, no pilot would dare fly into such a fire zone. There will be no choice, but to let the fire burn and it will also be to the detriment of other land holders, National Parks, livestock, flora and fauna and even humans!
Also the EIS states that there will be a minimum of 50,000 litres of combined water storage for fighting bush fires, seems a very low volume of water to me!
The EIS states that the community will have a beneficial asset of $600 million. How does the community in the Oberon LGA benefit from such an asset? Upon project completion and commissioning, up to 10 people may have permanent employment, does the remainder of the community in the Oberon LGA receive free electricity for the life of the 47 Wind Turbines? I think not! The community of the Oberon LGA will receive a potential "sugar hit" during the construction phase by way of required accommodation, restaurants, fuel purchases etc. etc. but once the 47 Wind Turbines have been built and commissioned, there will only be a handful of people that will have on-going employment!
In addition and just as important, these 47 Wind Turbines are an ugly blight on the landscape, they are noisy (confirmed by the EIS) and will generate light flicker (confirmed by the EIS)! Oh, and a solution proposed by the EIS for some of these issues is to plant trees to act as a hedge! Really!!! Considering these proposed wind turbines are 240 meters tall, how high must these trees grow and furthermore, how long will it take for these trees to grow to a material height?
The EIS also states that the Paling Yards community was consulted in the last 12 months, this is not true, as a pop-up information centre at the Oberon Markets does not cut it! Nor does posting information on your website! Too bad if you don't attend the Oberon Markets on that day and/or don't have access to the internet to read information on your website! And please, do not assume that people with internet access are constantly checking your website for information on the Paling Yards Wind Farm - this is simply a cop out on your behalf!
Up until Oberon Against Wind Towers (OAWT) posted of such on Facebook, residents of the Paling Yards area had no idea, despite the EIS claiming that residents within a 5km radius of the Wind Turbine(s) were notified.
One comment to me was that once the meeting at Black Springs was conducted in July 2022, the resident had heard of nothing and thought the project was "dead and buried". The resident only became aware that the Paling Yards Wind Farm was back on the agenda, once having read the OAWT Facebook post!
Australia is an area of 7.688 million square kilometres!
There are many places that you could place these wind towers and not upset the people living in such communities and the respective environments!
So a landholder(s) wishes to make a few "bucks" with a foreign corporation implementing such a project to make millions of "bucks"!
All funded by the Australian Tax Payer, not only the initial capital cost, but also the ongoing cost by way of higher electricity bills!
Absolute madness!
The EIS talks about Clean Renewable Energy, Greenhouse gases and so on.
Australia produces around 1% of the global greenhouse gases, yet countries in Asia produce above 60% of the global greenhouse gases! These countries I might add BUY Australian coal, which we as a country are quite happy to sell and take their money!
Yet, Australia as a country is prepared to commit economic and financial suicide all in the name of saving the world!
Again, 1% v 60% greenhouse gas generation!
Common sense tells me that to materially cut greenhouse gases, start at the 60% level first, before attempting to cut the greenhouse gases at the 1% level!
For the record, I am not against forms of renewable energy or not caring for our planet - our planet needs to be respected and taken care of!
I am however, against financial and economic suicide!
For reasons outlined above, I am against the Paling Yards Wind Farm.

The proposed Paling Yards Wind Farm has undergone and will continue undergoing a rigorous Environmental Assessment process by independent specialist consultants and by the Consent Authority (Department of Planning and Environment).

The location, extent and nature of the proposed development, is ideal from a wide variety of reasons:
- It is based on a relatively isolated, sparsely populated area, involving reduced and manageable noise and visual impacts
- Proximity to an existing high-capacity transmission line, which is electrically close to major demand centres (Sydney metro). This reduces the need for new and lengthy transmission infrastructure for the project, and additionally provides clean power near the main demand centres, contributing to a reduction of transmission losses and supporting the Power System where it is mostly needed.
- Co-existence with existing farming practices in the proposed wind farm site (grazing country), due to a reduced infrastructure footprint area compared to the size of the overall project boundary.

For the reasons stated above, I fully support the proposed Paling Yards Wind Farm and a Development Consent being granted by DPE.

My Name is Melinda Azzopardi and I reside at 45 Cobodong Rd Curraweela NSW 2580. I strongly appose the Palling Yards Wind Farm Development. My issues with the project are set out below.


Fire Concerns
Approximately 4 years ago we had a huge fire that burned for over a month in the Blue Mountains National Park only 5km from the Palling Yards. This fire was deemed by the RFS as uncontrollable and was left to burn itself out which took a month.
Approximately 6 months ago we had another fire which engulfed the Curraweela area within hour and stretched as far as Jerong Rd. Once again less than 10km from the Palling Yards. For 3 days the RFS fought the fire with ground crews and consistent water bombing by fixed wing aircraft and helicopters.

Wildlife
It is well known that the Palling Yards and Curaweela have some of the richest wildlife in NSW. Most wildlife protected and some endangered. I shudder to think what would happen to the bird population if the Project went ahead. The Abercrombie Rd holds a huge amount of wildlife and there would be death and carnage over the time frame it would take to complete the project.

Not Lack of Consultation
I am led to believe that there was suppose to be consultation with surrounding resident in a 5km radius of the project, this has failed to occur. It is more than obvious that the project is being sneaked through under radar. It was even near impossible to find the submission process in the Government port hole. This is the 3rd attempt to get this project off the ground and I find it unacceptable to do so when there is so much opposition against it.

I reside at 45 Cobodong Rd Curraweela NSW 2580 and I strongly oppose the Palling Yards Wind Farm Development currently under consideration by NSW Planning for many reasons that I will outline below.

Wind Turbine Performance
It is well documented that Wind Turbines are out of date technology. They cannot operate 24/7, It is well known for approximately 3 months of the year the Valley and surrounds experience Gail force winds so during these times the Turbines could not even operate. They have an operational life of around 20 years and are very expensive build and maintain. Not to mention their environmental impact when there life cycle expires. There ability to supply base load power to the Public at a reasonable cost is unrealistic to say the least.
Energy Users
I cannot understand why these projects are always put into some one else’s backyard. This energy is to be used to power Sydney and surrounds so why cant the Turbines be place in and around the Sydney area so the energy can be transported easier. The effected residents will not get one red cent from this project and we will be financially impacted not to mention our way of life destroyed.
Fire Risk
Wind Turbines are extremely volatile when exposed to fire. 4 years ago we had a massive fire front in the Blue Mountains National Park less than 5 km as the crow flies from the Palling Yards. This fire front was uncontrollable and burnt for a month before it burnt itself out. One shutters to think how they would stop a fire front if it made it to the turbines. Its well known the turbines cannot be water bombed by aircraft.
Wildlife Impact
I have read the environmental impact study and have found it to be a total load of cocky pock. It is well known that between the Abercrombie Valley and Oberon is one of the richest wildlife corridors in NSW. In this corridor there are Kangaroos, Wallaby’s, various species of lizards, Possums, Wombats and the Long Neck Turtle to name a few that all live near and cross the Abercrombie Rd. One shutters to think what Abercrombie Rd would look like if the development went ahead. It would be like a wrecking yard of protected species.
Birds
The environmental impact on the bird population in the Abercrombie River National Park and the Blue Mountains National Park would be catastrophic. We have a huge protected bird population and some sit on the endangered species list. We have resident flocks of wild Budgerigars, Parrots, Silver Crested Cockatoos including Major Mitchells, Kookaburras and Magpies.
Endangered Birds
Our resident Black Cockatoos and Wedge Tail Eagle population would be decimated by this project. It is well known the Black Cockatoo nests in the valley and for the last 12 years I have watched the Wedge Tail Eagle rare and train there young high above the valley floor.


Personal Financial Impact
Recently I spoke with Elders Real Estate Rural Division to estimate the loss I may incur due to the Project going ahead. They have a special Google Map Program where they can see every aspect of my property from there office and their response was unfavourable to say the least. They believe my property could be devalued as high as 250k not to mention how hard it could be to sell the property for a reasonable price in the future.
I have also been investigating the possibility of putting 4 to 5 bungalows on the bottom halve of my property so people could come and enjoy some of the wildlife and scenery the shire has to offer and also to give me a decent income in my retirement as I will be a self-funded retiree. I have spoken with our Financial Advisor and he has strongly recommended not to go ahead with the idea if the Palling Yards Project goes ahead. As you can see I stand to lose in excess of 250k plus.
Failure to Liaise with Impacted Residents
I have spoken with residents and they had no idea the Project had been reconsidered. There has been no consultation with the affected residents of Curraweela or the Palling Yards. But I understand there has been meetings at Oberon and Black Springs, to say this Project is being pushed through by stealth is an understatement.

II object to the Paling Yards Wind Energy Project - SSD - 29064077.
 
I am the Manager of the historical O’Connell pub and was not aware of this project until a flyer arrived at the pub last week alerting me that an EIS had been lodged.  I investigated and found in the EIS the transport plan has the front of the O’Connell pub as a designated emergency stopping zone for the transport of blades and turbines in OSOM vehicles.  I think this is a very serious omission to have not made us aware and I had to work through an EIS in a very limited time to find out this information. 
 
This would block all access to our pub and patrons as well as staff and deliveries.  This area has up to 50 cars a day and there is no alternative on this very busy route for parking if the parking was blocked.  The O’Connell Road is the main route for most staff and any delays would impact our ability to open the pub should there be delays along the route from Bathurst in the 22 months that I see in the EIS documents transportation would occur.
 
In addition to this, as a small village with only a pub and café, the pub is the community centre and the local School buses from Bathurst and Oberon use the parking at the front of the pub for pick-up and drop-off of our local school children.  It is deemed to be the safest point with a telephone and security of the pub by local parents who use the carpark to wait for their children. 
 
I do not understand how this project has got to this point without any local community consultation.  There were no community sessions at the O’Connell Fireshed, the local Community Group (O’Connell Valley Community Group) were not advised, and they meet monthly with their meetings well advertised throughout the area.  There were no invitations to attend Oberon either and I have checked with Oberon Council who confirmed that the only consultation was at Black Springs 23km outside of Oberon, 46km from O’Connell, and I believe not well advertised and held one afternoon on 29 July 2022. 
 
I would like to know how the community consultation requirements of your Planning Guidelines have not been met and somehow the EIS has proceeded?

The O’Connell ANZAC Memorial Avenue is a living war memorial.
It is dedicated to the men and women from O’Connell and district who served during the First World War. Of the sixty-six known men and women of the area who enlisted, twelve were killed in action.
The O’Connell ANZAC avenue of honour consists of 120 beautiful Desert Ash trees (Fraxinus augustifolia) planted between 1925 and 1927. It was officially opened by Field Marshall Lord Allenby in January 1926.
The Western Times, January 30, 1926, reported: ‘The drive is O’Connell’s lasting tribute to its brave men in The Great War, and it will keep ever green their memory and chivalrous deeds.’
The project was the initiative of the men and women of the O’Connell community. Dances and musical events were held to raise funds for the commemorative cause undertaken by the O’Connell Progress Association.
The O’Connell ANZAC Memorial Avenue is of rare historical significance as it is one of only a few surviving First World War Memorial Avenues in rural New South Wales.
Many Avenues of Honour were planted nationwide, particularly by Australian rural communities dealing with the devastating loss of young men and women. This response to the tragedy of The Great War was largely an Australian phenomenon. Avenues of Honour are significant for their symbolism of soldiers, stability and immortality.
O’Connell ANZAC Memorial Avenue is believed to be the only Memorial Avenue planted with Desert Ash which is native to northern Africa and southern Europe, the areas where the troops fought.
The trees were raised from seed imported from the Middle East by the Royal Botanic Gardens, Sydney, and grown at the Bathurst Experimental Farm. Desert Ash trees were chosen for their hardiness and links to World War I battle sites.
The Avenue is a key element within the O’Connell Conservation Area and links several groups of historic buildings within the Conservation Area. As an item the Avenue is the predominant element of the cultural and physical landscape within the O’Connell Valley.
The high branches of the towering mature trees of the living war memorial form an arch resembling a cathedral. This symbol of grandeur and honour is deeply significant to the community of O’Connell and district.
O’Connell ANZAC Memorial Avenue and associated buildings are listed on the National Trust Register of Australia (NSW). The Memorial Avenue is registered on the list of war memorials in NSW and has state and national recognition.

Submission on the proposed Paling Yards Wind Farm

The core motivation for adopting wind and solar generation systems is to reduce human emissions of Carbon Dioxide because it is asserted Carbon Dioxide is a "Green House Gas" and, as such, an increased concentration of this gas in the earth's atmosphere will result in the atmosphere becoming so hot as to destroy life on earth. As one who has studied Thermodynamics to 4th year university level with honours, the focus of my study being hot gas and steam, I know with certainty that there is no way, within the laws of Physics and Thermodynamics, that Carbon Dioxide has any appreciable effect in terms of it warming the earth's atmosphere. To this end, I attach a paper which has been reviewed by Professor Will Happer, a world renowned expert in atmospheric physics, that provides raw data from temperature measuring stations belonging to climatology networks around the world. All of these graphs show the same downward trend, that is, the earth's atmospheric temperature is cooling at a time when the concentration of Carbon Dioxide in the earth's atmosphere is rising. Further reinforcing this data is the fact that proxy data from two ice cores providing temperatures and carbon dioxide concentrations over a period of approximately 10,000 years show that as Carbon Dioxide concentration has risen, temperatures have fallen. The only conclusion one can draw from this data is that Carbon Dioxide has no appreciable effect in terms of it warming the earth's atmosphere and that Anthropogenic Global Warming is one huge, monstrous fraud.

The adoption of Wind and Solar power leads to much higher energy prices. This is not only because of the huge initial cost of acquisition and installation but also because of the intermittency of the power that is generated. This intermittency requires that huge amounts of energy must be stored so it can be used when the sun is not shining and the wind is not blowing. Because it is not practical to store that huge amount of energy, it is necessary that conventional base load generating facilities be retained. Doing this adds markedly to the cost of power. As it is, the power being generated, using windmills and solar panels, fluctuates significantly. This means that base load facilities, which cannot easily change their power output, must dump their electricity into the ground. Alternatively, when wind and solar cannot provide sufficient power, it is necessary to have generation systems powered by gas so that they can respond quickly to the demand. This too adds to the cost of hardware which, many times, will sit idle or be under-utilised.

Because inexpensive reliable energy is the foundation-stone of any modern society, the adoption of these systems of power generation, which are neither reliable nor cheap, is ruining all Western economies that are fruitlessly trying to solve the non-existent problem of "global warming" by reducing human emissions that have absolutely no deleterious effect on the world's climate.

I also enclose another paper which is a rough scoping study of a proposed 8GW pumped hydro electricity generation system, powered by wind and solar, proposed by the NSW Government. This study shows that the cost of electricity generated by these means is considerably more expensive than electricity produced by coal. The study also shows that it is not practical to store sufficient energy to guarantee reliable supply.

All of these projects are a huge waste of taxpayer's money at a time when this country is close to one trillion dollars in debt. The only beneficiary of this scheme is the Chinese Communist Party. It is noteworthy that electricity is 5 times cheaper in China than in Australia. The Communists have arranged treaties such that they do not have to reduce China' emissions until 2050. With this situation there is no possible way Australian manufacturing can compete with the Chinese.

In summary:
1. The basis for adopting generation systems based on wind and solar is invalid. Human emissions are benefiting this planet in terms of increasing plant growth and crop yields. All data, both proxy and raw data, show these emissions are definitely not appreciably warming the atmosphere.
2. Wind and solar generation systems are many times more expensive than is coal or, for that matter, nuclear and cannot provide anything like the necessary reliability of supply. This necessitates maintaining and operating multiple systems of electricity generation.
3. Not dealt with above but, as a closing comment, wind and solar systems have a very limited life and disposal will be expensive and fraught with the possibility of significant damage to the environment. As it is, the installation of these systems into wilderness areas and on prime agricultural land is doing great harm to the environment and this country's food production capability.

This folly on the part of State and Federal Governments puts at risk the prosperity and the security of Australia. IT MUST STOP!

I am deeply concerned about the future of the trees along the O'Connell Road which form a living War Memorial. I urge the project to consider flying in the blades using a helicopter, as other wind projects around Australia have done.
This project has had very little community consultation and does not have a social licence. The people of O'Connell are deeply distressed at the thought of losing our living war memorial. Pruning the trees could result in them becoming unstable. O'Connell is a high wind area and the trees are located in an area which experiences localised flooding when the Fish River swells. The instability of the ground during periods of wet weather, as well as the high winds, place the trees at significant risk of falling should they be pruned to accomodate this project. The people of O'Connell will fearcly defend the war memorial and will oppose this project for as long as it threatens the safety of the memorial.

The O’Connell P&C would like to express their objection to the proposed project on the grounds of the impact that it will have on the school community, and the possible destruction of O’Connell’s living Anzac Memorial.

O’Connell Public School is located on Blacks Mill Lane O’Connell. The school community has raised safety concerns about the increased volume of traffic that will impact on the safety of the intersection between Blacks Mill Lane and O’Connell Road. The increased volume of traffic on the road has locals concerned for the safety of their family entering and exiting Blacks Mill Lane during school drop offs and pickups.

The second point of concern raised with the P&C at our meeting was around ensuring the protection of the ANZAC Memorial. O’Connell Road boasts an impressive standing of trees which are of historical significance. The avenue of Trees forms a living war memorial and are of huge significant to the local community and has been widely recognized and referenced by the Federal Government, and Department of Veteran’s Affairs. However, this memorial is especially significant to local community and to our children. The school places significant learnings and emphasis on the ANZACs and the children learn of local people who sacrificed their lives for our country. The trees are a constant reminder of that, and consequently form an integral part of our community. Many of the children will drive through the memorial each day on their way to school.

Whilst the current members of the P7&C are not arborists, we do comprise of a bank of local knowledge, rich in farming practices and knowledge of the local area. The trees are located within a high wind area and are situated close to the Fish River. During periods of high snow and rainfall the river swells and large volumes of water get within close proximity to the trees in question. Should any limbs of the trees be removed, the memorial will be at significant risk of loss and damage. The wet ground accompanied with the high winds of the region place the trees at significant risk of falling, and irreversible damage to our living memorial.

This project does not have social license in O’Connell for as long as it threatens our living war memorial and threatens the safety of our families with increased congestion on our roads, or parking in the school bus drop off zones along O’Connell Road.

We urge the project to instead entertain using helicopters to transport the blades to the site, eliminating the threat to local roads and infrastructure.

To start with our family property is a proposed host of the Paling Yards wind farm. We have supported this project for over 20 years.
The Paling Yards wind farm has so far been 20 years in the making. We signed the first contract with Global Power's predecessor in 2002. There has been continuing work done over the 20 years to make the Paling Yards windfarm a success. It is not a project that has just popped up from nowhere.
I was at a council meeting in Oberon in the 2004-2010 period where the proposal was discussed, and the council was briefed on the project. At that time there was no outstanding major issues that the council wanted to raise.
The area of this project is from 37 to 48 km from Black Springs so it is 60 to 71 km from Oberon. The area of Paling Yards is isolated, very few locals directly in the area of the windfarm are affected by the proposal.
Of course, there will be some disruption on the roads during the building of this project, any major project has those short-term negatives whether it is an office building in Sydney or a new bridge being built on a main road. If it is managed, then there can be little disruption.
In the long term I believe that the Paling Yards wind farm project can be good for the district and good for the state. It will assist in reducing carbon emissions and if science is correct then that is good for the whole environment.
The Taralga wind farm which was completed more than five years ago is not mentioned or discussed in the Taralga community now days whereas before construction it was a major talking point and there was some strong objections, even from people that were not in the district. It can be seen from the township.
The Paling Yards windfarm is at least 60 km from Oberon. Very few locals will see it from their homes, but it will contribute to the local community through employment during construction and then the ongoing maintenance of the project.
I believe that Global Power to be an ethical and responsible company that will do their best to minimize disruption to any community that is affected by this project including our local community and also the communities that are on the transport routes of any materials that are used in this project.
I recommend that this project is approved by all the authorities that are involved as long as all reasonable objections are addressed.
