I object to the proposed Woodland BESS facility and associated infrastructure.
BESS pose an unacceptable fire and health risk and unacceptable environmental damage.

I Object to Woodland Battery Energy Storage System - SSD-30526266 because it is part of an unworkable, extremely damaging energy transition plan - as exposed by the following technical questions:-

1. How do you propose to provide reliable fill-in power generation when the average capacity factor of wind and solar systems CANNOT exceed approximately 30%?

2. If your answer is storage (any and all forms) how do you propose to re-charge spent storage facilities on a cloudy windless morning? (which could last for days or weeks)

3. What is the REAL cost of solar and wind systems - which MUST include ALL peripheral establishment and operational costs, that is :" manufacturing, transport, ALL subsidies, fill-in generation by whatever means, construction, land reclamation, disposal and treatment of toxic fail units, recycling of battery materials, grid batteries (that are useless for storage), Transmission Lines …the list goes on BUT MUST include ALL costs for a realistic estimate.

I, Stan Moore, object to the Woodlands BESS project as the fire risk and poisoning should there be a fire are too great and we should be adopting the precautionary principle and not approve this project.
Further, should this project be approved, there should be the requirement for the proposer/developer to lodge a rehabilitation security bond with the State government to ensure there are sufficient funds to complete the decommissioning, remediation and rehabilitation of the site when it ceases to operate.

Submission objecting to the Woodland BESS Storage Project being granted a planning permit or in any way proceeding to construction.
From Woodland BESS Storage Project (WBSP) website. In the supporting statement as to why the WBSP is required it is said.
"These batteries will store energy from the sun and other energy sources and later feed the energy into the grid and continually support towns and cities, providing lower and stable electricity prices during peak times".
This statement alone clearly sets out. That by their intermittent and unreliable nature of electricity production, (because of an unreliable supply of ‘weather’ fuel) solar farms and wind farms. Should never be considered as an economic or dependable electricity generator for supplying baseload electricity to a modern electricity grid.
To add a BESS to the mix, does not produce one MWh of power and only increases the price to the end user. High prices do as much damage to economies as shortages of supply.
To explain why Solar panels will never be economic. Solar panels are powered by a weather fuel, Sunshine. At 12am, every day, the Solar fuel tank is empty and will remain empty for the next seven to eight hours, until the Sun rises at 7am or 8am. If the weather is fine there may be six hours of viable fuel (10am to 4pm) and a further three hours (8.30am to 10am and 4pm to 5.30pm) of less viable fuel available. For a total of nine hours of fuel availability. But even this is very uncertain, because of the presence of fog, overcast cloud cover and rain, the fuel tank can suddenly become empty at any time. The amount of fuel available may be reduced to four hours or even on many Winter days, zero, with no electricity being produced. Beginning between 5pm and 6pm, the Solar fuel tank becomes empty and remains empty for the next fourteen or fifteen hours. This means the fuel tank that supply the solar panels is empty for a minimum of fifteen hours of everyday and could even be empty for the whole day, with no electricity being produced.
As for connecting the Woodland BESS Storage Project into the Grid. Batteries alone can never produce any electricity. Batteries only take in surplus electricity and then release less than they take out. Therefor batteries are inefficient in storing electricity. As a Solar Farm has daily supply of fuel for only 40% of the day to generate electricity, the likelihood of there being a surplus to store is very uncertain and does not justify the cost of having the batteries. And will only increases the cost to the consumer.
I believe it would be highly irresponsible to grant a planning permit or allow construction of the Woodland BESS Storage Project, as rather than being able to make a positive contribution to the Grid, its inclusion would be totally negative and uneconomic.
Further points of objection.
1. Consisting of so much compact electrification, the WBSP will create an extreme fire hazard to surrounding areas, particularly on a Total Fire Ban Day with the temperature at 43dC and a NW wind blowing at 50km/hr. Being so tightly packed together it would almost be impossible to contain a fire started within the WBSP perimeter. The fact that burning Lithium batteries give off a very toxic smoke, fighting the fire would be very dangerous for fire fighters. It also takes a huge amount of water. The surrounding land owners and particularly the residents of Darlington Point, should be very concerned about their welfare.
2. If a fire was to occur the risk of soil contamination, would be very great. With unknown consequences.
3. If it should be approved to be built, then it should be mandated that the WBSP has to have a Public Liability policy to cover fire and other possible damage to surrounding areas of at least $500million to $1billion.
4. Unless the WBSP puts up a restoration bond, there will be nothing stopping them from walking away and leaving the local Council and community with a very expensive noxious, Junkheap, that will desecrate the whole area.
For the above reasons I strongly believe the Woodland BESS Storage Project should definitely not be granted a planning permit or proceed to construction.

The proponents have not accounted for the net negative social and amenity impact on the community or the end of project decommissioning.

I object to Woodland Battery Energy Storage System proposal based on environmental grounds and public interest.

The continuing destruction of the Australian countryside is unacceptable to Australian citizens who support farmers, graziers and regional Australians in their campaign against the irrational development of wind projects and solar projects, which are environmentally destructive.
When determining any planning application, primary consideration should be given to the principles of ecologically sustainable development as stated in:
Federal Legislation - Environment Protection and Biodiversity Conservation Act 1999
3A Principles of ecologically sustainable development
The following principles are principles of ecologically sustainable development:
(a) decision-making processes should effectively integrate both long-term and short-term economic, environmental, social and equitable considerations;
(b) if there are threats of serious or irreversible environmental damage, lack of full scientific certainty should not be used as a reason for postponing measures to prevent environmental degradation;
(c) the principle of inter-generational equity—that the present generation should ensure that the health, diversity and productivity of the environment is maintained or enhanced for the benefit of future generations;
(d) the conservation of biological diversity and ecological integrity should be a fundamental consideration in decision-making;
The collective approval of wind, solar, battery and HV transmission projects is threatening Australia's unique flora and fauna. They will meet the same fate as the Tasmanian Tiger which was driven to extinction.
There are Critically Endangered, Endangered, Vulnerable flora and fauna on the site of the proposed BESS project.

We must speak for Australia's unique flora and fauna since they can't speak for themselves.
It is ridiculous that Australia is currently not effectively using its abundant coal, gas and uranium resources to provide an affordable, sustainable and reliable energy generation network for its citizens and businesses.
In conclusion, the Federal Government needs to legislate to remove the prohibition on nuclear energy, which is required to meet Australia’s national security needs and not rely on supply chains that use forced labour and are becoming more tenuous.

I object to this project. There is no proof that it will not overheat and be a serious fire threat during extreme hot weather. More than that it is located on irrigated land that would be best used for food production rather than attempting to prop up a system that is unreliable and cannot and will not deliver when it is most needed.

I object to this Electricity Generating Works Electricity proposal because there is no 100% economic or effective recycling of either the toxic components or the toxic lithium batteries.

I oppose this project because the supply chain involves the use of slave labour. Cobalt and copper artisanal mining relies in slave labour in the DRC and the production of components in China uses slave labour. Stop these degrading projects.

The concept of lithium battery storage is physically, economically and environmentally flawed. Batteries will never satisfactorally facilitate renewable energy to be dispatchable. Industrial batteries are a total waste of tax payers money and are causing ecocide in the pursuit (mining footprint 10 fold that of fossil fuels) of rare earths required in battery manufacture. What we need is reliable affordable 24/7 base-load electricity generated by clean coal (anthracite), natural gas and nuclear. Not geopolitically sensitive and environmentally unfriendly batteries made in factories controlled by the CCP, thus threatening our National security.

I object to this project because the cumulative impacts will be detrimental to the local community and environment.

There is significant evidence out there that battery energy storage systems (BESS) are a significant fire risk. What measures are in place to protect the local community in the case of a fire? What measures are in place to protect the local wildlife and environment should there be a fire? This project is only 8 kilometres away from the town of Darlington Point. If there was a fire, will the town of Darlington Going (and all residences between the project and town) have sufficient time to evacuate the fire and smoke toxicity?

The land has been rezoned from rural to industrial to accommodate these developments. BESS infrastructure will ruin the local landscape. The impacts on neighbouring properties will be detrimental and also devalue their worth.

Given the severity of the fire risk alone, I do not support the development of this project and a such, please officially document my objection.

The renewable “hypocrisy” industry currently supports human atrocities in China by the their use of slave labor or next to it and other human rights such as child labor abuses in other countries mining the rare earths required by the renewable industry.
CO² is not a poison; it is a necessity for plant growth, i.e FOOD.
The hype of a 30 year effective solar farm life span is a “happy face” con. Currently, effective battery life is about ten years with no allowance of deterioration of energy storage calculated into the life span, therefore two if not three sets of batteries for the supposed life of the panels. Contrary to the hype, effective panel life is about twenty five years, with deterioration of energy production over the life span of the panels dropping to about 75/80% of the original design at that point.
Whilst I am sure that the massive quantity of solar panels and batteries will eventually be able to be recycled, currently there are no efficient facilities to recycle either solar or wind farm components, which are already being deposited into council landfill sites with the local ratepayer picking up the cost.
The political hypocrisy of the proponents of alternatives are conveniently ignoring the chain of the required materials: from the prospecting for, the mining of, and the continued supply of the rare earths and metals required to manufacture that are required to create the alternatives. It does not register to the world that most of these rare earths actually come from China. They are called “rare earths” as the reason is that, that is what they are, RARE!
The actual cost of the complete chain has not been publicised. A realistic cost of creating the chain from prospecting the mines, to effective recycling end of life for the components has ever be done or if it has been done, the end result is so financially disastrous that the results have not been released.
