I am a resident of The Royce Retirement Village which backs into Jamison Road Penrith.
If this development is successful the volume of traffic will substantially increase.
There is already a development in progress called The Orchard Penrith containing function centre, cafe, florist, farmhouse, playground, which will generate more traffic. Penrith Council is presently upgrading the river area along Tench Avenue, which will again generate more traffic with families visiting the facilities.
The design of this new development is not in keeping with the aesthetics of the area.

resident of Nepean Shores. I would like to express my total disapproval of the Winter Sport building ,or should I say " Monstrosity ". If built will not only ruin our beautiful River Precinct ,it will cause absolute kaos and havic for Jamison and Tench Rds . I feel that the land and position Peter Magnasolis is proposing is not in conjunction with the other buildings along the River front . I do not think the fact of future floodings has been taken into account , not to mention the disruption of people's lives ! In my opinion we will end up with an almighty white elephant on the corner of Tench and Jamison Rds in a few years time . Regards Cheri Bez .

Reasons for the approval of the Winter Sports World , Penrith

This facility that will allow Australian and International Athletes to be able to train year round in the Southern Hemisphere.

This facilitate will foster and allow the development of winter sports and ski enthusiasts year round in our country and encourage more tourism in Penrith and NSW. It will allow local people to be able to experience winter sports and activities without expensive travel.

The Winter Sports World will create a magical wintery atmosphere for the patrons and because of its close proximity to the Nepean River will enhance the tourist magnetism attractiveness of this project.

The facility will increase the technical and cultural skills of the local community.

This facility will enhance all the existing and future tourists and recreation facilities that are in Penrith . In terms of a promoting tourism in Penrith, the Winter Sports World would become a famous and distinctive building akin to how the Sydney Opera House is to Sydney Harbour. It will be a lightning rod for the Penrith Tourist industry, which we believe, we should all support.

The construction phase will generate significant employment nearly 3,000 construction jobs , Increase local suppliers employment ,once the project is completed it will provide significant ongoing local employment . It will provide significant economic advantages to the Penrith and NSW economy.

I strongly object to this project going ahead at the end of Jamison Road. The location, at the junction of a residential and riverbank recreation area is inappropriate as it will ruin the current profile of the area which retains a little of Penrith's bucolic charm. The construction will spoil the exercise route enjoyed by many along Jamison Road and Tench Reserve, it will interrupt access to the cafes being developed along the river and spoil their ambience. It is an unnecessary addition to the area and will be an eyesore, completely incompatible with the recreational facilities already in place. My suggestion is that it should be built ideally at the Regatta Centre, which is already a sports hub - where there is also parking land development possible. Please consider my view - too much of our natural environment is being chopped up in the name of recreation and progress. Sincerely, Susan Artup.

You are destroying the beautiful surroundings of the beautiful walk that council has created adjacent to cable ski park the quiet tranquillity and beautiful fauna and trees will be gone why can’t it be put somewhere less serene than Nepean river also there is no infrastructure to cater for such a monstrous development and the size of the hotel I live in anakai drive and the traffic through to the river via Jamison road is already horrendous so I strongly object to this proposal

I don't object to the project but I do object to the location of project. This huge ugly building will be an eyesore to the natural surroundings of the Nepean River. Council is doing a lot of work beautifying the banks of the river at Tench Reserve and I am very surprised that they would support this construction at this location. The river area is flat and open with rolling banks and when the landscaping is finished will be the envy of other areas. Why ruin it with this eyesore of this building.
Could it not be relocated to the Regetta Centre with the much needed ice skating rink or another area in Penrith?

I totally object to the Winter Sports World at 2 Tench Avenue Jamisontown .
1 . The height of 54 metres will totally ruin the river precinct .
2 . The block of land is totally inappropriate !!!
3 . The river precinct is one of the only GREEN areas left in Penrith .
4 . The traffic in the area now is so congested on weekends driving in on Jamison Road , we have trouble getting out of our drive way now !!!!
5 . I am a resident of Nepean Shores and we will be severely affected by this monolith there are 10 homes that will only get 3 hrs of sunlight a day .
6 . Please come out and look at the block of land and come in and meet the residents of Nepean Shores and listen to our concerns !!!! .
7 . If this is allowed to go ahead what will happen to the rest of Tench Avenue regarding height of any other proposal for the area .
8 . We understand that Penrith could benefit from this being built but put it out at the Regatta Centre were we have Olympic Venues now plus plenty of land .
9 . I do not want this to be built and in 2 years time become a white elephant and we are left with a 54 metre high eyesore.
10 . Finally after the flooding we have had in the last 2 years this is ridiculous that this could even be considered the block of land floods and I have fears that it will cause more flooding to Nepean Shores .
11. Please consider the residents of Nepean Shores that love living here and are in the last years of our life .
12 . I am on the Residents Commitee and we would appreciate if you could come out personally to hear and see for yourself our concerns.

The ice rinks MUST be built - the local community would benefit more from the ice rink, it’s ice sports, school sport sessions and the like - it is more affordable and accessible than the current proposed offering - yes the former Penrith ice rink had its flaws and doors closed - but the ice hockey program was highly effective and boasted some of the best clubs and players in the country

I am 42 and a current member of the Australian Masters in-line hockey team - i played for the Flyers ice hockey team here in Penrith before the closure and also played broomball aswell for fun - I probably spent around $1,500 per annum much like many others involved in these activities- more than you’ll get from any individual on a ski slope

I was waiting anxiously and so too friends and family for this ice rink to be rebuilt - and for ice hockey to become improved and show signs of development in the area amongst players my age and more so for future younger players

I could point out my disappointment in the decision taken - but I’m sure that’s not going to change any minds - what do you need to know - what can the community of Penrith say to convince you to build this rink ?

It’s all about answering the objectives - does this project aim to generate labour, jobs, profitability and assist in tourism

Or does it seek community engagement, accessibility, affordability for residents, youth participation, recreation for locals and the growth of ice sports

Who is the target market - locals or tourists ?

I guess I state these things to point out - that this project without the ice rinks gets you only half of these objectives - whereby adding the rink it will achieve all the objectives

Further still it offers premier opportunities in ice sports by hosting tournaments, state and national competitions which will generate visitors and become the number one facility in the country - further achieving the venue facility visitor and participation stats

Imagine in the year 2050 - the Winter Olympics - the young locals being born and growing up today in Penrith, the western suburbs and greater Sydney can use this facility as a gateway to the world stage - only if you add the ice rinks - engage locals and provide stability for the ice sports community - ice hockey, figure skating, speed skating - young future world champions - we should be investing in them - keep the kids off the streets and off drugs by giving them an accessible affordable and realistic choice with an exciting sports opportunity and team culture - a ski slope doesn’t do that but an ice rink can with its sports programs

Or - it becomes a great idea that falls off into obscurity - just a cool place for tourists - it will make some money yes for sure - the hotel will be beautiful and so too the facilities - but please we urge you to do more - to fulfill the initial proposal and implement the ice rinks - as a Penrith local I beg of you to make this happen - if not I promise I for one will boycott the facility - for the love of my sport

I live on Blaikie Rd, a road that many people will take to get to Winter Sports World.
At the moment it is a narrow country lane with no footpaths or kerb and guttering. Everyone walks or rides their bikes on the road because the side is uneven and often overgrown.
Winter Sports World will increase traffic and make the road even more dangerous.
Can you please consider building a footpath/bike track along our road.

I like the concept but it is in the wrong area. It doesn't suit the environment of the river area. It will create a lot of traffic on Jamison Road especially on the weekends. The River is the place to go for quiet and relaxation. The building is too high for the area and I pity the people living in Nepean Shores. They should be considered.

I have lived in the area for some 35 years and have seen a steady and on reflection a dramatic growth in the region. In my opinion such a development will offer the growing community greater recreational options and enhance Penrith as a destination for both locals and visitors to the area. Particularly considering that Penrith will have an internation airport on it's "doorsteps". Growth is constant and inevitable but it must be done with consideration to the enviroment. Tench Reserve will certaily become a recreation hub. So it's thumbs up from this local resident.

The traffic infrastructure to this public precinct is not compatible with such a development. This is a space adjacent to the river, where local residents and travellers to the area visit. It is currently beautifully planned out space with open green planning for public use ! Why ruin this planning by over commercialising this environment. This development is not suitable in the proposed location
Approval of this development will overwhelm the current roads and parking. Causing distress and increased danger for elderly residents, families with young children and visitors alike.
The shadow and output of this building will affect the environment in a very negative way. Single land road dependant is will also affect businesses and residents of the road. I object wholehearted to this proposal.

The year 2022 has proven the impacts of climate change on our river systems and the border environment. Flood damage is unprecedented. Rather than giving into developer led ambitions, it is extremely important we take few steps back and reassess our priorities. Few questions I would appreciate answers to:
- Was Penrith community consulted during the inception of this gigantic dream?
- Do we know what are the true needs of the local community?
- is the location appropriate for such a monstrous building where a lam outdoor sport like skiing is undertaken indoors and the snow will be artificial, leading to more emissions?
- Penrith and western Sydney receives some the very extreme hot days in summer. How will this facility be accessible to all community?
- Equity of access?
- Does this align with Penrith Councils Recreation and sports strategy?
- Was a needs and demand assessment of recreation and sporting needs undertaken? , to justify this facility?

Can we please genuinely understand and respond to our community rather than trying to create a white elephant. River and foreshore recreation needs to sustainable and we should be promoting outdoor activities rather than changing their core function.

The Nepean River is subject to flooding so this is reckless and ill conceived
The change of use should require an EIS

This project is an eyesore. With the current construction of the Convention Centre at Panthers this area is becoming over developed. This is not an attractive sight leading up to our beautiful river and new amenities under constructions for families to enjoy. Walking to the river there is still some open land to enjoy and the horses in the paddock. Put this project out near the Sydney International Regatta Centre and make it a sporting precinct and leave what's left our somewhat country town alone.

WSW will be located within the vibrant Riverlink Tourism Precinct, with its design encouraging connection to and enjoyment of the Nepean River while celebrating the unique development that will become a gateway and landmark for the area. This was on the website for WSW "will be located". I hope this reference doesn't mean this is a done deal therefore community consultation is futile. This is the first postal notification I have heard about this project.
People cannot even pay their mortgages and general everyday bills. I hope this doesn't become an abandoned white elephant and ruin the whole river precinct.

To Whom it may concern,

For years now our ice community has seen closure of many rinks, blacktown, bellavista, Penrith and Canterbury. This only leaves Liverpool, Alexandra and Macquarie left. With the closure of so many ice rinks it is forcing ice sports out of their homes to practice and play. Ice hockey teams no longer have home grounds to call their own because they are all being shut, Future Figerskaters no longer have places to train for the olyimpics and so many more ice sports now loosing places to train.

Winter sports world had promised us not 1 but 2 new ice rinks, one for leisure and one for training. This gave the opportunity for ice communities further out west to once have a place to play again. But we have been let down, as plans have changed and they are now building a winter resort instead, replying to a comment on Facebook stating it’s just not in the budget.

This is super disappointing to hear because it is killing a thriving sport. I had recently got back into ice skating with friends and noticed how busy the rinks always are, i had noticed how many people are now playing in local ice sporting events and teams. i know personally people who play on these teams. Playing sold out local games. When you watch the oplyimpics, how exciting is it to watch the figure skaters do all their tricks? How great is it to watch the aussies give it their best shot at it? It's one of the most watched winter olypmic sports right now with millions of views on youtube. The sport is gaining more popularity and winter sport world is taking away something that people are falling inlove with again?

The NRL isn't so popular in perth, but that doesn't stop them from putting the origin in Optus Stadium, The AFL isn't so big in NSW but we still have teams who have places to train. So why should this mean any different for all our ice sport players? Where will the future generations train for places like the olympics if all the rinks are shut? they will be forced overseas to train.

Finally someone had the power to bring in an ice rink and make effective change and we where let down by someone who could have made a differance. Our thriving sport is being burnt to the ground. So there for i object to the Wintersports being built in penrith because we dont need a resort in penrith, if i want snow i will go to canberra for the real thing.
