I am writing to you to sternly voice my concerns on the application to the expansion of operating hours proposed by Boral’s cement recycling plant in the Fairfield locality of Wetherill Park (SSD-6525-Mod-2)
As a member of the community, my home is located less than 1 kilometer away from the plant and the impact of extending the operational hours to 24/7 is quite alarming and must be rejected for the following reasons;
1. The health and safety of my family and the residential surrounding community in general where contact with carcinogenic silica-based dust and cement particles is a well-documented health hazard.
2. Increase in noise activity involving the heavy vehicles transporting material in and out of the plant using Gipps Road as the main thoroughfare which makes the noise factor inescapable being only metres from my home. The heavy transport vehicles will also affect residents in Hyland Road and Munro Street in particular my residence at xxx GREYSTANES. The noise can already be heard from 100’s of metres away with ground vibrations of heavy vehicle movement and noise from the plant itself is affecting my whole family and will severely affect our quality of sleep.
3. Further to this, the air quality is already bad enough in the area given the current truck movements however, the additional vehicle movements will produce even more choking diesel fume pollution of which my family will be subjected to without relent should the plant commence operation on a 24-hour basis.
We are already suffering from the ill-effects of this plant which has put us all at risk and has reached the limits of what can be tolerated. We are entitled to enjoying a peaceful life in our home that has taken almost a lifetime to acquire and we do not deserve to have this peace destroyed by a business for profit in such a careless and reckless manner.
I understand a survey was conducted on the site by the Council evaluating the possibility of an operational hour extension application submission in April 2015. Considering significant changes have taken place in the area since that time, I believe it will be necessary and in the best interests of the community and indeed a duty of care demonstrated by the Council to perform an updated impact study which includes; detailed feedback from the residents who will be affected by the operational hour extension if granted, noise disruption analysis, air pollution forecasting and the matter of particular concern - atmospheric silica dust particulate spread concentration data;
The only satisfactory result in this case would be to reject the application in perpetuity to safeguard the health and safety of the residents being the primary function of the Council and must take precedence over industrial profit generation by a private corporation operating in a domestic environment. I strongly recommend the council and the Department of Planning and Environment recommends relocation of the plant to an industrial area as an amicable alternative to protect the residential quality of life in the municipality.
