I object to the privatisation of public transport. This will benefit
developers and corporations at the expense of the citizens of NSW. I
object to the proposed rezoning of land around the Sydenham to
Bankstown railway line, which has the potential to create a high wall
across the city and destroy our suburbs, again benefiting developers
at the expense of the public interest. It is such a significant threat
to the heritage of our suburbs as to amount to vandalism.
If a private Metro line is to be built, it should be created from
scratch on a new line through suburbs which are not currently well
serviced by public transport. The private operators should be buying
the land themselves and taking on the risks themselves. It should not
be achieved through giving away publicly owned treasures like our
heavy rail line.

The creation of a metro is another excessive waste of taxpayer dollars.
The current Bankstown line is capable of serving the current and
growing population. Funding should be allocated to ensure the
accessibility of the current stations through the installation of
lifts, as well as the removal of the S and C Set trains which pose
significant risks to commuters through their lack of safety mechanisms
such as emergency help points. Implementing the metro will displace
tens of thousands of commuters who have already been inconvenienced
through the removal of the inner west line. There has been no clear
explanation of replacement services meaning that commuters will face
excessive travel times as well as a disconnected service once the
metro is in place.
The metro will also increase the locality's population however roads,
hospitals and schools are currently not coping with the existing
population however no funding has been allocated to account for this

I am an owner/resident of Wiley Park, i support the metro however i
believe it must include active transport along the metro line. myself
and the community are screaming out for walking/bicycle tracks with
improved connection in the areas.

the proposal should be reconsidered to include walking and bicycle
tracks. I believe that this will also reduce the demand of cars in the
area. because people living in wiley park can walk to centers such as
punchbowl or lakemba for their needs.

To whom it may concern,

I am 100% support of such metro upgrade project. Although there are
some sort of disruptions, however, I feel it is worth the pain.
Sydney, as a world class-city seems to lack a world class
infrastructure. Therefore, an upgraded metro is much needed in this
city and it should expand beyond.
Regarding the Canterbury station upgrade, I strongly suggest that an
additional entry should be built around Charles street.
Currently, a new path has been built there, however there is a fence
built on the other side of the station and it seems stupid as the new
path can be easily joint with the station access just by simply
removing the fence. (Photo attached for your reference)
Building a new entry not only can it help diverting the flow of
commuters during peak hour, it also create easy accessibility for the
people with disability as this new entry can access to platform
without using lifts.

I hope this project could be fast tracked and carry out ASAP as
driver-less train has been adopted in other world-class city and the
benefits it brings has been shown.

1. No Connection to Redfern etc ( university of Sydney students and
staffs living in Canterbury-Bankstown will be affected the most)? How
about bus services, will they be upgraded too?
2. Should be linked more to Parramatta and Lidcombe
3. How much is the max capacity (people per hour) it can take? why not
just add/Upgrade the existing trains and upgrade the signalling
system?
4. The T3 isn't complicated. From around Yagoona, Liverpool,
Canterbury Bankstown use it to get to the City circle.
5. WestConnex and NorthConnex will not enable substantial improvements
in travel times for road users. Make dedicated lanes, even dedicated
lanes and roads/streets for busses and bicycles. Bicycles aren't even
mentioned, both in infrastructure or as a person.
6. Why not just more and better double deck trains. And make them
shorter in non peak hours? Those trains are actually two trains joined
together
7. How many will sit versus stand in thee metro?
8. It's still all CBD minded, where is the plan for Connection to
Liverpool and Parramatta? Won't the city be splitted to 3?
9. For future projects, there should be bike lanes along the railways
to reduce pressure on public and private transport. It's also good for
cyclists as Railways are more flat.
10. How about more gentle ramps for bicycles and wheelchair users?
Lifts has a capacity limit
11. No mention of cycling investment, which can take the pressure off
for many, including the need for parents to drive their kids to school
and childcare cost. Cycling have the network at least beside the
railways. Please rebuild the railway network so bikle lanes exist
beside them. Also connect them to Workplaces and schools.
12. There is still need for express trains that doesn't stop at every
station.
13. if it's just capacity, removing seats from existing train,
replacing some with leaning bench, or designated carriage(by just
opening some of the doors, example, only 4 carriages from the back
will open at Bankstown.) for station groups can be done.
14. We don't need a change for the existing rail, we need addition.
Keep T3 as it is, and the metro can go somewhere else that doesn't
have rails. Interconnect with existing rail network, but not replace
them.

Good morning,
It was good to see the Transport NSW Team on Saturday 30th at
Marrickville, thank you for sharing your time on a Saturday with the
local community.
The `Six Streets' Team has been reviewing the Preferred Infrastructure
Report and we do have a few questions on noise impacts outlined in the
report.
Given that the Albermarle Bridge and embankment works are no longer
happening and the existing platform is remaining rather than being
removed we were surprised that Dulwich Hill appears to be the most
noise affected of the local areas
The table below indicates that 125 residences are nominated as being
as being so noise affected that they will be provided with alternative
accommodation

Based on the maps below, homes which are in the green or yellow/orange
zones, which includes most homes in the Six Streets, are in danger of
having their sleep disturbed. The green or yellow/orange zones shows
homes which will suffer noise greater than 50 decibels at night
(10pm-7am)

We have 4 issues we would like to raise
We understand that the Dulwich Hill recorded background noise is 33
decibels.
The EPA say people's sleep gets disturbed when there is a rise of 15
decibels above the background noise they are used to - in the case of
Dulwich Hill that is 48 decibels.
So in theory if you are in the green, yellow or orange zone you are at
50+ decibels so would be sleep disturbed.
Our understanding is that rather than 15 decibels, the Metro deems 30
decibels above the background noise as causing sleep disturbance
On this basis, if you are in the yellow zone on the map below- you
have the potential for alternative accommodation, in the blue zone you
are monitored

The main issue is how many nights will the noise levels be at these
high levels?

Given these concerns, we have four questions that we would like your
feedback on
1. Why is noise impact on Dulwich Hill so much higher than other
areas?
2. Is there anywhere in the Preferred Infrastructure Report which
shows how many days and nights are planned at these high noise levels?
If not, can they please provide us an indication of the total days and
nights of high noise impact, even if they can't tell us the schedule
yet?
3. What is the process for both offering alternative accommodation,
and advising residents on the noise impacts, e.g. how much notice are
we given on when the noise will occur?
4. If the monitoring finds higher noise impacts, what happens then?
Are there temporary noise mitigation measures that can be put in place
like window, screens etc. for those who want them?

If you could please clarify the above issues as soon as possible that
would be much appreciated

understand and plan for the impact that the Metro will have on
residents.

Message
The Restore Inner West Line community action group expresses its
opposition to the Sydenham to Bankstown Metro. Our community supports
restoring the City to Liverpool/Bankstown via Regents Park service,
maintaining heavy rail and upgrading signalling on the T3 Bankstown
Line instead of the metro.
We believe there has been a deliberate attempt not to disclose the
impact of converting the Sydenham to Bankstown line on commuters west
of Bankstown. As the T3 Bankstown Line currently operates to Lidcombe
and Liverpool, cutting the line in half at Bankstown removes all
direct City trains for nine stations (Berala, Regents Park, Sefton,
Chester Hill, Leightonfield, Villawood, Carramar, and Yagoona).
Former rail executives John Brew, Ron Christie, Bob O'Loughlin and
Dick Day, have already warned that 19,000 commuters will have to
interchange for the first time since the Sydney Trains network was
constructed for services to Sydney CBD. Overcrowding will only worsen
on the T2 Inner West/Leppington Line and T1 Western Line as a result
of commuters interchanging at Lidcombe and Cabramatta for direct
trains to City.
For the nine stations west of Bankstown, there is an overall increase
in travel times to the City (when using the Bankstown Metro). In the
peak, journeys take an average of 2 minutes longer even with a Metro
train every 4 minutes. In the off-peak, journeys take an average of 7
minutes longer even with a Metro train every 10 minutes.
The Temporary Transport Plan is also a concern for our community given
that six stations (Berala, Regents Park, Sefton, Birrong, Yagoona)
will also have replacement bus services during the Bankstown Line
shutdowns despite not being part of the Sydenham to Bankstown project.
We believe that the T2 Inner West Line ought to be restored as a City
to Liverpool/Bankstown via Regents Park service given that the nine
stations west of Bankstown will lose all direct trains to City as a
result of the Sydney Metro City & Southwest: Sydenham to Bankstown
project.
There are no constraints on the Sydney Trains network for the T2 Inner
West Line to be restored as a City to Liverpool/Bankstown via Regents
Park service. Track capacity is not an issue between Homebush and
Lidcombe given the T2's extension west to Parramatta in 2017's
timetable, and also the Lidcombe to Cabramatta/Liverpool sections of
track remain underutilised since the Inner West Line's removal in
2013. The extension of the T2 Inner West Line to Parramatta not only
results in the inability for Liverpool/Bankstown via Regents Park
commuters to have direct trains to City, it also has removed express
T1 Western Line trains from Lidcombe, Auburn, Clyde, Granville and
Harris Park during the peak hours.
Additionally, Transport for NSW is to be condemned for its deliberate
lack of engagement with the community west of Bankstown. There have
been no information sessions at any of the nine stations that will
lose all trains to City. Consultation with the Cumberland LGA has also
been effectively non-existent despite Lidcombe, Berala and Regents
Park being on the Bankstown Line in the area. Placing an English only
advertisement in the local newspaper for a single week in one of
Australia's highest culturally diverse communities cannot suffice as
reasonable engagement.
Restore Inner West Line cannot support a project that will alienate
over 19,000 commuters from Sydney and will continue to fight to have
decent services reinstated (i.e. City to Liverpool/Bankstown via
Regents Park) as well as for upgrades to existing heavy rail
infrastructure.

The Save T3 Bankstown Line is a new community action group comprising of
residents west of Bankstown station. We strongly oppose the Sydenham
to Bankstown Metro and the privatisation of public transport. We
believe that there is no benefit to public transport from such
conversion and more attention should be given to upgrading existing
signalling and heavy rail infrastructure.

The Sydenham to Bankstown section of the T3 Bankstown Line should not
be converted into Sydney Metro Southwest as it significantly breaks
apart a cohesive rail network. It must also be noted that the T3
Bankstown Line currently continues west to Lidcombe and Liverpool
beyond Bankstown. Not only is there no patronage demand statistically
for a T3 Bankstown Line Metro, but the alienation of 9 stations west
of Bankstown is also of significant concern. For the first time since
the Sydney Trains network was constructed, the following nine stations
of Berala, Regents Park, Sefton, Chester Hill, Leightonfield,
Villawood, Carramar, Birrong and Yagoona will no longer have any
direct train services to the City.

The number of interchanges and travel times from the nine stations
west of Bankstown will increase. Former rail executives John Brew, Ron
Christie, Bob O'Loughlin and Dick Day, have already warned that over
19,000 commuters will be forced to interchange because of the Sydenham
to Bankstown Metro line. Such increase in interchange adds additional
pressure on Lidcombe and Birrong station which are already struggling
to cope with the number of commuters interchanging due to the removal
of the Liverpool via Regents Park train service (from the Inner West
Line) in 2013. We also call for the restoration of the Inner West Line
to Liverpool/Bankstown via Regents Park.

The Sydenham to Bankstown Metro line will also remove the `T3
Liverpool to City express' service which was a significant feature of
the 2017 timetable for Southwest Sydney. The 2017 timetable also
removed all T1 Western Line express trains from Lidcombe station
especially during the peak hour increasing travel times to the city by
50%. Increasing the number of customers interchanging from the Sydney
Trains T3 Bankstown Line to all stations T2 line trains only adds to
worsening of overcrowding. For the majority of commuters west of
Bankstown, interchanging at Bankstown for a Metro train to the City is
an increase in overall travel time.

Community consultation with residents west of Bankstown on the T3
Bankstown Line has been shamefully non-existent despite the
significant adverse implications of the Metro Southwest project on
their journeys. We also believe that the suspension of trains between
Lidcombe and Bankstown during construction of the Metro Southwest
project should be avoided by with the operation of trains from City to
Liverpool via Regents Park (on the former Inner West Line). This would
reduce the number of non-Metro stations having to use replacement bus
services to just Birrong and Yagoona.

The current government policy of increased urban density along
Canterbury Road and the Sydenham to Bankstown rail corridor demands
appropriate investment in public transport such as improvements to
heavy rail to cope with the increased population. The proposed Metro
does not have the capacity to deal with the increased number of
commuters and the only feasible form of public transport that can cope
with the increased development is an improved heavy rail system and
connecting electric bus, and light rail options need to be part of the
mix that delivers commuters to the major stations on a heavy rail
line.

We recommend that the entire Sydney Metro Southwest (Sydenham to
Bankstown) project be cancelled due to the significant disruption to
services during and after construction. We recommend the T2 Inner West
Line be restored as a frequent City to Liverpool/Bankstown via Regents
Park service running alongside a T3 Bankstown Line with upgraded
signalling similar to technology being rolled out on the T4 Illawarra
Line and T8 Airport/South Line.

The Save T3 Bankstown Line group also notes that there have been
reports of lobbyists in favour of increasing development and in
support of the the Metro Southwest project that may have breached NSW
Legislation - Passenger Transport (General) Regulation 2017 with the
distribution of materials to train passengers onboard a number of
train services.

Converting 'Sydenham - Bankstown' to Metro is designed to fatten the
wallets of property developers at the expense of the community.
Cutting the Bankstown Line in half disconnects 9 stations between
Berala - Carramar - Yagoona from the rest of Sydney! We need to keep
heavy rail on the Bankstown Line and restore trains to City via
Strathfield.

Thank-you for the opportunity to give feedback on the preferred project.
I am opposed to the conversion of the Sydenham-Bankstown heavy rail
line to metro.

I am pleased that the preferred project, as described so far, has
addressed the widespread concerns about congestion and construction
impacts, the planned destruction of railway heritage items and removal
of vegetation. Unfortunately the response to submissions, and
preferred project, falls short of community expectations.
