OBJECTION - SSD 17_8800 PROPOSED PARRAMATTA EELS HOTEL

I have a personal historical attachment to this area. My convict great
great great grandmother was at the Parramatta Female Factory when she
arrived in the colony in 1827. This colonial historical Precinct
should not be overshadowed by multiple storied highrise buildings.

My concerns include:
* the proposed height is inappropriate and will jeopardise World
Heritage listed Parramatta Park and the old Government House.
* the proposal will also jeopardise any potential World Heritage
Listing for Parramatta's Female Factory, and the potential of
extending the heritage precinct further.
* the Visual Impact Analysis identifies the impact the proposal will
have on the Female Factory/Cumberland Hospital site. This is
unacceptable.
* the proposal makes a number of assumptions that are incorrect. This
includes heights for the neighboring heritage precincts, such as Fleet
Street, and the former Cumberland Hosptial site. While a master
planning process has been underway for these precincts, recent
announcements may see a reduction in the proposed height controls.
* the application seeks to justify the height increase by comparing
the height (RL 75m - actual 66m) with the new Western Sydney Stadium,
and Urban Growth's plans for North Parramatta. This is misguided,
given the government has announced that the planning controls are
being reviewed for the purpose of considering the expansion of the
University of Sydney's campus at Westmead and withdrawal of the
previous DA.
* A Design Excellence Strategy is required to be prepared in
consultation with the Government Architect NSW. However, the report by
the Design Review Panel fails to adequately respond to matters
pertaining to clause 7.10(4), which significance is reinforced in
case, The Uniting Church vs Parramatta City Council [2018] NSWLEC 158,
specifically
* the application indicates `significant consultation' has taken place
with the Park's Trust. In addition, a 'representative' needs to be
appointed as an observer on the Design Review Panel for the project'.
However, the involvement of a representative from the Trust, should
not justify the departure from the application meeting the
requirements under local planning controls. (PLEP). Further, I am
concerned about what appears to be a perceived conflict of interest
given the Chair's previous association with the Wanderers, and current
role as Chairperson for the Manly Sea Eagles.
* the pre-lodgement community consultation process did not meet the

As a local who shops regularly in Parramatta the expected increase in
traffic through Parramatta will result in a further deterioration in
traffic flow. I would also expect that car and truck emissions from
the increase in traffic would negatively impact upon the historical
buildings and Parramatta Park.

* the proposed height is inappropriate and will jeopardise World
Heritage listed Parramatta Park and the old Government House.
* the proposal will also jeopardise any potential World Heritage
Listing for Parramatta's Female Factory, and the potential of
extending the heritage precinct further.
* the Visual Impact Analysis identifies the impact the proposal will
have on the Female Factory/Cumberland Hospital site. This is
unacceptable.
* the proposal makes a number of assumptions that are incorrect. This

I am concerned about the following:

* This development is located in a "Highly Sensitive Area", an area
that I value greatly. Parramatta Park and the North Parramatta
Heritage Precinct represent a valuable and unique part of our history
and heritage, both European and indigenous. I am concerned that the
proposed height of this development will have obvious visual impacts
on this "Highly Sensitive Area". I am especially concerned that this
development will adversely affect World Heritage listed Parramatta
Park and old Government House as well as any potential World Heritage
Listing for Parramatta's Female Factory, and the potential of
extending the heritage precinct. The Visual Impact Analysis has
already identified the impact the proposal will have on the Female
Factory and Cumberland Hospital site. This is unacceptable.

I am also concerned that this represents wider issues of heritage and
livability in Parramatta. Already we have seen a state government
bulldoze a perfectly good stadium and a much loved swimming pool, with
no real plan to replace the pool. The same government also plans to
demolish historically significant Willowgrove and St George's Terrace
and they have no vision for the North Parramatta Precinct that does
not involve building huge towers in a historically sensitive area. I
see this as yet another one that has the potential to ruin this area

* According to the application `significant consultation' has taken
place with the Parramatta Park Trust. I think there is a genuine
concern about the potential of a conflict of interest in this
consultation since the Trust's representative was previously
associated with the Wanderers, and is currently Chairperson of the
Manly Sea Eagles.

* I am concerned that there appears to have been no community
consultation with local residents or regular users of this precinct.

The proposal makes a number of assumptions that are incorrect. This
includes heights for the neighboring heritage precincts, such as Fleet
Street, and the former Cumberland Hosptial site. While a master
planning process has been underway for these precincts, recent
announcements may see a reduction in the proposed height controls.

The application seeks to justify the height increase by comparing the
height (RL 75m - actual 66m) with the new Western Sydney Stadium, and
Urban Growth's plans for North Parramatta. This is misguided, given
the government has announced that the planning controls are being
reviewed for the purpose of considering the expansion of the
