This application is of wider public interest, given its location and the
potential impact to the existing World Heritage Listing for Old
Government House and Parramatta Park, and success of a future WHL on
Parramatta Female Factory. The State Opposition announced on 17
February, it would pursue this WHL as a matter of priority should they
win government in March.

- The images in the Visual Impact Assessment (and Heritage) reports
seek to make the comparison with the massing and scale for future
tower buildings for Urban Growth's plans for North Parramatta's
historic Cumberland Hospital Precinct. However the government recently
confirmed that its plans for the precinct are being reviewed.
Consequently any comparisons as to the visual impact are simply
assumptions and could be misconstrued in terms of the public's
understanding of the plans.

- The Visual Impact Assessment and Heritage reports are key documents
on public exhibition. However, a number of images that show the visual
impact at key locations cannot be understood. Therefore, the images
should be corrected, and re-exhibited before submissions to close to
enable sufficient time for public comment.

The exhibition period started mid-January during summer school
holidays. This has consequently limited time for the public to review
the documents and comment.

Given the application's sensitivity and the wider public interest, the
exhibition period should be extended.

We object that Parramatta Leagues Club is proposing to build on
Parramatta Park Trust. Mr Edwin BASKERVILLE (deceased) a former
trustee would not believe this proposal. The Parramatta Park Trust was
formed to preserve park land for the people of Parramatta, current and
future generations. Parramatta Park Trust has a similar charter to the
Royal National Park! Why should a massive and profitable corporation
use preserved public lands for private corporate profit? Parramatta
Leagues Club should use private lands via the Market Place and pay
commercial rates! Parramatta League Club already benefits from
Government subsidies, reduced council rates etc..

Encroachment of a 17 storey building is not in line with the cultural
heritage of this area (Government House, Elizabeth Farm etc Parramatta
Park Gates), second only to Sydney and slightly ahead of Sydney's
Hawkesbury lands (1794)!

The use by the NSW Planning Minister to use the State Significant
(over $30 million) powers {we note it was $10 million circa 2004 -
2007 when Hon. FRANK SARTOR was the NSW PLANNING MINISTER} to over
rule Parramatta City Council is wrong.

What is the involvement of Ms Lucy TURNBULL's Greater Sydney Planning
Commission say? Have they been consulted? They have not responded to
our questions. We do await their written answer. Yet another layer of
Government funded bureaucracy ignored. Like Parramatta Historical
Society! Like Parramatta Rotary!

To Whom it Mat Concern,

As a long time resident and home owner in the local area I would like
to express my an my family's great concern regarding this proposal.

It will have significant impact upon the local area of parramatta and
North parramatta to its detriment and providing little benefit to the
community.

The impact upon significant local heritage items such as Old
Government house, Parramatta Park and the Fleet St Precinct including
the Girls House and the Cumberland Hospital area has not in my opinion
been satisfactorily and competently evaluated by an independently
source.

May of the sites will be impacted particularly from a visual impact
sense and diminished their significance and the communities benefits
that is gained from them.

I do not believe that this Project should have be handle as an item of
State significance but should be handled by the local council to
consider All the communities concerns rather than having a small self
interested group avoiding critical evaluation.

It is my understanding the the proposed site is on Land lease by the
proponent from Parramatta Park and has a relatively short time to run
before they need to renewal it

Parking and traffic problems are significant and growing with no
relief to the local resident, With the previous stadium crowd of 18000
the spectator would parking the local streets surrounding up the
Brickfield St and Westmead.

The community benefits are over-stated and the impacts are minimized.
The is minimal community benefits and they should be expected to
remedy all the flow over problem and pay a contribution to the local
area for the residents benefits solely.

If the Parramatta League's Club want to continue with expanding their
commercial operations they should sell the site and relocate to a more
appropriate location that is not so invasive and has sufficient size
and capacity rather than relying upon expropriation the public's
assets.

OBJECTION

I wish to object to this Development Application on the following
grounds:


1, POSSIBLE VARIATION OF FLOOR SPACE RATIO BETWEEN WHAT IS ON THE
PARRAMATTA PARK TRUST LAND LEASED TO THE PARRAMATTA EELS.

There is a variation between what the Parramatta Park Trust's lands
and what is proposed. Who gave consent for this seeing that there will
be a 17 storey building on Trust land which is over that now on the
land?

2. POSSIBLE DIFFERENCES IN THE SITE LINE DRAWINGS

The line of site drawings show one of the 30 storey buildings that
Urban Growth has proposed and Urban Growth's cancellation of these
buildings. Is this misleading information with regard to the public's
perception of the site? There should have been proper drawings redone.

3. CAR PARKING

The 10 storey underground car park is dangerous. The pump out
facilities are at the bottom. The SES has warned the authorities at
Parramatta that they can only have 9 minutes to evacuate if a storms
like that earlier this year (which closed James Ruse drive) occurs
anywhere in Parramatta. The water level is 3.8 metres or thereabouts
where the car park will be built. Will people drown if this event
occurs?

4, INGRESS AND EGRESS TO O'CONNELL STREET

There is only a small road (possibly just two car widths) to carry out
the traffic on to O'Connell Street. With the traffic from the new
Stadium and the proposed development of the Cumberland Hospital site
(6,000 bed student accommodation etc.) there does not appear to be any
Traffic Report. There is a dinky computer programme which can tell you
how much traffic, whens and where, including being able to predict
gridlock. Leichhardt Council used this programme to show the
developers traffic study was bad. I could not find any such report in
the application.

5. EVACUATION IN THE EVENT OF FIRE OR EXPLOSION

As there is only Eels Place for the emergency vehicles to evacuate the
hotel building (1,000 people plus) and the club itself, come in and
fight the fire/explosion the plans are a recipe for disaster.

The embers from a fire carry a long way. The roof of Old Government
House is possibly wooden shingle. If the roof and house catches fire,
Gov. Macquarie's bed, a very old clock made by a government servant
for a colonial notable, a very valuable dinner service and a wonderful
of irreplaceable Colonial furniture would burn and be lost forever.

6. NEARNESS TO THE NORTH PARRAMATTA HERITAGE CORE

The height and bulk of the building will bring in to question the
State and Federal Heritage listing. People are working for World
Heritage listing of this site. The development will put an end to this
happening.

7. HEIGHT AND BULK OF THE DEVELOPMENT

The height and bulk of this development is too big in relation to the
surrounding area and will destroy the curtilage of the Heritage Core.

8. ABORIGINAL PLACE

There is a significant Darug Women's site in the Heritage Core. The
development threatens the sanctity of this place

9. BAT COLONY

There is a colony of threatened bats along the river. There is already
an exclusion zone around them They may carry Hendra Virus. This is in
their saliva and possibly in their pool See attachments.
The bats may poo near the air conditioning intakes. They will be
disturbed by the noise and lights from the hotel.

The government did not provide any email address to send any comments
or objections regarding the above development.

My objections are these

1. BUILDING A 17 STOREY HOTEL ON A FLOOD PLAIN
The building will go under water up to the second floor of the hotel
if a torrential downpour (like the one the other week) develops over
Parramatta. The SES have already given notice that there would be a 9
minute window of opportunity to escape the flood water. The SES does
not have flood rescue boats which are capable of operating in these
conditions. Will the car park (underground) be usable?

2.NEARNESS TO THE HERITAGE CORE AT NORTH PARRAMATTA
The building's height and bulk would be so much as to negate any hope
of gaining World Heritage Listing for the North Parramatta Heritage
Area. Would as p[lace in jeopardy the State and Federal listings?

3.PROBLEM OF FIRE AND THE NEARNESS OF OLD GOVERNMENT HOUSE
The roof of Old Government House is wood shingle. it there was to be a
fire at the Eels site, would the wind carry embers from the hotel fire
onto the roof of Old Government House? Are you aware that the contents
of Old Government House are irreplaceable? What would be the
Government's reaction to the destruction of these objects? What would
be the nation's?

4. LACK OF FIRE ESCAPES FROM THE BUILDING
The road in Eels Place is narrow. Would the fire engines have trouble
in getting into the property to fight the fire? How would the people
escape?

5 TRAFFIC FLOWS IN O'CONNELL STREET
This street is already a major artery to the west. It will be gridlock
most of the time the Parramatta Stadium is in use. How can gridlock be
avoided? Will it occur every time a the Stadium is used?

6. INACCURATE SHADOW DIAGRAMS
The shadow diagrams show high rise towers in the Cumberland Hospital
area. How can it this be if there will be no such towers built , OR
WILL THEY?

1. Point of Objection: Safe Cycling access to and through the site and to
the remainder of Parramatta park
The base documents and the transport plan by TTPP show different
impressions of the completed development.
The Transport plan shows diagrams at figure 3.8 shows no cycling
access passing by the site allowing access to and from the Parramatta
Park Cycleway to North Parramatta and O Connell street
and what's proposed in the Document from PCC 2017 plan doesn't
considered the new stadiums footprint. The base Diagrams 2.2 and 2.3
don't indicate any separation between Car and cyclists or Cyclist and
the crowds and access to the hotel venue.
Better example is that of Adelaide CBD and the Frome street precinct,
This is a great example of separating conflicting uses. It has Bars,
Hotels and a major cycling access way at the height of Event times
works amazingly well. This proposal is inferior and is unacceptable.

Back to the Documents provided:
The existing cycleway/pathway that crosses the Parramatta River below
the new Eels carpark is the only access to North Parramatta.
Given the stadium construction has at times severed this pathway. It
still the only link into the park. It's an important route as it joins
up with Ross Street. This access is essential and would link to the
O'Connell street Bike path that links the CBD. And will be as North
Parramatta becomes Higher Density and space of all types of recreation
increases.

The Roadway and the access strategy proposed is insufficient from the
Site Multi use and its proximity to the stadium access road. The
conflict between Coaches, Cars and other Service vehicles is
highlighted within the TTPP document. The emphasis on Safety of
operation in all phases of use needs to catered for users, That
includes Cyclists, then seems to be ignored.

I object to the proposal
As the there is only a minimal disclosure of section 3.6 of the TTPP
document is still enough to determine that what is proposed is not
appropriate lacks an effective regime to cater for Cyclists and more
so during events at the Stadium. This is Effectively an anti- cyclist
planning proposal.

2. Point of Objection: The building has gotten taller? Too Tall for
the Environment it sits in.

Given that it adjoins the Parramatta parkland and the Fleet street
heritage precint that are less than 200 metres away and destroys the
visual properties of the adjoining parklands
Its now 18 story's and 66 metres. It has significantly grown Taller
than in the PLEP zoning. Its means that PLEP is being ignored. So to
since this was first talked, As a less intrusive hotel structure. Its
going to be the prominent feature of the skyline. Effectively it will
be seen prominently from Westmead side Western Paddock of Parramatta
Park.

This destroys the visual recreational landscape. The Stadium has some
scale that allows it to uncomfortably blend in. Given the bulk of the
building and its surroundings.
The Hotel at RL 75 (66 M) is much more imposing and highly intrusive a
structure that will detract from the visual recreational values that a
broad acre park provides.

Given, that The Domain in Sydney CBD has Building that surround it at
a lower level and this allows that area to be visually distant from
the Highrise that surrounds it, giving the asthectics and rest values
that it has. . But it seems because its in Sydney's west, Part of
Parramatta CBD surrounds, that this process to imposes 66 metre Hotel
will be allowed to destroy those values.
If this proposed by the Domain the proposal would be rejected by
Government. But because its in the Cradle city of Parrmatta its ok, to
reached this late stage of the approval process.

The Impact on the current or future Tourism values of the surrounding
park and the Female Factory don't seem to be considered at all in this
proposal.
Tourism in Parramatta is passed and it should be on the surrounding
significant heritage precincts. Female Factory and adjoining
historical precinct. As wel as the uniqueness of the Government House
broad parkland estate. Not on how many extra beds the Eels can get by
adding to the height of their Hotel club complex.
I'm not against the increase in Hotel Beds in Parramatta. But the
height of what proposed and its impact is economic Craziness, If this
proposal is approved by DOP Its future Jobs on the line, our long-
term tourism potential stunted. so it wont reach its full potential
So why kill off the very features that will keep the hotel occupied?

not justify the departure from the application meeting the
requirements under local planning controls. (PLEP). Further, there is
significant of concern in relation to a perceived conflict of interest
given the Chair's previous association with the Wanderers, whose
current role is Chair for the Manly Sea Eagles.
* The pre-lodgement community consultation process did not meet the
requirements set out in the SEARs; i.e. there was no consultation with
the major community group in the area or local residents.

The proposed area also directly impacts the North Parramatta Heriatge
Conservative area as well as adversely impact the endangered grey
headed flying fox colony.

I work in Westmead and enjoy walking the grounds of Parramatta Park
and it's historic surrounds. A high rise shadowing the park would ruin
this priceless and irreplaceable landmark, one of the jewels of
Australian heritage. World Heritage Listing for the park, Government
House and the Female Factory should take priority over all other
considerations.

* the proposal makes a number of assumptions that are incorrect. These
include heights for the neighboring heritage precincts, such as Fleet
Street, and the former Cumberland Hospital site. While a master

previous DA withdrawn, recent announcements may see a reduction in the
proposed height controls.

* the application seeks to justify the height increase by comparing
the height ("RL 75m") with the new Western Sydney Stadium (actually RL

needs to be rejected, and indeed SHOULD NOT have State Significant
Status.

I have recently discovered that Parramatta Council is set to approve
an 18 story hotel at the Parramatta Leagues Club site.
This concerns me greatly:
* the proposed height is inappropriate and will jeopardise vistas from
our beautiful World Heritage listed Parramatta Park and Old Government
House. The Visual Impact Analysis identifies the impact this proposal
will have on the Female Factory/Cumberland Hospital site. This is
unacceptable. Parramatta, on the whole, is a very historical city,
especially the northern end of Parramatta with Prince Alfred Park,
Parramatta Female Factory and the many heritage churches, pubs and
houses dotted through our streets. When I drive through Parramatta
now, I see high rise after high rise. We are losing our skyline and
this city is becoming a 'high rise hovel'. This building, if approved,
will become yet another scar on the skyline of, not only our city, but
the one place in Parramatta where we can (mostly) shut out the
ever-developing city around us and take respite in nature.
* I am a regular visitor to Parramatta Park and currently obtain
access from the northern end around Parramatta Leagues club. I now
fear this may access will be restricted, not only due to this
development but to the development of the whole Parramatta Stadium
complex. It appears that Parramatta Council is not valuing the
residents (rate payers) who live in this area.
I believe there are numerous other factors that have failed to be
considered, such as:
