RESPONSE OBJECTING TO:
TRAFFIC REPORT FOR PROPOSED SOLID RECOVERED FUEL FACILITY AT WOODLAWN,
TARAGO

Background:
Tarago is a small village in the Southern Tablelands of new South
Wales. Since approximately 2000 Tarago and the surrounding district
has experienced considerable population growth. Tarago has become a
"rural dormitory area" for trades people, business people and public
servants to reside, enjoying a quiet country lifestyle whilst working
in Canberra or the new JOC defence facility at Bungendore.
A major route taken by residents and workers is through Tarago
township, past the Veolia Intermodal facility, travelling along
Bungendore Road towards Bungendore.

Issue:
Veolia trucks leaving the Veolia Train Intermodal facility, heavily
laden with containers of waste from Sydney (approximately 50 tons
truck and trailer), enter Bungendore Road and begin an accent up a
steep incline from Crisps Creek Bridge to Collector Road. At the
intersection of Bungendore Road and Collector road the trucks turn
right and then travel onto the Veolia (Woodlawn) site where the waste
is dumped.
These trucks have no opportunity to gather any speed and grind slowly
up the hill from Crisps Creek Bridge to Collector Road at speeds of
approximately 30 kilometres per hour in the steepest section. Traffic
Coming up behind these trucks have to brake heavily and que behind the
truck till they near Collector Road.
Road Safety:
Bungendore Road Profile from Veolia Train Intermodal to Collector
Road.
Bungendore Road is a rural road with a speed limit of 100 kilometres
per hour. This section of road from the Veolia Train Intermodal to
Collector Road is a single lane, there is no slow speed lane, no
overtaking lane and no breakdown lane for the trucks or any other
motorist, there is no where to safely pull over.
It is a serious omission in the road traffic report prepared by
COLSTON BUDD ROGERS & KAFES PTY LTD that this issue is not addressed
or even referred to. One would have to ask the question did they do a
on site inspection, even a rudimentary understanding of a
topographical map would have highlighted the steepness of the accent
from Crisps Creek Bridge to Collector road for a 50-ton truck and
trailer.


Conclusion.
My respectful submission is, the increased traffic flow as identified
by SG Haddad and Veolia, negates any extension of the Woodlawn
facility or the appropriateness of the Solid Recovered Fuel processing
due to the road hazards that have been identified in this submission
under Road Safety.
It is nothing short of disrespectful and contemptuous of a small rural
community for the report by SG Haddad to refer to traffic impacts as
"negligible". Adding to the insult, Veolia, State Government and Local
government have let this situation continue for as long as it has and
now propose increased truck movements with seemingly no redress of
this traffic hazard.
No slow speed lane, no overtaking lane and no breakdown lane for the
trucks or any other motorist, there is nowhere to safely pull over
between Crisps Creek Bridge and the Collector Road turn off.
The section of road referred to in this submission (Crisps Creek
Bridge to Collector Road) has not been thoroughly assessed, It is an
urgent safety issue.

Below is a quote taken from the document prepared by SG HADDAD for
Veolia indicating increased traffic flow.
Modification to enable the construction and operation of a Solid
Recovered Fuel (SRF) processing area within the Woodlawn Eco Precinct
"Impact Assessment Traffic Both truck and train movements associated
with the modification would be accommodated within movements assessed
and acknowledged by existing approvals. Notwithstanding, a traffic
impact assessment was undertaken for the proposed modification based
on the 55 containers (110 truck movements) expected on the road
network between the IMF and the SRF every fortnight. The traffic
impacts associated with the modification on the local road network
were found to be negligible. The intersections of Bungendore Road with
Collector Road and the access points to Woodlawn and the IMF were
analysed using SIDRA modeling which found the existing level of
Service A/B (good

PROPOSED SOLID RECOVERED FUEL FACILITY AUGMENTATION AT THE WOODLAWN
ECO-PRECINCT - ODOUR ASSESSMENT REPORT
Submission Objecting to the Proposal.
Since the inception of Woodlawn mine as a waste facility Tarago
village and district has been plagued with odour issues emanating from
the waste tipped at Woodlawn. Depending on the direction of the wind
the odour is pushed in that direction. My property is located 10
kilometres from the Woodlawn site, (now managed by Veolia) and I have
regularly been inundated with the smell of rotting garbage and or gas.
The issue at hand. Veolia has failed to manage the gaseous smells
emanating from the Woodlawn facility over the years.
I wish to draw your attention to a statement in the Odour report
supplied by ODOUR UNIT Pty Ltd.
"Under this `worst-case' scenario, a majority of the SRF Facility
process operations (i.e. Process Steps 1 to 4) will need to be managed
in a fully enclosed building and serviced by a suitably designed odour
control system".

What ever happened to best practice. The Odour report is taking a
"let's wait and see'' approach to the management of odour which is
simply not good enough.
The proposal for SOLID RECOVERED FUEL FACILITY must be rejected.

"It is important to note that the expected odour outcomes for Process
Steps 1, 2, 3 and 4, as discussed above, will differ if the residue
waste outputs from the MBT Facility are of sub-optimal quality (i.e.
the residue waste outputs from the MBT process are characterised by a
higher than expected level of moisture and organics contamination).
Under this `worst-case' scenario, a majority of the SRF Facility
process operations (i.e. Process Steps 1 to 4) will need to be managed
in a fully enclosed building and serviced by a suitably designed odour
control system. As will be later discussed, this matter will be
addressed in the odour validation assessment that is to be undertaken
once the SRF Facility is constructed and commissioned (see Section 7 &
8 for further details). Veolia has advised the Assessment that the
residue waste output from the MBT process is expected to be low in
moisture content and organic contamination, supporting the expected
outcomes discussed in the Assessment".
