Thankyou for the opportunity to provide a submission. As a neighboring resident to this development, I believe that this modification would not be necessary had the plants been looked after properly. At the same time as the planting on the solar farm took place, I had tree's planted on my property. I personally took made sure that they were watered regularly and weeded the area around each plant which we ended up with a 90% success rate. As the requirement of having screen planting effective within a 3 year period has not been accomplished and an extension of a further 3 years has been requested from August 2021, this only leaves 2 years from now to meet the proposed buffer time frame. In my mind the stress and heartache that we endured in 2017 with making submissions and having a PAC meeting was basically an energy/time wasted. It appears to me that the department of planning are incapable of making sure conditions set by the department are met with. There is no consequence, and nobody is made accountable for not meeting the conditions of approval. Instead, First Solar has sold the project and no longer has any accountability for their lack of actions in complying with the conditions. The conditions set by the department don't seem to matter as the conditions are not met with, they seem to just lodge modifications.
