The 2 largest issues facing all stake holders of Burrows Rd South is
Traffic and air pollution,
Current dust levels are unbearable regardless of DA submission
reports, these dust levels are extreme with vehicles left parked on
Burrows Rd South for any extended amount of time left undrivable
without washing down of windscreens daily.
The closer t to Boral Plant the worse the issue gets.
The health issues created by this must be significant.

Vehicle movement in and out of Burrows rd South is already at
capacity. the recent upgrade to Canal Rd/Burrows Rd intersection did
nothing to alleviate any previous issues, Vehicles turning Right out
of Burrows Rd South have to preform an illegal merge with vehicles
turning Left out of Burrows Rd otherwise a right turn would be
virtually impossible at most times.

In summary an extension to the operations at Boral St Peters plant
will make the already horrific conditions on Burrows Rd South
significantly worse and will only benefit Boral.
This DA Modification can only create more
Health,Economical,Enviromental and time constraints than that are
already unfairly placed on the small business owners and tenants of
this street.

Please also note this issue with current operational Dust Levels has
been to raised with local and State Goverment and the EPA numerous
times over my past ten years of me owning in this street.

Burrows South Road.

On behalf of our 45+ staff and of our valued clients (some visit us
regularly on these sites) are very concern of the proposal outlined er
DA14/96;

Our concerns, hence, motion to object the proposal based on the
following -

* increase traffic- significantly more truck movements daily (delivery
and return);
*Potential increased risk of vehicle & pedestrian accident due to
increasing traffic load on the road.
*Increase in reclamation operations (Concrete Crusher) *Increase the
already unbearable 'think' dust.
*Decrease our ability to run our business effectively.
*Increase Health Risks on our staff and visitors.
*Increase Environmental Impact at large.

I object to the proposed Modification to the Boral St peters Concrete
Batching Plant and handling facility.On the following grounds,
currently the site produces CEMENT DUST, dust which pollutes the Air,
it invades my HOME covering soft furnishings, blinds, floors and
timber furniture.I am constantly at was with cement dust. My garden
plants are under a cover of cement dust. My car (in carport)
likewise.We are plagued with double hitched with noisy and dusty BORAL
TRUCKS accessing local roads adding to the noise.The proposed triple
capacity con only mean uncontrollable amount of cement Dust.
STOP DUST POLLUTION NOW.

We live on Mitchell road, our question is where will all the extra
concret trucks go to and will Mitchell road be even more overloaded by
the trucks.
We get them all the time now and the black dust they create is
impossible to keep out of our flat.increasing production will mean
more trucks more bad air.

To whom it may concern:
Hi, I would like to state upfront that i am not happy with the short
response period that has been set! We only got the official letter on
Thursday the 2nd of August!
My business Auto Acoustics has been operating from these premises,
listed above, for about 10 years now.
Dust has always been a problem, especially during windy conditions and
lack of rain periods. The southern wind changes really cause havok.
I work on cars selling and installing electronic accessories into
clients cars. Many times my clients cars get showered with dust in dry
windy conditions. So do our personal cars.
It is Sunday the 4th of August... a very windy day. I have swept my
workshop and the access area for the last 2 days in a row.
After the strong winds today i will have to do it all again on Monday!
The dust is so fine that it is difficult to sweep up. It sticks to
shoes and gets carried into clients cars. My mechanic makes comments
about how dirty my air filter is at every service.
Tools, benches, stock, paperwork, floors and machinery are constantly
covered in a fine dust. Many times the dust causes me to cough and i
can feel and taste it. I have contemplated a visit to the doctor. The
vaccum cleaner filter really gets clogged with the fine dust. I have
complained to the EPA several times and so have others in the area.
The EPA is aware that dust is a problem. So is the Council. Burrows Rd
South is clogged with traffic during main business hours. The surface
is always full of pot holes...some extremely deep after substantial
rain. In the dark and wet they are impossible to see. Some truck
drivers behave like they own the road...Boral drivers seem largely OK.
This proposed expansion is simply going to increase existing problems
by potentially a factor of 2-3. A concrete truck holds 6 Cubic meters.
They want to produce up to one Million cubics! That adds an incredible
amount of traffic...not even accounting for the expansion of the
crusher! To add another 1000 plus truck movements a day to the already
chaotic traffic is insanity! Can we trust these figures? Are we
supposed to suffocate in dust? How will this all affect my health and
my business? I am in a difficult spot to find as it is...without added
chaos. On top of all that parking would be restricted. How will that
affect the businesses? Are we going to run the street as a double lane
street? Surely not!
This needs to be thought through again. Without another access road i
can not see a possible solution.
Can you please extent the consultation process ASAP.

Statement:

As the owner of the business directly adjacent to the Boral St Peters
Concrete Batching Plant and Materials Handling Facility, I wish to
express my vehement objection to the Proposal for the following
reasons:

Workplace Health and Safety - we are deeply concerned about the
constant presence of concrete dust from the Facility contaminating our
offices and affecting our employees' health

Our office equipment and amenities - such as the toilets and kitchen -
are constantly coated by the concrete dust. We are particularly
concerned about dust particle damage to our computers and electronic
appliances.
Company Vehicles - Our company vehicles parked outside are
constantly exposed to the dust and we have to bear the labor costs of
cleaning them as well as repairs to the paint and windshields caused
by dust particles.

Vehicle traffic in and out of premises - The frequency of concrete
vehicles traveling in and out of the Facility further exacerbates the
dust issue. Additionally, this level of traffic hinders our vehicle
movements and is already having a negative impact on our business
schedules. The planned Modification would presumably lead to a
significant increase in business activity, and thus traffic in and out
of the Facility, thereby substantially worsening the situation.

Since we moved in 2009, the Facility next door was operating at a
modest scale and we were able to tolerate the low level of activity,
as it did not affect our business much. But the surge in activity we
have witnessed over the last few years have really disrupted our
business and we are extremely concerned about the implications of this
latest Proposal for expansion.

My Reason for opposing Boral's Extension of their Concrete Batching
Plant and Material Recycling Plant.
I am the owner of a industrial unit on burrows road south St. Peters.
I have been operating a small business for the last 30 years.
Dust from Boral has always been a problem.
We have complained many times to the EPA.
They always turned up and agreed that the dust pollution was
intolerable.
When Boral started sweeping the street it helped a little.
The problem is, the fine dust is airborne, it is getting everywhere.
With the installation of their crusher plant for recycling of old
building materials the problem got worse.
Trucks out of this plant bring all the dust on to burrows road south.
There is no wheel wash or anything.
Just a look at the road explains. Cars parked covered in dust in a
road full of potholes.
Complaints to the EPA fell on deaf ears.
They explained, as Boral's crusher plant is on airport, therefore
federal land, it is out of their jurisdiction.
We stopped complaining.
We just don't count.

I have lived in St Peters for the last 15yrs. It was a nice place live.
Once the westconnex project started, I noticed an increase in dust and
noise in the area. Once they started pouring concrete, the dust and
noise has increased exponentially.

I do not want the Boral concrete plant, or any other concrete plant,
to be allowed to increase their output to nearly 3 times what they
currently have. The dust is so very hard to live with now let alone
with an increase. Concrete trucks on our narrow local roads are
dangerous to the community at large. The traffic around the plant and
Burrows road is congested and would only worsen with 3 times as many
trucks on the road.
St Peters residents have gone through so much with the introduction of
Westconnex and the industries associated with it.
Enough is enough,

Please do not allow this eI object to the upgrade/ expansion to the
Boral facility at St Peters. The upgrade would increase the output and
would undoubtedly increase the activity of trucks etc. This would have
a negative impact on the already congested roads around Burrows Road
prior to Westconnex spewing 1000's of cars once this comes on line.

Future pressure from the 1000s of apartments currently under
construction in the Erskineville/Alexandria area are yet to show the
additional impact they will have. How much can this area take.
xpansion/upgrade to happen. It would be better if the company moved
premises and returned the land to the park .

This upgrade would undoubtly result in more output and therefore more
trucks - a negative impact on the already congested roads around
Burrows Road . Then we have to add the 1000's of cars coming to almost
exact spot with Westconnex once this comes on line.

1000s of apartments are currently under
construction in the Erskineville/Alexandria area. The new owners cars
will impact also on the area. This area is almost gridlocked now!! How
much can we take.

Time to think of the residents - not business.
Do not let this expansion/upgrade happen.

I reject the application by Boral DA 14/96 MOD 11 to expand their
facility in St Peters. There is an enviromental issue our street has
become a dust bowl, traffic conjested and dangerous as a result of
their current operations and this facility should be closed completely
let alone expanded. The Dust levels are enormous, trucks dropping wet
cement on the road and damaging cars from the overspray. The traffic
at the lights on Burrows and Canal road is always banked up. vehicles
(delivery vans and trucks) cannot enter and leave driveways so
business are impacted. Megatop Cargo's biggest customer is fine art
exporteres and importers and the dust situation is damaging the
artwork and we stand to lose business as a result of this company
Boral. Somebody will get killed crossing the road ascement trucks,
tippers and B double trailers are double parked either side of the
road as drivers leave their trucks in the middle of the road to buy
breakfast and lunch. My staff are complaining already at the dust
situation breathing this constantly and their cars damaged as a result
of Boral drivers negilgence.
Increase trucks will make it impossible for other businesses on this
street to exit because the road will be clogged several hundred meters
from the traffic lights.
I have already notified television and radio stations of the
sitiuation currently and a class action will be taken by all the
businesses against the Government and Boral as this situation now
currently is not acceptable.
There is now the M5 link construction into full swing which is adding
more dust, pollution, traffic and hazards in and around the area.

I live directly opposite the Boral site across the Alan Davidson Oval in
Sydney Park. The Boral site was there when I moved into my apartment
and I have accepted the day to day noise, dust and truck movements in
the area. The noise and dust on my balcony which affects my laundry,
is annoying, but I have lived with it because Boral was there before
me. However, if Boral intend to increase their production by three
fold, then that would increase the noise, dust and truck movements by
the same measure. I would find that intolerable. The area has become
predominantly more residential and there is greater recreation
activity in Sydney Park, There are more residential projects planned
very close to the current Boral plant and therefore I would suggest
Boral should be encouraged to relocate and expand.

I am objecting to the increase in the processing capacity of this
concrete batching plant. As a close neighbour to this site, I find it
absolutely appalling that not only is this site still in operation,
but that it is even being considered to an upgrade. The main reasons
for this objection are;
* Constant noise and vibrations from the operation of the plant.
* High levels of concrete dust and air pollution.

Both of these would increase significantly. And to think the capacity
will be more than double. APPALLING
I also wish to make a submission to have this plant relocated to a
more appropriate site.

We object strongly to the proposed massive increase in production at
Boral's concrete plant in particular:

1. More than 1000 additional heavy truck movements daily in an already
overcrowded street which has even now restricted access to Canal Road
and Burrows Road due to inadequate traffic light phasing.

2. Dust emission from the present operation has been the subject of
many complaints to the EPA and Council over many years but has not
been addressed by Boral and continues to be unacceptable and a hazard
to health and a huge expense to adjoining businesses in the daily
cleaning of their premises which is made necessary by the scale of
these emissions. Those of us who operate machine tools are
particularly affected and one machine shop in our complex has recently
closed partly because of this.

3. On a windy day there is so much dust in the air the street looks
like a fog has descended. It is only a matter of time before someone
lodges a compensation claim for dust diseases caused by the continual
inhalation of dust polluted air.

I am writing to express my objection to the expansion of the Boral
Concrete Batching Plant CBP in Burrows Road South in the strongest
possible terms.

I am now retired but when I ran my basket importation business from
Unit 15, 2 Burrows Road South, I felt the full impact of the batching
plant. Namely, my unit, my equipment and my stocks were constantly
covered in dust such that I had to spend many hours preparing for sale
than at my previous dust-free location.

In the 3 years that I was using my unit personally I saw the street
swept exactly once and that was done minimally. Boral obviously takes
no interest in maintaining the cleanliness of the area surrounding the
CBP. The health issues which are being created by long-term exposure
to this dust will be significant.

Currently, vehicle movement in and out of Burrows rd South are already
at capacity. The recent upgrade to Canal Rd/Burrows Rd intersection
has done nothing to alleviate any previous issues. Vehicles turning
Right out of Burrows Rd South have to preform an illegal merge with
vehicles turning Left out of Burrows Rd otherwise a right turn would
be virtually impossible at most times.

After selling my business I had a good tenant who was very unhappy
about the dust levels as they had sensitive equipment in use. By
downgrading the whole environment around the plant, the dust levels
not only impact our health but also limit our ability to earn a proper
return on our investments.

The proposed extension to the operations at Boral St Peters plant will
make the already horrific conditions on Burrows Rd South significantly
worse and will only benefit Boral.

This DA Modification can only create more
Health,Economical,Environmental and time constraints than that are
already unfairly placed on the small business owners and tenants of
this street.

In principal we do not object to the applicants business developments,
how ever our following concern is a consistent interruption to our
business capacity to operate in an acceptable environment.

For the past 33 years we have been located in Burrows Road South, the
dust that the sites to the south of our industrial factory (where the
proposed subject development is) has become a constant nuisance and
hazard to deal with in our business operations.

Numerous attempts by various submissions through the South Burrows
Road Industrial Body Corporate and neighbours have had no affect in
mitigating the dust that comes from the Boral & other recycling sites.

The NSW Department of Environment, the Federal Airports Corporation,
Boral and other tenants of the various sites have no co-ordinated
community responsibility to managing the dust escape from their sites.
This has been and still is an appalling abrogation of responsibilities
as reputable business organisations.

The whole street: Burrows Road South from the access driveways to each
site at the southern end of the road is polluted with dust that
migrates to the north beyond the intersection with Canal Road.

The dust is in our factory roof gutters, accumulates in
air-conditioning units on the rooves, penetrates our factories and
soils our business materials, machinery, stock of trade, offices and
sticks to wall surfaces. It is absolutely every where.

Vehicles legitimately parked along Burrows Road South get smothered
with dust, even our vehicles parked in our own car park areas.

Further, the road surface of Burrows Road South is in poor condition
and has had minimal maintenance or upgrades to accommodate the heavy
traffic that uses it.

And the speed limit on/in this street needs to be reviewed. The speeds
of all traffic can be frightening. It is dangerous in the current form
and should be reassessed.

The traffic management light cycles on intersection Burrows Road,
Burrows Road South and Canal Road need to re assessed to provide
better flows for right turning traffic from all directions.

Accordingly we submit this document as an objection to increasing the
output of the proposed development, unless these above concerns are
considered and accounted for.

All property owners, business owners, tenants, other occupants and
including the development applicant have an obligation to comply with
the community standards and governance of their operations and
activities.

And so do regulatory authorities need to be seen upholding
occupational standards in a collective manner instead of blaming some
other authority.

We have tried on regular and at least annual occasions to clean our
facilities and keep our factory entrances closed as much as possible.
It is very difficult to run a business in this environment.

Accordingly we submit our objection to this proposed development
proceeding until the dust, road surface and speed limit, and Canal
Road intersection traffic light cycles are permanently addressed.

Existing dust levels produced by the applicant has negative impacts on
local residents. This is evident from the attached photos taken on
Railway Rd between Henry St and Rowe Lane. There are 2 fold concerns
that I would like to raise. Firstly the visible accumulation of dust
on Railway Road and secondly the long term health implication arising
from excessive levels of dust particles for residents. Given the
applicant's inability manage dust emissions, historically and
currently, I object to the proposed DA.
