The proposal seeks to amend Willoughby LEP 2012 at 3-31 Walter St, Willoughby to:
- change zoning from R3 Medium Density to R4 High Density;
- increase the maximum permitted building height from 12 metres to 24 metres; and
- increase the maximum permitted FSR from 0.9:1 to 1.5:1.
