The planning proposal seeks to prevent the use of the minimum lot size requirements for dwellings in previous LEPs from being used as a means to establish a dwelling on a rural lot that is below the current rural subdivision minimum via Clause 4.2A(3)(b) of the Liverpool Plains LEP 2011.
