The Lake Wollumboola Protection Association Inc members object to the West Culburra Concept Proposal SSD 3846 Culburra Beach NSW.
I also object as an individual to the West Culburra Concept Proposal SSD 3846.
In 2013 I provided the then Department of Planning with a CD of photos of the Crookhaven catchment, river, wetlands and mangroves.
I would appreciate it if these photographs could be taken into account in the assessment of this application.

- Birds regularly feed in and around Culburra Beach, including on the subject site. What will happen to them if the proposal goes through?
- The proposal does not align with the NSW Government's goal of zero net emissions by 2050, particularly due to the removal of large areas of native vegetation.
- I'm worried that this development will be the thin edge of the wedge, and development will continue to creep towards Culburra Road and beyond.
- The developer has not freely consulted with the community to date, and has done nothing to reach out/respond to those who have concerns regarding the proposal.
- The Aboriginal community has been locked out of the process and ignored by the developer.
- The township/roads are not adequately maintained by council - The proposal will not change this.
- There is wildlife all over the subject site (frogs, crabs, etc). The biodiversity studies prepared to support the proposal do not reflect this, and should have been conducted by an independent party.

West Culburra Concept Proposal SSD 3846
I am very concerned about the proposed development at West Culburra situated within the water catchment area Lake Wollumboola, and in immediate proximity to the wetlands of the Crookhaven River. The proposal is significant threat to the natural environment. The clearing of over 47 ha of Currambene-Batemans Lowland Coastal Forest, part of a habitat corridor which supports threatened species. This area has not been logged or significantly cleared for at least 80 years and is in good condition. Clearing would extend to the Shoalhaven escarpment and to the Crookhaven River Wetlands. Clear-felling of remnant coastal forest will further threaten native species habitat, many acres of which were lost in recent fires. Native species have never been under such duress. Polluted urban runoff would affect the Crookhaven River, its wetlands and therefore the oyster and fishing industries it supports. The proposal it is not in keeping with the community lifestyle creating an urban sprawl in what is a coastal village. The development contradicts the Department of Planning’s requirement for ‘limited development’ in the Crookhaven River catchment. The proposal does not suit the Illawarra-Shoalhaven Regional Plan, the intention of which is to: Protect the region’s environmental values by focusing development in locations with the capacity to absorb development. Deliver housing in new release areas best suited to build new communities, provide housing choice and avoid environmental impact. The Illawarra-Shoalhaven Regional Plan aims to ‘protect the region’s cultural heritage’. This proposed subdivision will result in the degradation of Aboriginal middens along the Crookhaven River shore, which are recognised as Regionally Significant Aboriginal cultural heritage. Fisheries have reported that the proposal remains a significant risk to the fisheries nearby, and they believe the modelling to be flawed. This alone should halt the development as the Shoalhaven has a chronic shortage of sustainable ‘primary industry and associated jobs, therefore what exists should not be threatened. Lastly, it is inexcusable to remove vegetation in the E2[7(a)] zone for the purpose of creating vistas.The Shoalhaven City Council does not support this intention: Council does not support substantial clearing of vegetation in the 7(a) for the purpose of creating vistas. This is contrary to the objectives of the 7(a) zone. I sincerely hope that the Department of Planning, Industry and Environment will consider the issues and concerns that are being raised by myself and many other residents of the Shoalhaven who want the future of this region to be one where we can live sustainably, protecting our native fauna and flora and our precious waterways. Lets also not destroy the sustainable industries already established. Housing development must be considerate of the bigger picture.
