I support the response of the Wollstonecraft Precinct.
In particular the point 5 in regard to the Link between the old and
the new stations. This link must be undercover, must be accessible and
safe at all times. I agree that there should be a commercial and
retail hub in this area

Edward Precinct strongly supports the Wollstonecraft submission and
objects to the current proposal. North Sydney CBD lacks public space
having an average density of approximately 0.75sqm per occupant and
requires a strong central public space. As the submission points out
the capital cost of providing a key central heart to the North Sydney
CBD is minimal even if you don't seek to capitalise the airspace.
Future projections for growth of the North Sydney CBD will increase
the density even further and make a key public space essential to
avoiding a slum-like emerging economy style centre of tower blocks
with no public space. North Sydney Council's current Public Domain
Strategy consultations have detailed statistics on the limited
opportunity for provision of public space in the NSC CBD. The height
of this proposal will also have potential overshadow impacts for the
residential areas to the west ie Edward Precinct. If the project is
approved the height should be restricted to 30 floors.

Message
The Hayberry Precinct, situated just to the nothern entrance of the
Victoria Cross metro station site, would like to express our strong
endorsement of the Wollstonecraft Precinct's submission, which I have
attached. Further, we would like to stress the need for pedestrian
access to the western side of Miller Street and under-street access to
the northern part of Berry Street on both sides of Miller Street. In
the event that the Western Harbour Tunnel (WHT) proposal were to
proceed, Berry Street from Pacific Highway would become a major feeder
of the Rozelle-bound tunnel and, as a consequence, there would be more
traffic than ever heading along Berry Street towards the Sydney
Harbour Bridge southbound lanes, the Warringah Freeway northbound
lanes, and the WHT westbound lanes. That would make crossing Berry
Street all-the-more perilous, with throngs of people coming out of a
pretty small metro station, so there would be a significant need to
disperse them according to their destination and, obviate any need to
cross Berry Street above ground through providing access to the four
corners of Miller and Berry Street via underground stairs. Such would
be a standard requirement in any metro system elsewhere in the world.
Unless such needs are factored in to the development, they will not
happen.

Re North Sydney Council strategies over the last 35 years, namely:

1. the creation of strict set backs for all high rise (then office
towers)from street frontages, Miller, Walker, Berry, Mount streets,
Pacific Highway and so on. This successfully created streets that were
not overshadowed and reduced wind tunnel affects. By providing larger
public spaces landscaping was possible. We all benefit from NSC's
foresight.

2. The loss of these mandatory street setbacks can be seen by recent
developments along Highway and Monte. Dark, dirty, windswept corridor
which pedestrians shun.
The loss of 35 year old street trees has created a harsh and
unforgiving environment. By allowing no street setbacks, there is no
room to grow large shade trees.

3. North Sydney is home to well over 10,000 school students, 100,000
workers, plus local residents and visitors. It will lose the only
pleasant, sunny, (relatively quieter) public space in which to
socialise, escape the office, eat lunch.... The Clock plaza was
intended to be a social hub. The air rights were sold to developers
who used these development rights to build larger developments that
would have bee otherwise allowed.

4. The `artist impressions' are misleading at best..... that view
doesn't exist, they have counted Miller St in the metro `open space'.
In fact it is proposed to increase the footprint of the metro tower
some 12m forward of the existing MLC building. By narrowing Miller
Street.

5. This building is iconic and heritage listed which means its context
has to be protected as well. The current proposal will over shadow the
MLC building for most of the day for most of the year. So the people
of North Sydney will lose a pleasant public space with its well
established garden and magnificent trees.

I object to the proposed concept in its current form because of an
excessive building height, insufficient setback from Miller Street,
inadequate setback from Berry Street, poor public domain outcomes
along Miller Street and loss of public open space.
