Submission: Over Station Concept Proposal and Environmental Impact
Statement [EIS] for the Crows Nest Metro

The Crows Nest Metro station area forms part of the Crow Nest village
environment hence I am horrified at the proposal that has been put
forward. I want the buildings above the Crows Nest Metro station to
support our designation as a Health and Education Precinct and bring
more jobs into the area, enabling us to meet the jobs target set by
the Greater Sydney Commission. At the same time to be in keeping with
the ambience of the surrounding area. I do not want a concrete jungle.

1. I object to a change in planning controls for this site.
2. I object to building any high rise residential towers on this site.
In some areas such structures look like shipping containers stacked
one upon the other. Residential developments do next to nothing to
bring jobs and business to the area. Any construction should be in
keeping with the surrounding area, i.e. limiting the number of stories
constructed.

3. I object to any building on Block C.

4. I object to any parking on this site. We want the area to be as CAR
FREE as possible.

Rather than residential buildings, this site must continue as a vital
employment and business generating retail/commercial/ service district
without the encroachment of residential development which does nothing
for jobs or business.

1. I want the buildings above the Metro to be part of an education
hub. They could contain: a high tech technology park; TAFE that
specialises in technology, hospitality, cooking and the film industry;
a comprehensive, non-selective high school; a selective technology
high school; a language school; a music school; a drama school; a
dance school and a culinary institute.

2. I want the buildings above the Metro to contain services and
activities that maintain and improve the health of the community:
medical services; alternative health care; recreational spaces; a
performance space; movie theatres; a new community centre; more
childcare; a start-up hub and serviced offices.

3. I want the buildings above the Metro to become a go-to destination
that brings people and jobs to the area - not more high rise
residential towers that turn the area into an over crowded ghetto.

4. I support the concept of a "boutique" hotel that is geared to
support the employment industries and education institutes based in
the area and visitors to the nearby major hospitals.



EIS Comments

I object to the visual impact and dwarfing effect that the proposed
buildings will have on Crows Nest and Wollstonecraft. The low rise
suburb will feel `hemmed in'. There will be unacceptable overshadowing
of Nicholson Street, Hume Street Park, Willoughby Road and Ernest
Place in particular.

I object to inadequate setbacks. I want to ensure there are generous
setbacks at ground level and at podium level.

I support wider sidewalks and tree lined streets. We need more green
space not a concrete jungle which will ultimately turn into a slum
type area.

The proposed height of all the towers over the Crows Nest metro site are
too high. They are out of keeping with the area and will cause
extensive overshadowing (to Hume Park as well as Ernest Place and the
surrounding streets) as well as excessive traffic in an already
congested area.
The nearest tower on the corner of Oxley St and the Pacific Highway is
15 stories and this is already too high. The twin towers above the
metro should be a maximum of 15 stories above ground, with the post
office and Clark st sites stepping down to 8 and 5 stories
accordingly.
The proposed height and density, if approved, will completely destroy
the Crows Nest village and should not be allowed to proceed in its
current form.

increased residential high rise.

strategy, bringing more technology-focused jobs as well as leveraging
the hospital area would be perfect for St Leonards.

already have so much congestion in the area, thus, having this area
focused on a walking precinct would contribute to the community like
feel of St Leonards, Crows Nest and surrounding suburbs.

It goes without saying that open space is a vital part in our
community. Having an increase in green space which can be used for
community activities would be ideal. Open, and more inclusive spaces
must be considered when developing this site.

Ultimately, I object to building any high rise residential towers on
this site. Residential developments do next to nothing to bring jobs
and business to the area, nor do they align to the agenda of the
Greater Sydney Commission. It would be most ideal to have a technology
hub and educational precinct within the area to accommodate for the
current residential developments in the area as well as the need for
jobs on the Lower North Shore. These buildings could contain things
like: a high tech technology park; TAFE that specialises in
technology.

These new buildings should contain services and activities that
maintain and improve the health of the community: medical services;
alternative health care and recreational spaces to foster inclusivity,
connection and collaboration.

can complement and enhance the existing nearby hospitals.
3. I want the buildings over the Metro to be part of an education hub.
These buildings could contain things like: a high tech technology
park; TAFE that specialises in technology, hospitality, cooking and
the film industry; a comprehensive, non-selective high school; a
technology high school; cultural based school of language, music,
drama; or a culinary institute.
4. A local high school is required to take in more children in the
area. How about the NSW government moving the TAFE - St Leonards to
over the Metro thereby creating the educational [technology/health]
hub? Then re-furbish the old TAFE-St Leonards site as the new high
school. That way the kids will have a bit of land to run round at the
new site with room to build [upwards] for classrooms. The TAFE
students are housed in a purpose built designated technology/health
hub over the metro.
5. Block B: My preference is the education/technology hub to spill
across into Block B thereby reducing Block A's 2 x building sites
height from 27 storeys hi-rise to something much lower. Also to build
a footbridge over Hume Street to connect Block A to Block B.
However, if Block B becomes a hotel - I suggest the new Hotel owners
must (compulsory) employ TAFE students into their business on an
ongoing basis - those students training in the education hub as
suggested previously. Jobs and on-the-job training are a must for the
new students - come workers of the future.
6. I object to any building on Block C. I prefer the developers to
create more open public space on Block C. Open spaces gives Crows Nest
its sense of community and connectedness with each other.
7. If a building has to be built on Block C - we must ensure this
space has the ability to address future community (residents and
workers) needs. For example, The North Sydney Indoor Sports Centre has
long gone past its use by date and requires a larger footprint in
order to facilitate more recreational activities being demanded by the
community (e.g. additional basketball courts). Block C can provide
that extra space.
8. I object to any parking on these sites. We want the area to be as
CAR FREE as possible. Good walkways and cycle ways to keep the spaces
FOR the community and NOT for cars. Less road congestion and pollution
the better!

Yes - I agree on bringing people and jobs to the area - however high
rise residential [only] towers is not the answer. A better mix of
residential and retail/commercial can be accommodated; with more input
from the community will go a long way in meeting the government's
targets.

I would like the buildings above the Metro to be part of an education
hub.This buildings could contain a high technology park, a TAFE
specializing in high technology with the training and support to
create start up business much needed in the area. This would align
well to the government's plan to invigorate the job landscape in the
area.

Additionally, I would like the building to contain services and
activities to maintain and improve health in the community
.Alternative health care could compliment all the service provided by
the Royal North shore Hospital and create a plethora of job
opportunities for our youth.

Another idea which would support the job landscape and the local
community is building a child care facility. The Kelly Child care
could be relocated and more open space created in Hume park. This
would satisfy the need for a child care facility as well as increase
the amount of greenspace much needed by the community. I don't believe
just planting trees along Pacific highway is equivalent to open space.

I honestly believe that building massive residential buildings at the
doorstep of Crows Nest village is not appropriate, nor is it the
answer to Sydney's housing crisis. Packing people in high rise towers
without adequate amenities will not solve our problem of housing
affordability but instead aggravate social division and isolation and
fire hazard risk. I'm worried that this plan has not considered how
these new residents will integrate into the community. It is vital
that the planners consider other options in the commercial space,
whether it is a school, a startup precinct, a technical TAFE or a
childcare facility. We must plan for the future in collaboration with
the local residents and council to create communities and make Crows
Nest, St Leonards and surrounding suburbs an amazing place to live,
work and play for all generations.

Thankyou for the opportunity to comment.

I have seen what is proposed supposedly as State Significant.. I
object and disagree, it is of no import to the State, since the
residential requirements are already met.

The locals have demonstrably more beneficial ideas; they know the
place. So do I, having lived close by for 31 years.
These ideas are more globally advanced and sophisticated; involving
open space, preservation of scale and character, concentration of new
education and health facilities, and fullest use of the public
transport being provided.

If the State hasn't understood such basic, popular and successful
concepts, the least it can do is learn from those who have. Its
'public service; should stop caving in to the political push from
under-informed power brokers.

What is needed is a wider look at the whole of the northern shore.
Incorporate the ideas above listed into Crows Nest yes.
But also reverse another big mistake, the beaches tunnel; it provides
no east-west transport, and exacerbates sprawl, car ownership and
destruction of the remaining bushland.
So Crows Nest and Chatswood can be node points for the previously
accepted East West Rail, from Parramatta to Epping, Chatswood and
Brookvale Dee Why. That links concentrated residentia zones in the
east, with mass transport links to workplaces on the Pacific Highway
spine, such as the ones suggested by enlightened locals, listed above.

Because the Olympics stole the cash for the East West Rail does not
take away the obligation to further it, and to abandon retrogressive
"infrastructure Power Ideas" like the beaches tunnel which are
designed only to give photo opportunities to Gladys and the Mosman car
drivers, before failing shockingly.

Cut the beaches tunnel, build the East West Rail, concentrate
residential around its nodes, and provide Crows Nest with an
enrichment of education, health businesses and public amenity like
open space, respecting the character of the original built
surroundings.

That would actually work, and give some optimism to the people of
Sydney and state wide. THAT would certainly be State Significant.

Hi

I would like to submit to you that the plans for the over metro
station development are not in keeping with the area's character.
First of all, I think 4 buildings might be too many when there is an
opportunity for the creation of sorely needed open space and green
space and of course the issue of the buildings height. 4 storeys would
seem about right to preserve any character to the area and prevent any
overshadowing to either side of the Highway especially the South side.

Such height (27 storeys or even12 ) is also likely to overshadow the
small Hume Park, the only bit of greenery close by.

I think a hotel is a good idea as for what purpose the rest of the
building(s) might be built for, I am not terribly concerned except
that if there is going to be a lot more residential, then there should
be more parking provided especially for apartments of 2 bedrooms or
more and for visitors.
Having public transport at your doorstep does not mean people don't
need a car, especially families.

I guess new office space would be less likely to cause more traffic
problems as most workers would use public transport.

Whatever plan is approved, I hope you will keep in mind that the area
has endured much development lately and that more is already underway.
Local residents are rather fed up with the added traffic,growing
population, the lack of green spaces and the loss of character the
entire area is already suffering.

Conservation concerns should not just apply to Willoughby Rd and the
ugly building called the "St Leonards centre"
I have to say I am quite happy for another building to hide that
building from sight!!
All a matter of taste I suppose.

In 2015, Crows Nest was considered, according to the Urban Living Index,
Sydney's Most Liveable suburb. Today and in my opinion, it is about to
be destroyed by the placement of two vertical turds above the proposed
but unnecessary metro station currently being built. As I understand
it, this State Government has decided to adopt the 'business model'
used in the world's 35th-50th most liveable city. Hong Kong. The Value
Capture model. We face the metro and these towers , unwanted by
EVERYONE I have spoken to in is this community, will completely black
out the southern face of our building. They will impose themselves
over the entire community in a way that will forever scar this
environment. this government considers the quantification of anything
to be the most powerful justification for its decisions. Adding up
figures and throwing them around is considered to be sufficient to
justify just about anything. The reality is that EVERYONE around here
knows the QUALITY of life will in fact be diminished significantly as
a result of these over station monstrosities. Try adding that up. It
has ignored the real community views and will be awarding the rights
to build over the station , to a developer in order to provide
financial payment for the station. No civic planning whatsoever. When
we first moved here, this station wasn't even considered. A reasonable
level of resident street parking spaces have been removed for so
governments can continue to fleece everyone around here in order to
justify its ' business case' . From North Ryde to Central, each and
every metro station along the way sits almost right next door to an
existing hard rail line whilst more deserving areas of Sydney have
again missed out. A plan put in place, as I understand it, by the
current Premier when she was Transport Minister and which runs
directly though her electorate at a cost of $billions to NSW
taxpayers. I am appalled. I find it disgraceful in the extreme. Im 60,
we have one car space in this building ( which was approved at eight
stories but as usual pushed though at 15). we need two cars.My wife
does shift work as a nurse and is required to do more and more double
shifts because of a lack of nurses. I have to park kilometres away
from our apartment. I have an 83 year old mother who I need to attend
to but cant because I cant park anywhere. Council refuses to change
its rule book. whilst we have only been here four years we are now
considering moving away which will cost tens of thousands of dollars
in stamp duty and fees. This government has put the bulldozer over
NSW, and Sydney in particular, and made a complete mess. Traffic
chaos. Transport chaos. The 30 minutes workers are supposed to save in
time with all this will have to be paid for with additional work to
pay for the fees on toll roads. For many it will drive their financial
position backwards. Poorly planned and even more poorly executed. No
over-riding civic planning for one of the worlds great cities , just a
mess created by individual development companies working with no clear
and over-riding civic plan. Look at the Opal Tower mess. chaos
everywhere and a scarred landscape forever. Complete and utter
destruction.

I believe in a world where we are all equal, where everyone works with
everyone else and we can listen to each other. But I don't feel like
you are listening to anyone in our community. You say you are but I
don't think its true because there dose'nt seem to be any changes
made. Are'nt the people of our area important? Are the children in our
community important? I used to volunteer at North Sydney Demonstration
School (my former primary school) in the library. I was no longer able
to do that because the library had to be used as a kindergarten
classroom. There were at least 4 demountables in the school which took
up an entire playground. I used to play in that very playground when I
was a student there. There was 1 demountable classroom then just 1 and
that's how it should be.
As for the Metro anything that will help public transport in Sydney is
always a good thing and I fully support that. As for two 27 story
buildings on top of the Metro I will accept no more than 10 stories.
Our community has spent decades fighting battle after battle and were
sick of it. Come up with plans that actually fit the existing
community and benefit the community instead of overpopulating and
straining our resources. Sydney is becoming ridiculously overpopulated
and it has to stop. There has to be more investment in rural areas
like Orange, Bathurst and Wagga Wagga and costal areas like Newcastle
and Gosford for example. We need to be more spread out. Not only that
no one can afford to live here anyway. If all this goes ahead then I'm
even considering moving. I shouldn't have to do that. I was born and
raised here I have lived in this area my entire 32 year life. This is
my home and I will defend it with everything I promise.

I object to the Crows Nest Metro Concept SSD for the following reasons:-
1. The proposed use of the site is inconsistent with the primary
objective of the Greater Sydney Commission's North District Plan to
increase employment in the area adjacent to the Metro Station. The
bulk of the development over the station is designated for residential
use.
Development over the station is the optimal location for commercial
office space, especially with the erosion of quality office space that
has characterised the development of St Leonards and Crows Nest in
recent years.
2. The Metro is a public authority. It has a responsibility to set
standards for development that are consistent with NSW government
planning policies and to develop the site for public benefit, not to
facilitate commercial objectives of developers.
3. The bulk and scale of the development is inconsistent with the
stated objective of NSW Planning to preserve the village atmosphere of
Crows Nest and Willoughby Road.
4. It seems that Sydney Metro has elected to pursue its commercial
objectives without regard to the extensive community consultation
process currently under way to develop a plan for the entire Crows
Nest and St Leonards area that meets the infrastructure and amenity
needs of current and future residents and visitors to the area.
5. The re-zoning of the OSD site and the subsequent SSD should not be
progressed until completion of the consultation period for the St
Leonards and Crows Nest 2036 Plan and full assessment by and feedback
from the NSW Department of Planning. To do otherwise calls into
question the commitment of the NSW Department of Planning to genuine
community consultation.

The buildings above the Crows Nest Metro station need to support our
designation as a Health and Education Precinct and bring more jobs
into the area, enabling us to meet the jobs target set by the Greater

1. I object to a change in planning controls for this site.
2. I object to building any high-rise residential towers on this site.
Residential developments do very little to bring jobs to the area.
3. I object to any building on Block C this should be made available
as an open public space.
Rather than residential buildings, this site must become a vital
employment and business generating retail/commercial/service district.

specialises in technology, hospitality, cooking and the film industry;

Sydney Metro City & Southwest - Crows Nest Over Station Development
I strongly object to the above referenced application for the reasons
outlined below:
1. The proposed OSD is a wrecking ball for Crows Nest. It completely
ignores the requirements of the Placemaking and Principles Study that
underpins the St Leonards Crows Nest precinct.

2. The proposed OSD would encourage developers to submit planning
proposals for adjacent sites seeking to vary even any new planning
controls in the St Leonards Crows Nest precinct, thus further
destroying the fine grain nature of Crows Nest

3. The DPE has vowed to protect Crows Nest village more simply
described as the Willoughby Road strip and this proposal destroys it.
It is the duty of the DPE to reject the OSD proposal and insist on an
alternative that meets the existing planning controls in the NSLEP
2013.

4. The buildings above the Crows Nest Metro station should be designed
to support our destination as a Health and Education Precinct and to
bring more jobs into the area, enabling us to meet the jobs target set
by the Greater Sydney Commission.

5. I object to a change in planning controls for this site as proposed
by the rezoning proposal. The proposed setbacks are designed to
maximise the building footprints; not to enable Crows Nest to be a
viable vibrant place.

6. I object to building any high-rise residential towers on this site.

OBJECTION: OVER STATION CONCEPT PROPOSAL AND EIS STATEMENT FOR THE CROWS
NEST METRO

Further to my previous submission I would like to express my objection
to the scale of the proposed over station development at the Crows
Nest Metro site.

I OBJECT to all the building envelopes because they are both too tall
and too massive, especially on Sites A and B. This results in
unacceptable overshadowing of residential areas and unacceptable
visual impact locally as well as from a significant distance.

I WOULD LIKE 3 critical amendments to the application that will be
necessary to reduce these impacts to an acceptable degree. They are:

1. I WOULD LIKE a reduction in overall height
2. I WOULD LIKE the introduction to a maximum street wall height
3. I WOULD LIKE the setting back of the towers beyond the street wall
/ podium

I OBJECT TO the towers on sites A & B because they are especially over
dominant in the local context and the Pacific Highway streetscape. At
Crows Nest (which is a completely different character to St Leonards,
and should not rely on St Leonards as a precedent) the built
environment is predominantly 2-3 storeys or up to 4 storeys around the
Willoughby Road intersection.

I WOULD LIKE the envelopes on Sites A&B in particular to be changed to
include the clearly defined street wall along the street frontages, of
no more than 3 storeys, with towers setback significantly to reduce
the visual dominance on the street and reflect the current streetscape
character.

I WOULD LIKE the tower setback to be at least 10 metres from the
street boundaries.

I WOULD LIKE the building envelope heights to be reduced to an
acceptable level of impact on adjoining areas - both shadow impact and
visual impact.

I WOULD LIKE the height needs to take into account the impact on the
residential areas to Nicholson Street and beyond to the southwest and
not simply to Willoughby Road - which seems to have been adopted as
the sole `sensitive location'.

I WOULD LIKE the envelopes to be reduced substantially in height to
achieve the following performance criteria or environmental outcomes
related to the objections below:

* I OBJECT TO overshadowing of the public open space outside of the
Ernest Place Crows Nest Community Centre before 4.00pm at any time of
the year, it appears to be impacted considerably in September. This is
a widely used community hub and offers after school activities and
meeting points and should not be overshadowed.

* I OBJECT TO overshadowing of Hume Park which will be heavily
impacted in December. This is much needed and promised new open space
for the area and will be constantly visually impacted.

* I OBJECT TO overshadowing of the residential areas on the western
side of Nicholson Street before 10am at any time of the year -
residents will not get their minimum of 3 hours sunlight before they
are cast into their own shadow.

I WOULD LIKE the heights to therefore be reduced by at least 50%.

I WOULD LIKE the building envelopes to be reduced to create a properly
defined 3 storey street wall. This would reduce the amount of
overshadowing impacts. I WOULD THEN LIKE the quantum of floor space
and parking numbers to be reduced accordingly which will also have
major beneficial impacts.

I OBJECT to the sale of the OSD airspace to developers by the NSW
Government if it only funds transport infrastructure. The Government
must also ensure delivery of public benefits and the necessary
supporting infrastructure to ensure local communities are not
unnecessarily impacted by new transport infrastructure.

I WOULD LIKE a reduced level of development on the other hand, with
funding from other sources is more fair and reasonable as the costs
should be shared by the whole of the NSW community and simply borne by
us.

In closing, I understand the need for the Sydney Metro and support it
in principle as a necessary and worthwhile piece of transport
infrastructure.
