I would like to state that I object to the project (NorthConnex Application Number: SSA 13_6136) as described in the EIS.

My concerns are:
1. Only 2 ventilation stacks are proposed, one at either end of the tunnel which would cause a dangerous buildup of particles inside the tunnel if there was a fire inside the tunnel combined with a traffic jam. Even with vehicle air condition systems switched to internal recycling of air, motorists would run short of breathable quality air.

2. The exhaust stacks as proposed with be unfiltered. This would lead to high concentrations of emissions being put into the atmosphere at 2 locations. As most of the particles are too small to be detected with current technology the adverse health effects cannot yet be known but as the smaller particles get caught up in vertebrate lungs, an increased rate of lung cancer near the ventilation stacks would be expected. While in an urban area, there are always high levels of vehicle and industrial emissions, there is a high correlation between non smoking related lung cancer and exposure to diesel exhausts, naturopaths have found a strong link between mercury and autism and there are links between excessive levels of trace metals and degenerative diseases. Concentrating emissions in two areas is treating the population as experimental subjects to find new diseases.

3. The proposed towers are too low to disperse the emissions further afield. Even if the towers were higher, emissions could be trapped by a temperature inversion.

4. I propose the the plan be revised to include modern filtration equipment that would remove the fine as well as the coarser particles. While this would add to the cost, public health should not be measured in purely monetary value. While a person might not immediately die, they might suffer from asthma or bronchitis for many years and what is the measure of that. The harvested particles could be used to extract substances such as mercury and sulphur which could be used in industry.

5. The small increase in per journey cost of filtration would be far less than the cost to public health of the increased heart disease, lung problems, autism and dementia among other things that would be caused by continuously exposing the population to high levals of fine particle pollutants.

2. The placement of the northern ventilation stack in a valley in Wahroonga where there are often low wind speeds, which will result in poor dispersion and exposure to community to high levels of tunnel emission.

3. I am highly concerned about the multiple large scale research studies that suggest the impacts of air pollutants on health are serious. These include increased death from heart disease, increased risks of lung cancer, stroke, poor lung growth in children, increased asthma, and recent research suggesting low birth weight for pregnant women, increased autism, and congenital heart defects. These studies confirm air pollutants have prothrombotic and inflammatory effects on humans which cause the above health problems.

4. I am concerned about the project including future provisions for portal emissions in densely populated areas, which will result in emissions remaining at ground level, and hence exposing the local population to pollutants. I am also concerned that NorthConnex's claim that there will no portal emissions from current proposal cannot be verified.

5. I am concerned about the large amount of diesel emissions which will be emitted from the NorthConnex tunnel, as it is being designed for heavy freight to bypass Pennant Hills Rd. Diesel emissions have been classified as carcinogenic by the World Health Organisation, and also contain a larger number of fine particles which penetrate deep into lung tissue and remain there causing inflammation.

6. I am concerned about the air quality within the tunnel which is shown in the EIS to have exceedences above standards for pollutants such as NO2, and haze from particulate matter at the ends of the tunnel.

7. I am concerned about the multiple flaws in the air quality modelling of the northern stack in the EIS. These include:
a) extrapolation of meteorological data from other weather stations which do not reflect the local meteorology, local topography, and the valley location.
b) The use of a coarse topographical model
c) The failure to consider polluted intake air from the Pennant Hills/M2 interchange as part of the project contribution to air quality at Wahroonga
d) the background air quality being based on air quality at Lindfield and Prospect and the lack of any actual data on PM2.5

8. I am concerned that a full and transparent options assessment process was not undertaken to assess alternative designs for the project. Unlike other tunnel projects in Sydney there are alternatives for locating the stack and portals in non-residential areas.

9. I am concerned that the justification for not providing filtration for the stacks is cursory and unconvincing.

To address my/our concerns I request that the following actions are undertaken:

1. The air quality and human health impact assessment need to be revised to address the issues raised above.
2. An independent options assessment process should be undertaken to assess alternative locations for the ventilation stack and portals.
3. To undertake a Life Cycle Analysis and assessment for the provision of filtration
4. A long term health study on children and residents in areas impacted by stack discharges be included as part of the conditions of approval.
5. A comprehensive air quality monitoring program is developed and implemented.
6. An independent review of the ventilation system is undertaken to ensure that NorthConnex's claim of no portal emissions is justified.

I have lived in Aiken Rd West pennant hills since 2000 and during that time experienced increased traffic together with introduction of a City bus service. Aiken rd is now used for commuter parking which has significantly impacted sight line and safe exit from my residential driveway.
I am particularly concerned that additional heavy vehicle and construction/heavy truck along Aiken Rd will compound existing difficult and unsafe traffic environment for Aiken rd residents
Additionally, I wish to express extreme concern over the additional noise and acoustic levels generated as result of the north convex construction traffic along Aiken Rd
I will be advising my local member separately and now formally resister my request that north conex construction traffics be specifically prohibited from local residential streets , including Aiken Rd

North connexion - Heavy trucks using local roads. I live in Aiken Road West Pennant Hills and I strongly oppose heavy trucks for the North Connex tunnel using the local roads to access the roadworks. 1. The trucks will ruin the roads, 2. There will be hundreds of trucks potentially driving past my front door day and night. 3. The noise will be horrific. 4. This will go on for over 3 1/2 years. ACCESS SHOULD BE ON AND OFF THE M2 AND PENNANT HILLS ROAD. Please find and use alternatives to heavy trucks on our local roads. Thank you

3. I am highly concerned about the multiple large scale research studies that suggest the impacts of air pollutants on health are serious. These include increased death from heart disease, increased risks of lung cancer, stroke, poor lung growth in children, increased asthma, and recent research suggesting low birth weight for pregnant women, increased autism, and congenital heart defects. These studies confirm air pollutants have prothrombotic and inflammatory effects on humans which cause the above health problems.

4. I am concerned about the project including future provisions for portal emissions in densely populated areas, which will result in emissions remaining at ground level, and hence exposing the local population to pollutants. I am also concerned that NorthConnex's claim that there will no portal emissions from current proposal cannot be verified.

5. I am concerned about the large amount of diesel emissions which will be emitted from the NorthConnex tunnel, as it is being designed for heavy freight to bypass Pennant Hills Rd. Diesel emissions have been classified as carcinogenic by the World Health Organisation, and also contain a larger number of fine particles which penetrate deep into lung tissue and remain there causing inflammation.

6. I am concerned about the air quality within the tunnel which is shown in the EIS to have exceedences above standards for pollutants such as NO2, and haze from particulate matter at the ends of the tunnel.

7. I am concerned about the multiple flaws in the air quality modelling of the northern stack in the EIS. These include:
a) extrapolation of meteorological data from other weather stations which do not reflect the local meteorology, local topography, and the valley location.
b) The use of a coarse topographical model
c) The failure to consider polluted intake air from the Pennant Hills/M2 interchange as part of the project contribution to air quality at Wahroonga
d) the background air quality being based on air quality at Lindfield and Prospect and the lack of any actual data on PM2.5

8. I/we am concerned that a full and transparent options assessment process was not undertaken to assess alternative designs for the project. Unlike other tunnel projects in Sydney there are alternatives for locating the stack and portals in non-residential areas.

9. I am concerned that the justification for not providing filtration for the stacks is cursory and unconvincing.

To address my/our concerns I request that the following actions are undertaken:

1. The air quality and human health impact assessment need to be revised to address the issues raised above.
2. An independent options assessment process should be undertaken to assess alternative locations for the ventilation stack and portals.
3. To undertake a Life Cycle Analysis and assessment for the provision of filtration
4. A long term health study on children and residents in areas impacted by stack discharges be included as part of the conditions of approval.
5. A comprehensive air quality monitoring program is developed and implemented.
6. An independent review of the ventilation system is undertaken to ensure that NorthConnex's claim of no portal emissions is justified.
7. Portal emissions from NorthConnex in the future are banned.
8. The Submissions Report/Preferred Project be exhibited to allow the community to respond to the revised information contained in the report.
9. The Department does not approve the project in its current form as it clearly does not meet the principles of Ecologically Sustainable Development as required by the Environmental Planning and Assessment Act.

Firstly I would like to state I object to the location of the northern ventilation stack and portal exit as described in the EIS.

My property is less than 50 metres away from the proposed location of the stack and portal exit. I believe that the construction noise and dust will affect my house enormously, especially since this will last for more than four years. I have school kids and seniors residing in my home. I do not believe that they can study and rest well under this enormous noise, or that their health will not be affected if they play in the dust in my yard.

I strongly request that the Department of Planning refuse the proposed location of the northern stack and portal exit. I also request that the working time be restricted to Monday to Friday, between 7:30 am and 5 pm, and that a treatment of acoustic mitigation for my house is performed. I suggest the northern stack be built 2 kilometres north to the current proposed location.

I am entering this submission to object to the project as described in the EIS.

I object to planning regarding the tunnel as I not only live in wahroonga but I am also a nanny in wahroonga. The placement of the stack will effect my work a lot as the new playground in wahroonga is just being built after needing renovations for a long time is located only 500 meters away which will mean that taking the kids to the park will be dangerous to them and me as the pollution will be so close. I am concerned about the health of myself and the children that I look after. Not only is it extremely close to the playground but there are multiple schools around in a dangerously close proximity of where the pollution stack will be placed. There I believe that the design needs to be reconsidered as at the moment it in unsafe to the people of wahroonga.

My children XXXX I don't want them breathing the polluted air every days at school. The air needs to be filtered.
