NO FREIGHT TERMINAL FOR MOOREBANK
We oppose the building and operation of a freight terminal at Moorebank because of the adverse effect it would have on the health, lifestyle, environment of local and surrounding residents. Should the intermodal be wrongly built in Moorebank instead of the most obvious suitable location at Badgerys Creek. Affected residents must be provided with double glazing and roll down shutters to protect from excessive noise and impact from light filter. Environment In other Sydney suburbs, riverfront land is valued and often used to create recreational areas for the residents of the surrounding areas, that is how the Georges River should be utilised at Moorebank. Population Growth in Moorebank and Surrounding Areas
Thousands of homes are being built in new residential estates between the M5 and Camden Valley Way, from the crossroads at Casula, out as far as Camden. At least 20 new high rise 12 storey housing apartment blocks have been built in Liverpool over the previous 2 years. The zoning in areas of Moorebank has been changed to allow 5 storey apartment blocks. Georges Fair is still a developing estate. This increase in population to the area is only the tip of the iceberg as to what is currently occurring in surrounding areas. Many of these people will pass through Moorebank every day as they go to work, many will be trapped on the M5 parking lot or do a rat run through local streets to avoid the M5 altogether.
Traffic Congestion Traffic in the Moorebank, Chipping Norton, Casula, Liverpool, Prestons areas is already at gridlock. The M5 is at bumper to bumper speed until at least 10am each morning, narrow residential streets were never intended for the traffic that they are currently experiencing , let alone the additional traffic that will transit through the area if the freight terminal is ever built. These are just some of the issues that need to be addressed by the PAC. It is not right that our health be jeopardised by our own government.

OBJECTION TO MOOREBANK INTERMODALS
We oppose the Moorebank Intermodal proposal and Environment Impact Statement for the following reasons: THE PLANNING IS DEEPLY FLAWED The original data on which the computer modelling was done should be re evaluated by a truly independent company. If you always add 2and 2 you will always get 4, but if the correct data was 1 and 2 the computer modelling would produce an entirely different result. The full effects of the two intermodals on the area has never been satisfactorily explained by the proposals. Badgerys Creek has cheaper land and is not immediately surrounded by long established medium density residential areas. The cost of the upgrade required to roads, intersections and noise mitigation would be better spent on the infrastructure for Badgerys Creek. This would be more a more feasible cost effective alternative to Moorebank. The Airport was not approved for Badgerys Creek when the intermodals were first proposed for Moorebank. Noise from the intermodal will not affect the use of the airport as it will effect residents of Moorebank and surrounding suburbs The part of the Georges river where the intermodal would be located is above the weir at Liverpool. Any accidental spillage, overflow or excess runoff from the site could pollute this vulnerable part of the river. There are known existing issues with Port Botany being in a residential area, noise has been an ongoing problem, along with traffic congestion and pollution. PLEASE DO NOT CREATE THE SAME MISTAKES AT MOOREBANK The proposed site is:
* surrounded by residential areas that have been established for many years
* prime riverfront land, that with the projected growth for Western Sydney over the next 20 years, would be of better use as recreational parkland, residential and creating employment. All other areas of Sydney use their waterways for leisure activities, WHY NOT MOOREBANK?
HEALTH An intermodal should NOT be built in an existing residential area, to do so will be exposing thousands of people to respiratory and other health issues. There are at least 5 schools and numerous pre schools in the area. The emissions created by the projected extra 8100 diesel trucks and freight trains EVERY DAY would have a detrimental impact on so many young lives. TRAFFIC Moorebank is virtually an island surrounded on three sides by the Georges river, one of five bridges must be used to enter or leave Moorebank unless Heathcote road is used. These five bridges are already heavily used, with a traffic accident at any one causing a major flow on and long traffic delays to all of the others. The increase in population growth in the south western region e.g. new estates along Camden Valley way from Prestons to Camden and the projected 8100 extra trucks a day passing through the Moorebank will create gridlock. Delays caused by trucks stopping and starting at intersections will further slow down traffic. Many intersections will need to be upgraded to accommodate the enormous volume of trucks per hour: i.e. These intersections to mention a few will require major works.
* Newbridge road into Nuwarra road
* Nuwarra road onto M5
* Newbridge road into Moorebank avenue
* Milperra bridge intersection
* At the intersection of Newbridge Rd and Governor Macquarie Drive there are accidents with trucks almost every week. This intersection is already dangerous.
* The weave from Trucks at Moorebank Ave onto the M5 and traffic to the Hume Hwy
* The weave from Trucks from the M5 and traffic from Hume Hwy coming over the bridge to Moorebank Ave
* Rat runs will be created through what is now quiet suburban streets and local residents/ ratepayers will be paying for the upkeep of these roads.
* The traffic in the area is already at saturation point
POLLUTION
* Decline in air quality due to the proposed 8100 more trucks a day predicted for the area
* Emissions from diesel trucks and freight trains
* Emissions from traffic at a standstill and waiting for slower moving trucks to navigate intersections and traffic lights
NOISE Thousands of people would be living within 3 kms of the proposed intermodal at Moorebank , Casula, Wattle Grove and North Glenfield.
* Everyday noise associated with the intermodal i.e.:
- the banging of containers being loaded and unloaded 24/7
- forklifts and trucks backing up 24/7
- wheel screech from 1.8 kilometre long trains navigating in and out of the intermodal 24/7 This would be more prevalent due to the limited area available
for turning
- trucks starting ( engine rev) and stopping (break screech) in congested traffic
- Trains shunting
- noise from additional traffic in the area, breaks, screeches, excelleration
People living within 3kms of Port Botany are kept awake at night by noise from the site, this same mistake should not be recreated at future intermodals. It is easier to address a problem before it is created. There has been no suggestion as to how noise pollution will be policed or any timeframe given for mitigation of noise.
EMPLOYMENT A vacant area of land of this magnitude should be focused on providing employment opportunities for thousands of people in the surrounding suburbs. While this would be an increase in traffic, the impact on local roads would be greatly reduced. Instead of 8100 trucks a day, 8100 cars owned by locally employed people would be a benefit to the area. This would help to reduce the impact of traffic congestion further along the M5.
The Moorebank area really requires a focus on providing more work opportunities at various levels instead of limiting employment opportunities to warehousing operations.
The Broader Liverpool area is greatly lacking work opportunities A business/industrial park would create 100s of employment opportunities for a larger range of skills and levels. An industrial park could coexist with one end of the site being residential and the other a business/ industrial park
EQUITY In other areas of Sydney riverfront land is highly valued for recreational use by the public. Why are people in the south west denied the same privilege. This is especially important as the south west of Sydney i.e. Liverpool area is already identified as a major residential growth area. The riverfront should be available for the use of the public, not bordered by an intermodal where the risk of contamination of the river would be increased

Sydney's south west is an ideal place to live and with Sydney's growing population, Moorebank and its surrounds provide ideal living opportunities. With numerous schools and parks as well as other attractive features the residents and others looking to move to the area deserve to reside in a clean and unpolluted area. Already plagued by trucks, we do not work hard to pay for our houses which will become unlivable due to constant noise, pollution and traffic. The terminal will have a huge impact on our everyday lives as well as for our children. Instead of trying to push people out of the area, there should be a focus on increasing residential development.

I am also concerned how having the intermodal so close will effect the local area quality. We have 3 children, we choose this area to live, there was never any mention of a possibility of such a thing being in our neighbourhood.

I strongly object to the proposed Moorebank Intermodals for many reasons. I have particular concerns regarding traffic congestion, health, air pollution, noise pollution, negative job growth and negative impact to our flora and fauna. This submission is in relation to my concerns regarding light spill and the effect it will have on residents, flora and fauna. .
In Appendix T_VIA and Light Spill Report October 2016 it is mentioned in point 8.1 Introduction, that the external lighting at the Proposal site is provided by using metal halide lamps for the container yard and high pressure sodium (HPS) lamps for roadways and carparks. In "Guidelines for Good Exterior Lighting Plans - Dark Sky Society" www.darkskysociety.org/handouts/LightingPlanGuidelines.pdf it is stated "Metal Halide (due to its higher costs, energy use, impact on the environment, and greater contribution to "sky glow") is discouraged". Why then are the proponents planning to use this type of light which will contribute to "sky glow" and impact the environment, therefore, result in health problems for humans as well as local flora and fauna?
Effects of artificial light at night on human health: A literature review of observational and experimental studies applied to exposure assessment. Cho Y1, Ryu SH1, Lee BR1, Kim KH1, Lee E2, Choi J1,2.
It has frequently been reported that exposure to artificial light at night (ALAN) may cause negative health effects, such as breast cancer, circadian phase disruption and sleep disorders. Here, we reviewed the literature assessing the effects of human exposure to ALAN in order to list the health effects of various aspects of ALAN. Several electronic databases were searched for articles, published through August 2014, related to assessing the effects of exposure to ALAN on human health; these also included the details of experiments on such exposure. A total of 85 articles were included in the review. Several observational studies showed that outdoor ALAN levels are a risk factor for breast cancer and reported that indoor light intensity and individual lighting habits were relevant to this risk. Exposure to artificial bright light during the nighttime suppresses melatonin secretion, increases sleep onset latency (SOL) and increases alertness. Circadian misalignment caused by c
hronic ALAN exposure may have negative effects on the psychological, cardiovascular and/or metabolic functions. ALAN also causes circadian phase disruption, which increases with longer duration of exposure and with exposure later in the evening. It has also been reported that shorter wavelengths of light preferentially disturb melatonin secretion and cause circadian phase shifts, even if the light is not bright.
How Artificial Light Effects Mammals http://www.latrobe.edu.au/news/articles/2015/release/how-artificial-light-effects-mammals Light pollution in urban fringe areas is significantly affecting the breeding patterns of native Australian mammals, new La Trobe University research has found. The groundbreaking research has revealed artificial night lighting has delayed the breeding season of Tammar Wallabies, which could severely reduce populations in years to come. Researcher Kylie Robert, who is a senior lecturer in La Trobe's Department of Ecology, Environment and Evolution, said the findings could be applied to many species of nocturnal mammals. "Light pollution is growing at a faster rate than any other human made disturbance and it's having an increasing impact on wildlife," Dr Robert said. "Wildlife in urban areas and urban fringes are the most at risk. Studies have been conducted on birds before but to our knowledge, no study has ever examined the impacts of light pollution on the reproductive timing of wild mammals." Mammals such as the wallaby are heavily dependent on light levels as seasonal indicators. Their breeding season is timed especially so offspring are born when food and water are in abundance for nursing mothers. However, artificial night lighting affects the melatonin levels in mammals, which is their internal signal of when to reproduce. More alarmingly, there is an increasing growth rate in the use of energy efficient LED lighting. Despite the energy-efficient benefits of LED's there is growing concern for their impacts on wildlife as they emit wavelengths in the blue spectra that further impact melatonin. The delayed breeding season will see young born when there are reduced food sources, which would force malnourished mothers to abandon their offspring. Dr Robert and her team coincidentally discovered the impacts while working on another project on Garden Island, WA. The island is home to a large Naval base, which is heavily lit during the night with artificial lighting. The team observed that the wallabies living near the naval base entered their breeding season later than those wallabies living in natural bush land, free from artificial light. "These results are very exciting because it means we can start mitigating the cause of the problem," Dr Robert said. "We are currently working on developing wildlife friendly lighting which removes the blue wavelength light spectra in LED globes." The article will be published in the Royal Society journal, Proceedings of the Royal Society B, on Wednesday 30 September. Summary
Since it is believed that protected and highly endangered species such as swamp wallaby and the brush-tailed wallaby are present as well as other native species, this is of particular concern. These articles also show how light spill/artificial light affect human health. With projects such as the intermodal where there are already many health concerns associated with increase of pollution and noise 24 hours/7 days a week and artificial light/light spill only adds to these risks.
An intermodal slow close to residential areas will only mean disaster for the health of residents, flora and fauna.

My family and I live in moorebank and my son was nearly hit by a truck as we were crossing the road (pedestrian crossing) because he was going too fast. He didn't even say he was sorry just drove off. Moorebank has so many trucks already and it's not safe and the area has become congested already. Please don't allow this to happen. Move it to an industrial area this area is made up of many family homes. I will keep protesting. Don't let something bad happen for you to realise that this was a bad mistake. Stop it now!!!

I object to this stage and the entire project at this location because there is a major river system in the area that travels via many suburbs & leads all the way out to Cronulla, pollution would be a major issue to such a large water system. The area around this ridiculous idea is also full of young families & a lot of people that have lived here all there life. It has a number of primary schools in the area, plus sporting clubs & sporting fields. The extra pollution, traffic that the M5 is not built to handle, is not suitable to a very family orientated area. There is so many other areas that are not built up to suit families that the infrastructure can be built, away from families & the Georges River. I am concerned about the Georges River and it's ecosystem as well as the native flora and fauna which will be devastated by this development.
Additionally, the local road networks are already at capacity. It can take three or four changes of the traffic lights to cross the bridge over the M5 at Moorebank Avenue during afternoon peak hours. Traffic is at a standstill on Moorebank Ave between the M5 and Heathcote Rd - in both directions from 4-4.30pm on weekdays. City bound traffic is heavy on the M5 in the afternoon peak period as well as during the morning peak period. On Friday 4/11/26 it took my family 85 minutes to drive from Moorebank Ave via the M5 to the beginning of the Eastern Distributor, then 30 minutes from that point through the CBD to the Museum of Contemporary Art.
I am concerned about my family's health as the air quality continues to deteriorate and our sleep will be disturbed by the 24 hour operation of the terminal.
It makes no sense at all to put more trucks on the roads around this area.
I fail to understand why that is a better option than using the existing port facilities at Newcastle or build this adjacent to the new airport at Badgery's Creek where the population and residential development is not dense like it is in Casula, Wattle Grove, Glenfield, Ingleburn.
I am also concerned about the value of my property which will be modified for wheelchair access for my daughter eith Cerebrsl Palsy. We can't afford to move and we should not have to@

Environmental impact:
* removal of native habitat adversely affecting local flora and fauna such as the local fruit bat population
* contribution to localised increased heat "the urban island effect"
* increased noise, traffic, pollution
Residents had bought in the area knowing there was an army base and were happy to live with this. There was never any mention of a large industrial facility planned in the area.
Financial hardship:
* land and property values will be severely affected causing loss to multiple generations given the number of young and extended families in the area.
Undue hardship:
* due to stress caused by the listed adverse effects
Increased strain on an already struggling local area health service:
* Liverpool Hospital is not equipped to deal with the large increase in working population this will bring.
