The increased presence of trucks in our area has already increased so
much. I back onto Erskine park rd and the noise already at night time
with the trucks on the engine brakes is horrendous.
The traffic from the factories is appalling sitting still behind my
house at peak times.
The children having to run accross the road in already dangerous
conditions to get to and from the bus stop.

The diesel dust emissions from trucks that comes off Erskine park road
onto my house is so bad I have to hose down my house and furniture
every weekend as it's that thick. Both my children have asthma and I
need to run a air purification system I. The house because of thi
already..
If increased I dont know how much more the health of my children and
others would be safe.

Running 24 hours... the noise from the trucks at night is terrible.
Increase this and sleeping would be severely hard.

Smell... the tips at times (more often than not) have a rancid smell
that engulfs the area when they do not seal it.. if open 24hrs the tip
wont ever be closed so the smell will be around 24hrs..

Why would you risk the health and safety of the community just to gain
profit..

Why can this not be trucked out passed lithgow to the power plants and
Incinerated and used for fuel to create power... there is no major
impact on massive residential community's doing it this way

I am very concerned for the residents living near the site. Not only will
they be subjected to increased truck movements to the site , they will
also be subjected to increased noise and smells emanating from the
site. This will be particularly difficult for the locals to deal with
during the summer months when families would want to leave windows
open for ventilation.

It is bad enough that this type of facility even exists so close to large
residential areas (including schools). The facility already operates
during long hours/most days. We should not be encouraging more waste
to be added to the site/processed at the facility. Rather we should
increase the restrictions out of respect to the residential areas
impacted by the odour and long-term negative health effects we face.
Another site should be found that is away from residential areas. The
proposal should be rejected on the grounds of (I) increased odour (ii)
increased road traffic (iii) increased negative health effects for
people in surrounding residential areas.

I wish to object to the submission for the Genesis Xero Waste facility to
1. increase the landfill limit.
2. revise the noise impact assessment criteria
3. extend the operating hour of the facility to 24/7

The local roads already do not cope with the amount of traffic and the
plant only receives up to 600 trucks per day but is approved for 900.
The ares will not cope with an additional 300 trucks per day in the
local areas without significant upgrades to Wallgrove Rd .

The local residences do not need any more noise disturbances and the
local community does not need to put up with any further disposal of
waste in the area than there already is.

The submission states the extension of the hours would allow
maintenance and cleaning of machinery outside of the facility's
operating period so that production losses are reduced. Let him wash
his machinery during business hours like the rest of us. i am not
allowed to mow my lawn at midnight so he shouldn't be able to wash his
machines!

I object to the approval of the submission.

I do not believe there will be no smell. As somedays i can smell the tip
from Eastern Creek. I live not even 5km from where this site is and i
still can't believe that we have to keep fighting this. We as a
community should feel safe and not jave to keep protecting ourselves
against the dial a dump company. With it now being sold it is more of
a reason to object. Would they like to live under 5km from not 1 but 2
rubbish sites. This has gone on long enough. Shut the hole site down
and let our community feel safe again.

re: Genesis Waste Management Facility Modification 6 (MP 06_0139 MOD
6) - Hour of operation and landfill cap

In my democratic right and personal view and opinion I submit my
letter of opposition for the Modification of the existing Licence for
the Genesis Waste Management Facility at Eastern Creek, for the
following reasons:

"Remember we have only one life and one planet, and we must start
behaving as if that was the case."

I STRONGLY OPPOSE the application by Dial a Dump's FORMER Owner to
modify the licence to operate the waste management facility at Eastern
Creek to 24/7 and increase the tonnage from 700,000 to 1,000000 tons
of garbage.

I cannot believe that this application is even being considered given
that:

1. The 'applicant' (note inverted commas used because the ownership of
the licence is questionable) SOLD Dial-a-Dump to Bingo Industries in
August 2018.
Channel 7: He has just sold the business for more than $500 million.
He's now shifting his interests from dirty bins to luxury yachts.
Is all of the above which was shown on Channel 7 a lie? Obviously it
is if the 'applicant' still has the licence.

2. Having sold Dial-a-Dump gives the 'applicant' NO right to now apply
to modify the licence given that the 'applicant' is no longer the
owner, so the licence is not the 'applicant's' to modify.

3. This 'applicant' wants to increase the tonnage yet this 'applicant'
CANNOT even control the waste that is at the Eastern Creek site at
present.

In case you are not aware, the 'applicant' was fined $23,000 (a
pittance in my view) plus court costs of $25,000 in July 2018 for
leaving dangerous, life threatening ASBESTOS uncovered. Uncovered
Asbestos has even been found on the M4 near this site. How on earth
can you even consider this application?

4. The 'applicant' does not give a damn about the surrounding families
health and well-being but only sees the $$$$$$ signs.

5. When are you Liberals/Planning Department going to begin listening
to the residents out West and stop doing favours for Liberal
benefactors. MORALLY WRONG. How many more favours is the 'applicant'
going to be allowed to receive because of donations to the Liberal
Party. Donations are not worth people's health and lives. Correct me
if I am wrong, but I have read that companies donating to any
political party and 'expecting' to be granted favours in return fall
under the label of Corruption and are liable for investigation by
ICAC. Makes one think!

6. We out West are not fools so stop treating us as such - we know
that this is another ploy by the 'applicant' to resurrect the
Incinerator application again by going through a company the
'applicant' does not own and modifying a Licence the 'applicant' is
not entitled to hold. We can all see through this 'applicant', so why
can't you? The 'applicant' thought that by 'selling' Dial-a-Dump to
Bingo Industries this could allow the 'applicant' to apply for
modifications through Bingo Industries and beat the system. What a
crooked devious plan! If we can see it why can't you? Or are you aware
and acting ignorant? Another devious plan by the 'applicant' to
resurrect the Incinerator which has already been rejected by 3
Departments. You (Planning Department) owe it to the people out West
to do the right thing and stop ignoring the devious actions of the
'applicant'. You owe the 'applicant' nothing!

7. The last letter we received from your department stating that the
Incinerator had been rejected by the Independent Planning Commission
was very vague. I contacted the person stated on the letter viz
[redacted] asking her to clarify certain statements in that letter. I
read between the lines in that letter that something shifty was going
on but I needed clarification that it was not so I sent Sally Monk an
email asking her to clarify and answer some of my queries. Well, no
surprise, SHE DID NOT EVEN HAVE THE DECENCY TO REPLY.

8. It is clear now why she ignored my email and questions as I believe
that maybe she had some knowledge that this licence modification
application was on the table, hence her ignoring my questions.

9. In my opinion this 'applicant' is not capable of doing the right
thing. This 'applicant' does not care about the environment, people's
lives, our health and well-being etc etc etc but only cares about the
'mighty' dollar.

10. Why isn't Blacktown Council involved? It seems that as far as this
'applicant' is concerned, local councils are ignored. More favours for
mates????

11. Operating 24/7 will bring more pollution to an already
over-polluted west, more noise pollution, besides local industrial
waste, rest assured that companies will be shipping their industrial
waste and more asbestos from across the borders, more foul smells and
more, specifically and worryingly, health issues for families living
close to this site as more and more asbestos will be left uncovered
and pollution which is already high will be at dangerous levels.

12. Stop treating the West as a Dumping Ground for all your toxic
garbage.

13. Dementia will be on the increase and another burden to the already
over-taxed health department.

14. Studies show that Air Pollution affects are catastrophic as the
risk of Mouth Cancer increases by Pollutants and Ozone disruption.

15. Asbestos as we all are aware, is a danger to society and given the
way this 'applicant' deals with asbestos, by leaving it uncovered, and
crushing it with a bulldozer, more and more people will be at risk of
developing terminal lung diseases.

I ask you does this 'applicant' know anything about getting rid of
Asbestos - I do not believe so. The workers are exposed to this deadly
substance and this is very worrying. You cannot ignore the dangers
involved with Asbestos, pollution and noise pollution and the
hazardous threats to human life and the environment.

Increasing tonnage and allowing this facility to operate 24/7 will
have deadly detrimental consequences on the surrounding residential
areas and all the families. It does not make any sense! Pollution
kills.

16. The many trucks already on the roads, speeding and driving
dangerously, at times spilling their loads, are a danger to the
working man going to or coming from work whether it be during the day
or at night. We already know that many truck drivers take drugs to
keep awake in order to meet deadlines and this will happen if this
Licence is modified.

Do any of you have the integrity and guts to stand up for the people
out West. We are fighting for our health and well-being, or will you
give in to bully tactics. You just cannot take the risk - this Licence
modification application to increase tonnage and to operate 24/7 MUST
be rejected for the safety and well-being of the families out West.
Look at the bigger picture.

START listening to the people out West who voted you in and STOP doing
favours for Liberal benefactors. 12,000+ signatures against the
Incinerator will remember the outcome of this Licence Modification
Application.

Save the people of Western Sydney and REJECT this Licence Modification
Application.

Our health and lives OR the 'applicant's' profits? Which will it be?
May God be your guide.

Our lives are all we have. Reject this application and save people's
health and lives.

There are already times of the year, particularly at night when the
extent of the smell from the facility is quite uncomfortable.
Increasing the facility's capacity and or running time will I my add
to the residential discomfort.

There is also concern of the level of noise caused by trucks that
would be running close to local streets at all hours.

Lived here for over 12 years and raring a young family. This will impact
my family directly. Noise pollution, smell and all other hazardous
contaminants. Minchinbury is a beautiful small estate with a great
sense of community being. I definitely would like this to go ahead in
my back yard.

I believe the time period allowed for submissions is not long enough when
it is very difficult for the average person to understand this
proposal due to its many inconsistencies. Even [redacted] the planner
handling the application,agreed about the inconsistency when it was
pointed out to her that in the noise report there was mention of
unlimited amounts of waste & in other sections it said that they were
seeking to increase the previous limit of 700,000 tonnes going into
landfill by another 300,000. When I contacted Blacktown Council for
more information I was told they didn't know anything about it &
couldn't find the hard copy even though it said on the website for The
Department of Planning & Environment that I could. I have little faith
that the director & administrators of the Genesis company will adhere
to the guidelines for handling asbestos when they have many breeches &
complaints against them. The most recent breech was at the Genesis
facility when a random inspection by the EPA found 2 uncovered lots of
asbestos. When they can't follow the law now why should we let them
bring even more non recyclable material into an area close to houses,
schools & other businesses? At Minchinbury we have problems with
people doing burnouts at night in Kangaroo Dr, where Genesis is
located. It sounds like it's in Minchinbury, not on the other side of
the M4. I am greatly concerned that if Genesis was given approval for
24hr operation, it would have a negative impact on the community.
Especially when in the application & declaration 20160819 SEARs
request.pdf it says the proposed extension of operating hours may
include: additional truck movements in or out of the site, any
landfill activities, the use of heavy plant equipment externally, &
crushing, grinding or separating works. I urge you to extend the
submission period &/or reject the proposal in the interests of the
community & the environment.

The waste facility is close to several suburbs and schools. This will
have negative impacts not only for the residents but the western
sydney zoo and soon to be built retail precinct.

My suggestion - throw this idiot in an incinerator - just sick of his
bogus money making ideas which benefit his bank account and no one
else!

I wish to object to the above proposal from Genesis to increase the
amount of waste they will be receiving at the facility from 700,000
tonnes of waste to 1,000,000 and also the request to increase the
hours of operation to 24 hrs a day.

I would like to request an extension as I do not believe that two
weeks is long enough notice to submit my submission and list all my
objections which include the following:

* Possible health risks contributed from asbestos exposure
* 24 hour noise both from the facility itself and also on the roads
* Air pollution
* Noise pollution
* Toxic emissions from other sources such as car tyres
* Possible cancer risks
* No confidence in the proponent to adequately dispose of excess waste
that could not be recycled due to his continual breaches and fines
* Pungent odours that are outside acceptable levels
* Increase in other health risks such as heart and other respiratory
issues.
*Increase in childhood lung problems

I would be pleased if you would consider my request for an extension
of time to expand on this submission.

I am writing to you to express my opposition to the proposal which has
recently been submitted by the Proponent to increase the amount of
waste at his current facility and expand the operational hours of this
facility to run 24 hrs a day, 7 days a week.

There are many residents such as myself who moved to the Western
Suburbs to seek some serenity, away from the hustle and bustle of city
life. We chose this life so that we could raise our children in green
leafy suburbs without constant traffic, noise and pollution. That was
over 25 years ago.

At the time I was unaware that there were plans to have a tip built
right near my suburb. Had I known this, I would never have bought
here. I am extremely disappointed that the council approved this in
the first place in such close proximity to residential homes. It was
pure lunacy.

Since this dump has been built, there is a constant pungent smell that
emits from there. It travels for kilometres. You can even smell it as
you drive along the M4 near the orbital. It wafts into the car through
the air conditioning vents. It has a putrid smell, similar to rotten
egg gas and it honestly makes you want to vomit.

By far the most disturbing issue is the increase in possible health
risks. This is compounded by the fact that the proponent has
continually breached safe air quality limits and waste containment
guidelines leaving many of us with little or no confidence in his work
practices and ethics.

How can this man be trusted?
Will you guarantee my family that they will not be affected by toxic
emissions, furans and other fine nano particles like asbestos which
will be ingested directly into our lungs and other emissions such as
those emitted by the burning of car tyres which may give us lung
cancer?

No, I bet you with will you?

On top of all this, it will ultimately result in increased trucks,
which will mean more hazards on our already crippled streets and
motorways, increased air pollution and noise.

As a mother of 4 with 2 asthmatics in the family who struggle to
breathe on a daily basis they will be put even further at risk if this
comes to pass!

How much MORE are we expected to take? Eventually he is going to run
out of room.

Will he THEN try and resurrect his Incinerator proposal?

Where are MY families rights in all this?

I know to many of you, that we just sound like whingers and you
dismiss our grievances as minor gripes, but I would ask that you try
and have some empathy for us. Ask yourself how YOU would feel if this
were happening in YOUR suburb.

On behalf of my family, (two of whom are now voiceless), I implore the
Planning Department not to approve this proposal on the grounds of
public health and safety and would be pleased if you would consider
these reasons before arriving at your decision.
