I support this project for the future of our kids. Our city is growing and developing and in need of more neighbouring schools. Education is an important factor for our kids future. Alot of current schools in the community are not taking applications due to an influx of new residents. This new project will be a positive for our community as its a new developed area and in need of more schools.

Due to this reason, having to travel 30 minutes to be able to take my children to school daily takes a toll over time. Minarah College will be providing many new facilities that will be beneficial for our children so I support the opening of this school.

I oppose to the development of Minarah College - SSD-307591158.
I have been a resident of Catherine Fields for almost 19 years, this is a quiet rural residential community. This school will have a negative impact on the Catherine Field Community.
On page 30 of the proposal it indicates that it will change the existing character of the area and that there is nothing about the change that is unexpected, however most of the residents of this area would have expected the change to be of a residential nature. where infrastructure would have also been built to handle this, not a school where the roads and infrastructure will not support the increased volume of traffic into the area. Our roads are rural and of poor quality and not equipped to handle the traffic that this proposal will bring into the area. The proposal also states that 80%-90% of the students will be brought in from out of area, so I believe that this school will not benefit nor have a positive impact on the Catherine Field Community as it seems to be servicing people from other areas. The proposal indicates that most students will arrive by private transport this again only increasing the traffic congestion along Catherine Field Road and other access roads into the area. Not only will we have traffic during the operating hours of the school but also on weekends as the proposal indicates that the school will also be operating with the use of the hall and sporting fields on the weekends. I don’t see how these operating hours will have minimal disturbance to the surrounding residential properties, nor the Catherine Field Area.
This report does not cover the safety concerns of the community nor the children, there are no proposed footpaths or cycleways for the parents and children to walk to their cars safely withy the increased in traffic. Parking is another concern, the school only has allocated 138 parking spaces onsite for staff and students. This indicates that when the school has events or assemblies that there will not be adequate parking for the parents, so they will be parking on the side of the roads which are not equipped for this parking either and on neighbouring properties. This will not only be a disturbance to the neighbours but also a hazard congesting Catherine Fields Road as well as other neighbouring roads as well.
These are just some of the reasons that I object to the proposal of Minarah school – SSD-30759158/.

As an Catherine Fields resident who works from home who attends various virtual meetings during work hours, I don't believe the SEARS requirement of Noise and Vibration have been met due to the Measured Ambient Noise level being conducted during the COVID-19 lockdown. I believe the proposed school operation hours from 7:00am to 10:00pm, Monday to Friday, and 9:00am to 9:00pm on weekends along with operating before and after school hours will increase the noise level within the area. I don't understand how the additional noise level due to the increase of traffic will have minimal disturbance to the surrounding areas. These operating hours and increase in noise and traffic display disturbance to neighbours and residents within the peaceful rural town.

I object to the proposal of building a school, Minarah College, at Catherine Fields - State Significant Development - SSD-30759158 on the grounds of the following points:
1. The operating of the school from 7am to 10pm Monday to Friday as well as 9am to 9pm on weekends. This will increased the noise of the area plus increase the volume of road traffic. The roads in Catherine Field are poor quality rural roads that will not cope with this level of regular traffic.
2. There appears to be not enough parking for Teachers, Office staff and students which will mean that they will be parking on the Catherine Field Road which can not cope with street parking as it only has culverts on either side of the road.
3. There also hasn’t been any significant water retention areas to reduce the flow of storm water into Catherine Field Road which was actually blocked and closed in the last recent storms, so with the school being built the runoff will be extreme and there has been no storm water catchment to reduce flooding neighbouring properties downstream.
4. Why is a school being built in Catherine Field when up to 90% of students will be either bussed in or driven by private vehicles which would mean, at an estimate, there could be up to 1000 cars transiting the area twice a day. The proposal doesn’t indicate where these cars will be parked before they can drop of their children. This will creat4e a bottleneck on the street which is a thoroughfare for many trucks and cars, this doesn’t allow for much safety to the parents or students.
In conclusion this is geographically poor position to place a school.

I object to the proposal of building a school, Minarah College, at 268 and 278 Catherine Fields Road, Catherine Fields. The idea of an educational facility at this location is not of any benefit to this rural community.
I am concerned and would like to raise the following submission items to object to the proposed State Significant Development - SSD-30759158.
• The Catherine Field area in general has limited sewerage or wastewater capacity in both the pipes and the sewerage treatment plants. I believe that the ‘Overland Flow Assessment Report’ does not meet the requirements of the SEARs report to “Provide an Integrated Water Management Plan for the development that avoids adverse impacts on any downstream properties”. This ‘Overland Flow Assessment’ states that there will be 525mm diversion pipes installed to capture and redivert the upstream overland flows to Catherine Fields Road, this may prevent flooding of the site of the school but will allow the water to flow much faster and cause major flooding to neighbours downstream from the school. This assessment has not offered any solutions to properties downstream or ways of avoiding adverse impacts on these properties, mostly the proposed plans impact these properties more.
The dates that the property was inspected was not during the recent heavier rainfall period that Catherine Fields have had lately. Recently during the heavy rainfall days our roads and storm water pipes in the area were flooded, to the extent where some roads were unable to safely drive on. If they had conducted their inspections during these days their data and statistics would be more correct. I believe that this report is not accurate and does not represent complete, accurate or true data of the impact on the area.

• I also don’t believe that the SEARs requirement of “Traffic, Transport and Accessibility” has been met as the traffic survey was conducted during the pandemic when most people were working from home or at home more often. They even admit that due to the pandemic the survey data and results doesn’t reflect the ‘completeness or accuracy’ of the EIS. Catherine Fields is currently a rural area without the roads or infrastructure to support the traffic that this proposed school will bring into the area. The survey indicates that 80%-90% of students will be travelling to and from school in private vehicles and not using public transport, 80% of the 1580 projected students is 1264 students being dropped off. This traffic will be in two peak times of the day, in the morning and the afternoon. Only 30 ‘kiss and drop’ spaces have been allocated in the proposal stating that this is sufficient. The proposal doesn’t indicate how the potential traffic queues on Catherine Fields Road waiting to enter the school and drive through the ‘kiss and drop’ zone and exit the school will be directed neither does it refer to alternate traffic arrangements if there is an accident or traffic congestion. It doesn’t appear that there is sufficient parking for all staff, students as well as the parents of the school, Catherine Field Road can not cater for parking on the sides of the road, where will the parents park for school events.
• This proposal does not indicate or explain the safety concerns of the community or the children. There will be increased trucks during construction and ongoing afterwards for the further planned stages of the school this will increase traffic to an already busy road where the current infrastructure is not equipped to handle this increased traffic. This is still a rural area where people are walking, riding push bikes, walking dogs or riding horses without footpaths or cycleways for their safety if this proposal goes ahead.
• This proposal refers to a modern educations facility that could benefit the area however it also states that most children will be travelling from outside the Catherine Fields area therefore it doesn’t indicate a benefit to the community.
• The proposed school operation hours indicate that they are going to be open from 7.00am till 10.00pm from Monday to Friday, including the operating of before and after school care, the school day itself, the primary hall and the use of the sports fields till 9.00pm. The school will also be operating on the weekend from 9.00am to 9.00pm using the multipurpose hall and the sports fields. I don’t see how these operating hours will have minimal disturbance to the surrounding residential properties. Catherine Field is a peaceful rural town and these operating hours indicate that there will be not only increased traffic but also increased noise for neighbour and residents of this area.
• I would also like to advise that I attended the initial zoom meeting with questions, at this meeting we were advised we could send any further questions in an email to the school community engagement team for answers to my questions. The reply I received from them was that some of my questions could be answered with a link to find the answers myself. I don’t believe that this is answering my questions by the school community engagement team.

Please consider the above points of my concern and submission in opposing the building of Minarah college or any school in that position in Catherine Fields. The proposal states that this school can operate with minimal disturbance to the surrounding residential properties however the evidence does not indicate this.

The new school would be a positive addition to Catherine Field and the broader Western Sydney community, where Islamic faith-based schools are in high demand.
o Western Sydney families deserve to have convenient access to quality education and the proposed Campus would help meet this need.
o The population in the school’s catchment area is forecast to grow rapidly and the proposed new schools are urgently needed to meet the demand.
o The school plans to develop productive relationship with the community by sharing school facilities, such as sports fields.
o Minarah College has a long and proud history of contributing to the local community, including through participation in Anzac Day commemorations, fundraising activities for charities like the Cancer Council, donating to Foodbanks, and visiting older people in residential care. I have no doubt that it will do the same at Catherine Field.
o Minarah College will be a good neighbour to neighbours in Catherine Fields as they have been around the Green Valley campus.
The impact on local roads will be minimised because parents will follow the rules during drop-offs and pick-up.
o Noise will be minimised, and footpaths will remain clear because student pick-up waiting areas are well within the school boundaries
o There is ample car parking on site and easy access and exit from the site.
o Minarah College Green Valley has shown itself to be a great place for learning. In 2020, it topped the list of best performing schools in Liverpool based on NAPLAN results. Students attending Catherine Fields Campus will benefit high quality learning which will support the growing demand for the skilled workforce of Western Sydney.
o Minarah Campus Students in Catherine Fields will have access to the latest technology, STEAM and VET opportunities – and all will be encouraged to reach their potential. No one will be left behind!
o I like the design; it blends well with the rural setting. The scale and bulk of the buildings fits well with the surrounding environment because of extensive green canopy and thoughtful design.
o The school has endeavoured to minimise the impact of development on immediate neighbours through planting and screening. These will protect their privacy and keep down noise level
o The school will provide ongoing jobs for teachers and for tradesman during construction period.
o The project has a 60-student early learning centre that will contribute to the new government policy of extending education to year 4 children and in the process increase womens’ participation in the workforce.

I object to the proposal.

I have serious concerns regarding this development and wish to file an opposing petition. I have lived in Catherine Fieldfor over 30 years. I believe the development will have a significant negative impact on the social, economic and environmental aspects of our community and is not in the public interest or compatible with our community.
Catherine Field Village falls under a low density rural residential subdivision free from commercial and industrial type uses. Catherine Field is a close knit, open semi-rural peaceful community which would be severely disrupted by the proposed development.
The infrastructure in Catherine Field CANNOT support ANY development of this capacity.
Our roads have been severely impacted by the recent wet weather and flooding. There is already significant impact from increased traffic from recent developments in surrounding districts and further damages are likely if the proposed development is approved. The increase in traffic would be monumental resulting in significantly increased traffic noise and road impact. Council is currently unable to keep up with road repairs and we have sustained damage to our vehicles due to the poor state of our roads. The roads are single lane with multiple potholes which recur shortly after they are filled. The small area of road upgrade proposed would be insufficient to accommodate the expected added traffic causing severe disruptions to residents and current road users.
There will be significant constant noise pollution both during construction and during operation of the College. The proposed operating times are excessive and would cause severe and unreasonable disruption to our peaceful community.
We have already seen increased flooding and overflow due to surrounding developments. Creeks and drains fill much faster now and this new development will pose an increased risk of flooding to neighbours and roads. The size of the development would see a significant increase in waste impacting pollution and smell to neighbouring properties and impacting the health of residents. There is likely to be increased vermin to the area.
The design of the college is not in keeping with the rural nature of our community.
The current ongoing global pandemic has also seen educational resources stretched and poorly staffed and a new facility would put further strain on these resources. The large number of students that would be catered for in small classrooms would see even more COVID transmission putting our community at increased risk. NSW is currently still experiencing high numbers of cases and deaths from this virus.

I support the new school as they will be a positive part of the community sharing school facilities and participating in ANZAC Day celebrations and fund raising for the Cancer Council.
The school will also provide jobs for teachers of all faiths and trades people. Ultimately the population in the surrounding area is expected to grow significantly which will require additional space for future school students.
I believe noise will be minimised due to the privacy screens in place and they have set places where kids can be dropped off and picked up to minimise disturbances to local residents.
