Who really pays for this mine?

The proposed gold mine at kings plains has spoken of jobs and tourism and money (the end game).

This mine lacks forsight and is threatening an ecosystem that is far more complex than estimated.

Water a source that has in recent times been highlighted as a fragile resource is at huge risk of being damaged for years to come. (The proposed mine site is estimated to pump up to 15.6 megalitres of saline water to the site daily) not to mention the beautiful wildlife in this area, bees, kangaroos, wallabies, echidnas, koalas, kookaburras, tortoises frogs other native fauna that will suffer or be eliminated completely.

In particular frogs and bees are an indicator to water and soil health...they are so sensitive that the tiniest amount of pollutant will be intolerable. This will directly affect the beekeepers inn, one of Australia’s largest producers of honey as their hives are so close.

I am a resident in nearby Millthorpe and I am alarmed that this mine has made it this far. I strongly believe that our environment and future depends on our natural resources not on monetary assets and I feel that if the environment is ruined then so to are we.

If we cannot see that our future hangs I the balance and that we are changing the very nature of this planet, then we must reap the consequences of our poor choices and realise that we are the ones who will suffer and we are the ones who will pay for this mine!

Next time you are in nature pick up a flower, watch a bee, take note of your very existence and just see how complex and fragile life on earth really is.

Almost no attempt has been made in assessing the various impacts of the planned mine to draw from the experience of the environmental ,social and financial impact of other hard rock mines both
operating and abandoned - in the Central West ( for example those at Peak Hill ,Junction Reefs, Browns Creek, Tomingley, Parks and Cadia).

Instead great faith is placed on modelling ,were adjustments can be easily made if the right answer doesn't emerge first try .
Disruption environmental damage to critically endangered woodland and to the habitat of vulnerable koalas and sugar gliders and several bird species . what is not considered is the disturbance to native flora and fauna of noise ,24 hr light , dust etc on land beyond the mine site boundary where the natural environment will also be much changed .

Disadvantages in closing Dungeon Rd including as alternative route during road closures following accidents on other roads including Mid West and Mitchell Highways .Also making more difficult for emergency vehicle access to Vitoria district from south.

The irremediable scarring of an attractive landscape and overall degradation of the areas visual amenity. The EIS admits that light pollution will dim the once brilliant dark night sky

I also own Horses are fright t and flight animals due to the blasting horses will go through fences and will have consistent vet bills
concerning water, hazards, noise, and atmospheric pollution). Without expert knowledge it is very difficult to assess the validity of the various parameters that are fed into such models where as in some cases no justification of the values chosen are made.

Regis will develop property specific management plans for land owners engaged in equine activities who have potential to be affected by blasting activities. this is during the mine construction phase and the operations phase . earlier comments suggest Vol 8 pg 156
Management measure is to relocate stock further away from mine to give them time to adjust to the blasting ; impossible if you have small holding as is the case of most equine owners around here . Most inconvenient and lack of understanding of a horses temperament. . along with having some wear else off our places to put our horses along with having the time to move horses each day which none of use have the time due to having job

This mine will decrease property values owning to proximity to this mine due to manifesting in the failure of properties to sell after prolonged advertising and the collapse of sales after prospective buyers learnt of this mine development addition to this Regis has no intention of developing a buffer zone around the mine site ( however they have planted some very small gum trees that will make no difference to buffer it will take at least 20 years to get some buffer at all

The record of mining companies in exaggerating the benefits of a project ( eg employment, business opportunities) and minimizing the disadvantages ( commonly limited during of employment, increased rents for existing inhabitants, general ‘Boom ‘ followed by ‘Bust “ squeezing out of accommodation for tourists, health problems and family issues from shift and drive-in drive-out employment .

When people are on very good money they over commit get in trouble if for some reason they lose there job this puts added pressure on the family

. I’m concerned with dust and land pollution, nose and night lighting from a 24/7/365 mining and processing operation with blasting permitted for 12 hours per day for at least 12 years ( Regis is applying for 20 years licence

. Regis say the mine will bring good employment opportunities I disagree Blayney and surrounding towns already have good jobs that people have and with the Cadia mine expanding there is the Jobs that Regis will take and not to mention the small business that will lose there staff that will go to the mine for the big wages and these small business will close

Possible disruption to adjacent ground water supply by boars sunk on the mine site to provide water for construction and operation before the pipe line from Lithgow is operational .Regis until recently denied this was planed.

Multiple opportunities for pollution from the mine site into the Belubula River by mine waste ,tailings, acid mine drainage both during and for hundreds of years after completion of the mining operations

The potential for the loss of water boars ,farm dams and possibly the Belubula River and tributaries into the mine pit once its depth exceeds that of the local water-table .

. Pumping 13,000 000 litres of water a day from near Lithgow to the mine site, the water begin mostly from coal mine dewatering from , waste water from a coal preparation (washing) facility, and salt water ( brine ) derived from the Mt piper power station and associated desalination plant. The ultimate sources of the most of the water is the western Blue mountains.

. The importation of large amounts of salt into the already salt laden Murry-Darling basin.

Much of the water arriving from Lithgow will be lost by evaporation but the salt it contained will remain , contaminating the mine site .

Regis resources planned use of the mine site for processing Arsenic-Rich Ore from other deposits in the central west both during mining and after the McPhillamys Ore body is exhausted ,indefinitely prolonging operations at Kings Plans and continuing to add toxic waste to its tailings dam.

Reduction of waterflow into the Belubula and hence Carcoar Dam owing to development of the mine

through several rural communities , much grazing and cropping country and ultimately feeds into the Lachlan River west of Cowra.

The pollution of local rain water supplys by dust and fumes. Kings Plans and many Rural properties do not have reticulated water but rely on rain for most domestic uses. The hazard presented by the burial of upper reaches of the Belubula River by contaminated mine tailings containing elevated levels of heavy metal and metalloids ( including Arsenic, copper, selenium, cadmium, and zinc)And sulphate ions in the tailings dam ( the tailings storage facility)

I also as do many other residences of Kings Plans and surrounding have major concerns of 2 local honey business growing and extracting the honey from healthy bees and the honey is exporting for human consumption Australia wide and over seas . if this mine goes ahead the pollution if don’t kill the bees will contaminate the food source for the bees which will then in time end up humans eating and getting very sick

. The dangers associated with any toxic spills into the Belubula River to the whole river system. Down stream from the mine site the river flows through the town of Blayney , rich alluvial flats grazing land, and onto Carcoar Dam. Tablelands Water supply might be polluted via the planned pipeline connecting lake Rowlands and Carcoar Dam is constructed .Below Carcoar Dam the Belubula passes

Vibrations from drilling operations ,that disturb some residents up to several Kms from the mine site during the exploration phase at McPhillamys are not considered in the EIS .

To whom it may concern,

We wish to lodge our objection in consideration to the above proposed project. The reasons for our objection are as follows:

Kim Wilde and I as a couple and business partners, have recently listed our amenity for sale for reasons described further in this submission. 

We are both quite distressed about our concerns which are already seriously impacting both our health issues and lives.


1. INABILITY TO SELL OUR AMENITY DUE TO CLOSE PROXIMITY TO ABOVE PROJECT.

Our property was listed for sale on 7th August 2019 at lower than actual market value upon the advice of our real estate agent. The reason being, our market value has been reduced by at least 30% due to our close proximity to the proposed above project. An offer was accepted within three days but then withdrawn 16 days later as the potential buyer reconsidered with their perceived implications on their lives, living in such close proximity to the above proposed project. No further inspections have been forthcoming. We are in possession of an email from our estate agent dated 29th Augus 2019 confirming the reason for the potential buyer's withdrawl.


2. LOSS OF INCOME AND DETRIMENT TO OUR EXISTING BUSINESS.

For seventeen years my patner and I have successfully bred, raised and trained horses professionally as Topline Performance Horses Australia. For reasons listed further, we are very concerned with the damage that the above proposed project will cause to our business.


3. EFFECTS OF NOISE, VIBRATION AND BLASTING.

We are extremely concerned by the inevitable effects from the above proposed project once in pre and full production on our horses, particularly young ones and client's horses in regards to noise and vibration from the blasting. This being in relation to themselves as well as ourselves and visiting clients whilst riding during lessons being conducted and breaking in young horses. The dangers also include frightened flight animals crashing through internal and boundary fences with the potential for outbreaks onto the highway posing a risk to themselves, ourselves, our clients and the general public caused by the random noise disturbances.


4. AIR CONTAMINATION FROM DUST

We are extremely concerned with potential dust in the air being in such close proximity to the above proposed project particularly in relation to my husband's recently diagnosed terminal lung condition, Idiopathic Pulmonary Fibrosis. This is a large factor why we need to sell our property asap and move away as the cold climate here alone, exacerbates his ability to breathe normally. The perceived impact from a nearby mine will only cause further complications.


5. CONTAMINATED WATER STORAGE AND NEARBY BELLUBULA RIVER

We are also very concerned with contamination to our rain water tank supply and horse water troughs from dust in the air from the above proposed project.


WE OBJECT TO THIS PROPOSAL IN IT'S ENTIRETY.

THE PROXIMITY OF THE ABOVE PROPOSED PROJECT TO OUR HOME AND OUR ASSOCIATED BUSINESS WILL HAVE EXTREME AND DETRIMENTAL EFFECTS ON BOTH OUR HEALTH AND AMENITY THROUGH RISK OF EXPOSURE TO NOISE, DUST, CHEMICALS, VIBRATION AND OTHER ASSOCIATED MINE ACTIVITIES. 

MORE SIGNIFICANTLY, THIS PROPOSAL HAS ALREADY COST US THE VALUE OF OUR PROPERTY AND BUSINESS. IT HAS ALSO NEGATIVELY IMPACTED ON OUR ABILITY TO SELL. 

THE PROPONENT HAS ADMITTED LIABILITY FOR THE LOSS OF OUR SALE BUT EXPRESSED LITTLE INTEREST IN PURCHASING OUR PROPERTY FROM US, MEANING WE HAVE VERY LIMITED OPTIONS FOR OUR FUTURE HEALTH AND AMENITY. 

WE THEREFORE STRONGLY URGE REFUSAL OF THE ABOVE PROJECT.

To Whom it may concern,
I would like object to the McPhillamys Gold Project on the following grounds;
1. My families natural peace and amenity will be greatly impacted by this project during the construction, operation and rehabilitation phases. To this date we have had NO personal direct contact with the project managers either by visits to our property, by phone or by email. All we have received is general information via mail drops and emails which I initiated after attending an information session.
I have attached a photo which shows the view from the back of my property directly into the pit, this view is exactly the same from my front veranda and main bedroom. As the location map (Attached) shows, my property is 2.8km from the centre of the pit to my house and approximatelt 1.8km to where the bunding work will take place. As you will also see by the bunding photo which is attached, there is NO bunding between my property and any of the amenity bunds. Something I find totally amazing is the fact that I was informed at the last information session held by Regis was that I am not entitled to ANY form of mitigation for the dust, light or noise?
In relation to the noise issue, at the last information session I was informed that the modeling done by Regis indicated that I would not be impacted by any noise, yet they had NO idea where I lived nor the fact that I could see into the pit because of my homes elevation. When I asked the consultant what sort of machinery was going to be in use in the mine, he told me that decision had not been made yet? So I asked how could you possibly run a model with no idea of the type or model of machinery was going to be used? No answer! I then explained that I used to drive noise attenuated trucks at MT Arthur in the Hunter Valley and in that period they were still noisy and could not run a full shift without having to open the doors that enclosed the engine to let the heat out, otherwise they overheat. I asked how Regis would handle that? No answer! I don't know how they can give us any credible answers when they had and still appear to have absolutely no idea where we live and thus how we are impacted by any of their operations
Dust, I asked the consultant that authored the report how my family would be impacted by the dust coming of the bunds while they are being constructed and the during operation. His first question was where do you live? Fair enough, but then when we went to the map my house was not identified. There has been no monitoring equipment placed on my side of the valley so how do you gather modeling information for the people that you didn't know existed? There is no current plan for dust suppression during the bund construction which I find disgraceful. But the good thing is that "we don't get any wind blowing our direction" according the model so we won't have to worry? Which of course is absolutely rediculous.
2. An ssset condition assessment has not been undertaken. I find this fact astounding given that it would protect both parties from any false claims. Although my house is over 30 years old, it is in outstanding condition. It has no cracks in the outside brickwork or the internal walls. When I asked the conultants at the last open day if any assessments would be conducted, I was informed that because of the way the fault lines run that our house will feel no impact from any of the blasting. Haveing lived in the Singleton area for many years I find this impossible to believe given my experience with the impacts of blasting in the Hunter Valley. I would have thought that it would prudent at least for Regis to conduct full asset condition assessments prior to any work commencing to establish an asset condition base line.
3. Financial loss, Our property is now impossible to sell thanks to this proposed development as anyone that has been interested has been scared off by everything to do with the mine. There have been two other properties on the market in our area and neither has had an offer let alone be sold.
4. In closeing I would like to request that Regis purchase our property as I consider our lifestyle in Kings Plains will be destroyed by the noise, dust, light and the potential dangers of the cyanide process being used on site. Given this project is forcast to have a total run life of 15 years I feel it is a disgrace to destroy my families lifestyle for such a short term grab for cash. There is no garantee in place that they will genuinely employee locals or respond in a timely fashion to any breaches of their concent conditions.
Again I request that Regis purchase our property as they will destroy our lifestyle as we currently know it.

Management measure is to relocate stock further away from mine to give them time to adjust to the blasting ; impossible if you have small holding as is the case of most equine owners around here . Most inconvenient and lack of understanding of a horses temperament. . along with having some wear else off our places to put our horses along with having the time to move horses each day which none of use have the time due to having job

Regis say the mine will bring good employment opportunities I disagree Blayney and surrounding towns already have good jobs that people have and with the Cadia mine expanding there is the Jobs that Regis will take and not to mention the small business that will lose there staff that will go to the mine for the big wages

It is very disappointing to hear about the McPhillamys Gold mine. It is upsetting that 3000 hectares of prime agricultral grazing land will be destroyed in order to extract the gold. Not only this but they are proposing to put in a 600 acre surface area tailings dam containing heavy metals right in the Belubula River. With a terrible drought it has obviously brought to our attention the importance of protecting and looking after our water sources. The Belubula River is a essential water source to many people and farmers in the area and it would be terrible to see it contaminated and polluted by the McPhillamys Gold mine. The water coming in a pipeline from Lithgow will be laden with heavy metals and a salty brine which will be used to wet down roads, amenity bunds etc, polluting the soil and river system. The proposed mine will have a significant effect on flora and fauna unfortunately which will lead to the destruction of habitat for critically endangered animals and vegetation. I object to the McPhillamys Gold mine and hope it does not go ahead.
