Hi , to whome it may concern,
I live in the street where the building development is planning to be built, Gregory Place ,build-to- rent- , I have a lot of concerns about it , on how it will effect the nature of the street and surrounding area and my house and my side of the street with me and all the neighbors agreeing on the impact it will have . The development is going to be high and as I know it is not a high development area for 8 levels . It will impact the street as it’s a small street and can’t deal with 480 odd units with all be having cars atleast 2 or more cars per unit , and the drive way being right in front of my house it will be out of control for my privacy and noise, there will be no more space for visitors coming to visit to park their cars at all . Plus the walk way being past my house on the sidewalk aswell will be a big impact on my behalf both are at my doorstep . The buildings will cast a huge shadow over the street from all the afternoon sun in particular my house will receive no sun from mid afternoon onwards until the next morning sunrise . It will be inconsistent with the heritage of the area, and blocking the different heritage views around the 3 particular sights , Hambeldon cottage , experiment farm and Elizabeth farm . Planting trees along the side of Hambeldon cottage will not block out the huge buildings that are going to be there above the Hambeldon cottage therefore ruining the heritage clause . There is a driveway on hassel street which can be used but instead whant to use a driveway in Gregory Place at the streets inconvenience and no regard to the residents with no regret. With so many units and people it will be a mix of peoples and surely a worry to my family and my neighbors in the street as it’s a beautiful and quiet and safe street at the moment .

1. Inconsistent with the heritage of the area
Presently Our Lady of Lebanon Co-Cathedral is a significant landmark in the Western Sydney and in particular the Parramatta area. The statue of Our Lady is widely recognised and is significant to many of the Catholic and other Christian faithful in the area. Further, the parish is situated in a conservation precinct which includes Elizabeth Farm and the area has significant cultural history. The area is an excellent example of the stages of indigenous history, colonial history and the waves of migration that have occurred in the area. The proposed series of buildings is substantial and overpowering. It will limit the visibility of the Parish and the Church building. More importantly the development is inconsistent with current natural and building landscapes around the Parish and of the overall area in general. It is out of place in terms of the history which is so significant around it. That includes the heritage conservation area of Elizabeth Farm surrounding the parish and Hambeldon Cottage Museum which will be in front of the proposed development.
2. Privacy and Shadowing
The height of the residential apartments is considerable and will be as high as the of the statue of Our Lady at the top of the Church. The plans also show proposed roof top gardens and landscaping that overlook the parish precinct and Church. The Church is a significant place of worship and this will raise issues in relation to privacy, as the apartment will be looking into the Church, and the parish and community precinct. The current plans demonstrate shadowing which will occur from the units which will impact on the light that will enter the Church. Further, such a significant development will hamper the activities that currently occur in the Parish.
3. Increased traffic and noise impacts
The development is considerable and will have traffic and noise impacts on the Parish and the surrounding Parramatta area in general. The development will exacerbate the current traffic issues facing Parramatta at present. Hassell Street and the surrounding streets leading in and out of Parramatta already have major traffic issues which have not been addressed. The will be further exacerbated by a development of this size. Presently, the lots contain industrial factories and the activities of the Parish do not impact on the area. Having residential apartments located so closely to the Parish and school precinct will significantly reduce the ability to function as a worship community in the area.

Dear sir/madam,

I am a local parishioner to the Our Lady Of Lebanon Co-Cathedral in Harris Park. It is for me and my family great place to go to for worship, special occasions and events. Many parishioners attend frequently, even during weekdays after working hours. It is also a place where many elderly persons, youth and the sick go to to worship and hang around and enjoy themselves. There is also a nursing home being built by the Catholic Maronite community.

I am concerned upon hearing that very high units will be built behind the cathedral building and car park. There is a risk that it will infringe on the privacy of parishioners and visitors, of noise (such as parties) affecting both the nursing home residents and the worshipers during times of prayer and worship, and of residents within the units accidentally throwing waste onto the cars/car park and the cathedral building/roof. Furthermore, the cathedral has been purposely built to have a veranda around its entire circular building so that people may walk and sit there or hang around and watch the view that looks over Hassall street. Many parishioners, as well as myself, are concerned that units, eight levels in height, will overshadow and encroach the cathedral, blocking the view, the sky and the sunlight. The cathedral is also an icon for the Lebanese Maronite community and a uniquely-designed building for the city of Parramatta, and many parishioners are concerned that the tall units will block the cathedral from being seen from Hassall street.

My proposal is that adjustments may be made to resolve these concerns, such as moving the units further away from the land where the car park and cathedral building is, and by decreasing the height of the building.

I object to the over-scaled development of the Gregory Place site as proposed. This proposal fails to recognise the importance of the early colonial settlement of Parramatta/Rosehill and the three very important neighbouring properties of Elizabeth Farm, Hambledon Cottage and Experiment Farm. These early buildings need to be preserved with their vistas and curtilages to maintain the context of their siting and connection.
A much smaller development in height (no more than two stories) and bulk would help preserve the important colonial heritage of Parramatta that has already been lost with insensitive high rise.
More ideally an opportunity exists here to further increase the parkland setting as a public amenity by demolishing the existing buildings and returning the land to common use. The curtilage of Experiment Farm was greatly enhanced in recent years with the purchase of adjoining suburban houses and their demolition. That great outcome could be replicated for the benefit of all.

I object in the strongest possible term to SSD-31179510 Gregory Place Harris Park / Parramatta
The true outcome of what is proposed is poorly represented and many people would struggle to understand what is truly being proposed. The three historic properties, Experiment Farm, Elizabeth Farm and Hambledon Cottage in particular will be irreversibly impacted if this proposal proceeds. Green space needs to be expanded to counter the already excessive developments that have already been built and those that are due to commence. It is vital that no development is approved that would impact on the integrity of Hambledon Cottage, Elizabeth Farm and Experiment Farm. The proposed site should be converted into parkland and this would provide the opportunity to release Clay Cliff Creek from the confines of a concrete storm water drain which would not be possible under the current proposal. Clay Cliff Creek in a skilfully replicated natural form would give something back to our First Nations people who have lost so much. Clay Cliff Creek for thousands of years was a source of fresh water, food and materials for clothing, craft and garments for our First Nations People. For the arrival and settlement of Europeans it provided a further source of fresh water and food while they established themselves and started producing food for the fledgling colony in Farm Cove Sydney. This proposal is dishonest, short sighted, reeks of greed and lacks any imagination

I object to the development proposal of 2A Gregory Pl HARRIS PARK 2150. The plan proposes to build structures from 4-8 storeys with approximately 483 dwellings. As a Parishioner of Our Lady of Lebanon Co-Cathedral, Harris Park, and as a resident of the Parramatta LGA, I object to this proposal for the following reasons:

1. Lack of Privacy: The height of the residential apartments will be considerably higher than the peak of the Church. The plan proposal also shows rooftop gardens and landscaping that will look over the Parish. I am concerned that I will be unable to freely practice my religion without the scrutiny of the residents who will overlook the Church.

2. Traffic & Parking: the site construction as well as the increase in residents in the area will negatively impact traffic conditions and minimise parking availability. As the Parish is also located next to a school, this will make it difficult for me to attend worship at certain time periods. Furthermore, with recent developments in Parramatta, there have been many traffic related issues that have not been remedied or addressed. These developments have also decreased the amount of readily available parking spaces and centres within Parramatta. I have concerns that the same thing will apply if this development were to proceed, especially knowing that the development will bring an increased volume of cars and traffic to the area.

3. Impact to the visibility and natural lighting in the Church: Our Lady of Lebanon Cathedral is an important cultural icon that is currently highly visible from a distance. This view gives hope to many of the people who flock to the area. The buildings stain glass windows create an element of serenity that add to the meditative element of the Church. The proposal suggests that the development will not overshadow the stained glass as services are usually offered only in the morning or evening, however this is incorrect. The Parish offers services at various points throughout the day, including during the middle of the day. The blocked visibility of the Church as well as the impact to the natural lighting flow into the Parish will be a detriment to me and the community.

The development plan that is being proposed will be a detriment to my ability to freely practice my religion at my place of worship. The development will also impact my ability to commute within Parramatta, an area that I live in. I hope you will take this into consideration before accepting the proposal.

The building is near the heritage site of Elizabeth Farm which played a crucial role in the development of all of Australia, and hence must not be mascaraded by the overwhelmingly shadow of an unnecessary building. This building must not be erect and can not stain Australian history in the way that it will.

Parramatta already have significant amount of rental apartments and this proposed development is on a local street with no proper infrastructure.

I object to the project as it appears to be inconsistent with the conservation precinct; the current infrastructure and the closed street could not possibly support the traffic from such a huge development; and the height and shadowing will have a detrimental impact on neighbouring properties and communities and heritage places that have been in existence for many decades.

Such a project would almost seem like one is plonking an industrial factory in the middle of the Sydney CBD. It just DOES NOT make any sense!

MCHF Parramatta have some concerns regarding the submission of Gregory Place Build-To-Rent.
The College believes that the application will impact the College in the following ways:

1) A major increase in traffic and noise around the area. The development is considerable and will have traffic and noise impacts on the College and the surrounding Parramatta area in general. The development will exacerbate the current traffic issues facing Parramatta at present. Currently, the College surrounding roads (Alice Street, Good Street, Hassall Street, and Alfred Street) are impacted by pick up and drop off times. Gregory Place Build-To-Rent will increase the traffic which also develops a safety concern for our parents and students. The traffic and noise around the area will be further exacerbated by a development of this size. Having residential apartments located so closely to the College and our Parish precinct will significantly reduce the ability to function as a worship community in the area.

2) Privacy and Shadowing
The height of the residential apartments is considerable and will be as high as the of the statue of Our Lady at the top of the Church and also the buildings of the College. The plans also show proposed roof top gardens and landscaping that overlook the College precinct. This will raise issues in relation to privacy, as the apartment will be looking into the College precinct.

We have already lost local jobs. Surely the pandemic has taught us about local manufacturing and the importance of local jobs, knowledge industries and the like. There are plenty of appartments in parramatta and these do not need to be on local streets. Keep the zoning for commercial and encourage local businesses.

The 8 levels and the 450 + units are of great concern to me when it comes to privacy issues for my parish, Our Lady of Lebanon. We have many out family events and sacred sacramental celebrations inside our church as well as outside. The traffics congestion around our parish is extremely heavy on feast days and significant holy days in our Catholic Church, having so many more extra residents literally at our doorstep will cause kaos and mayhem

The project is excessive in both its bulk and scale and not reflective of the fragility of the surrounding state significant area.The area is fundamental to the heritage of both the local area and establishment of the colony during the 1800’s. This cannot be underestimated.
Current government authorities have an opportunity to make good on the wrongs of past regulatory authorities and change the current zoning to a more heritage focused area.
The plan presented by the property developer does not appreciate the history of the area, parking concerns, bulk / scale and therefore should be rejected in it’s entirety.

D) The crime and the social unrest will increase making the Parramatta local area not a good place to enjoy good living.
E) The site will cause additional water runoff when it rains causing flooding. the plants and animal habitat on this site will be destroyed.

I object to this proposal; because of the enormous impact to the historic setting of Hambledon Cottage and the impact to the broader area which encompasses Elizabeth Farm and Experiment Farm. The historic connections between these three early colonial places are very significant and should be enhanced through careful planning, not destroyed by a multi-storey and multiple building development.

It will impact views from Experiment Farm and Elizabeth Farm. This site could support affordable housing but not in this form which will will have an immense impact on the character of Harris Park.

I strongly object to the proposal of three large scale buildings within the site at 2A Gregory Place, Harris Park on heritage grounds.

The proposal will destroy the historic setting of Hambledon Cottage, and its critical connection to its highly significant historic setting which includes Experiment Farm and Elizabeth Farm.

Disgracefully the proposal would undo significant efforts by the community and government over many years to increase the parkland setting of Experiment Farm and Hambledon Cottage.

The proposal should not be approved.

I also desire that Government be better informed on the heritage issues of the land, and community desires. A project like this should never have gotten past initial consideration.
