Thank you for requesting WaterNSW's advice in relation to the Dunedoo Solar Farm. WaterNSW owns a telemetered monitoring bore (GW096124) on a road that appears to be on the southern boundary of the solar array and development site. Any determination in favour of the applicant should include conditions that ensure access to this site by WaterNSW is not restricted in any way, allowing for reference measurements to be taken or instrument servicing, and that the bore itself must be protected. Other monitoring sites (GW096126 and GW096123) which fall within the 1500m buffer zone are on public road reserves and should not be impacted.

Crown Lands refers to section 5.3.5 of the EIS and advise that the proponent is not required to seek land owner's consent for the Talbragar River Reserve (Reserve 89588) as this reserve is managed by Council, as Crown land manager. The pathway to facilitate the Dunedoo Solar Farm Project easement, and associated construction, is by acquisition. Essential Energy need to serve a compulsory acquisition PAN for an easement on the subject reserve to Council, as the appointed Crown land manager, and Crown Lands as the Administrators of the Talbragar River.
The processing of the acquisition may take some time. An interim licence may be required and, as Council is Crown land manager, any request for occupation/construction should be initiated with Council in the first instance.
If there will be no construction in the bed or bank of the Talbragar River no interim licence will be required, however Crown Lands recommends that Essential Energy secure their asset by obtaining an easement over the Tralbragar River.

In general WVWAC agree with the information supplied in the EIS documentation, we do have some concerns or comments around Appendix D and Appendix E.
Appendix D - there is no mention even historically of the wetland and the fact Black Swans nested there which Dunedoo is known for and were a cultural resource for Wiradjuri people. As this year has been wet, has this wetland retained water and what ecology has returned or potentially could return including the Black Swans and how will this be managed so close to the project site boundary.
Appendix E - WVWAC agree to the recommendations, which includes Aboriginal Cultural Heritage Survey of any area previously not surveyed that will be impacted.
