The purpose of the proposal is to build an energy-from-waste facility that can generate up to 58 megawatts of power by thermally treating up to 500,000 tonnes per year of residual municipal solid waste and residual commercial and industrial waste.

We all deserve to live in an non polluted environment, there is enough of it going on in the world and at one stage I am certain I heard Australia was one of the least polluted countries and am sure we have at one time or another felt proud of it. In going ahead with these sorts of projects we are contaminating every part of our lives, our wild life, water facilities and our homes, NOT to mention our generations of unborn children that are to come into this pollution infested world these projects would have created. Defects in children, Elderly with health complications, people like my self with health issues that struggle as it is and of course a lot more including all of our population with asthma that already struggle to breathe, it is already bad enough that we are not breathing pure oxygen that Mother Earth was meant to have for us to survive, but as humans we have poisoned our Earth that we are all suppose to live in with good health. I see people walking and going to the gym, people trying their hardest to eat and live a healthy life for themselves and their future children so that they too can have a healthy life. If This project goes ahead it will only add to the impact of what is already happening around us. I am against it and feel I should have a right to talk on behalf of my children and grandchildren. I believe we all should have a right in this and have a say. There are so many organizations that are doing so much to the best of their abilities to make changes and make our environment better to live in but here we are now facing this disaster that a few humans are trying to take into their own hands to rule our fate and our future generation's fate too. Mother Earth is fighting back already to clean up the mess we as humans have made, she is retaliating and this is why everything is changing for us. Our bodies fight foreign materials and viruses and now Mother Earth is doing the same. I say stop this now and I have every right as the next person to say NO to this project. As a tax payer or any other person we should all think hard before we make huge changes like this. It is not about the smell, it is about the residues it is going to leave behind that is going to cause so much illness and defects in unborn children and our wild life, not mentioning the huge drop on the Market Value of our properties in the effected areas. My biggest dream when I was growing up was to live in the area I live in now and I cherish where I live. I saw a comment a few weeks ago from someone mentioning that burying is worse that we are some what silly for saying NO to the Project, but guess what? if we used the right materials in the first place and took better care of our lives and our Mother Earth by using degradable products years ago, we would not be facing this devastation now. I hope that all I have said is taken into consideration. We are all One so lets all stick together and not let this happen.

It is not right that you’ve proposed 5 and want to put 4 in Western Sydney.
WS is one of the last places in Sydney with affordable housing for our younger generations. It is not a dumping ground for dangerous incinerators like the proposed.
Putting 4 out of 5 in WS shows an attitude of support for forcing younger generations into overpriced rentals in the city and having to pay someone else’s mortgage instead of their own because owning a home in WS will no longer be safe. If it were, why would you put 4/5 here? The government not caring about lower SES areas needs to stop.

I wish to express my objection to this project, the building of a waste incinerator in the western Sydney area.
I have lived in St Clair for many years. For most of that time I would consider the area semi-rural. However the rate of recent development nearby has significantly increased resulting in greater noise and air pollution.
What was once rural land is now being quickly developed into an enormous industrial estate consisting in large part of automated warehousing. This creates few jobs but very significant volumes of vehicular traffic, especially large trucks. The large traffic volumes have increased the levels of both noise and air pollution.
Soon, very close by, the Badgery’s Creek airport will commence operation. Not only will this add further to the vehicular traffic but the aircraft traffic will have an even greater impact in increasing noise and air pollution.
The idea of degrading air quality further by adding a large scale incinerator in the area seem preposterous to me. The company cannot give absolute assurance that toxic fumes will not be spilled into the atmosphere and the potential consequences are therefore extremely dangerous.
I find the prospect of a local incinerator very disturbing, but when I think of that combined with the other factors I described earlier I only see a future where the area no longer is a fit place to raise a family.
Western Sydney should not be seen as the solution for unpalatable projects.

Hi, I am living close to the Incinerator project site (few KMs) & hereby register my objection to this proposed energy from waste facility at Eastern Creak.
I’ve heard that the facility at Eastern Creek will burn all kinds of hazardous waste i.e. Plastic & other similar waste material to generate Electricity which will cause toxic plumes of smoke to spread. As I live in close proximity, these will reach my residence. These toxic plumes may further deteriorate my health as I am a heart patient & also other people with similar swear ailments i.e. Asthma etc.
I believe that these facilities should be established far away from major population areas so that people living in cities may have clear air for breathing.
Hence my strong objection to the setup of this facility in Eastern Creek.

I object to having an incinerator parked in the middle of Western Sydney that will create additional pollutants in one of the most populous areas in the country. This proposal goes against any sane argument that would see us reducing our air pollutants in an age where the world is getting hotter, endangering lives of citizens in a part of Sydney that is already reaching deadly summer temperatures of 45+ degrees. Adding further heat and pollutants does not improve our situation, it only exchanges one problem for another. The arguments for an incinerator is at the cost of severe ecological damage, and given the counter arguments of reducing landfill and making energy out of waste, we should be countering both aspects through better management of plastics, a push toward composting of organic waste and a huge push to replacing the burning of coal, gas and now rubbish with truly clean energy sources in solar and wind power. Each of these "For" arguments in favour of incineration are more that countenanced by the arguments in favour of better ecological alternatives. This is the wrong direction for the NSW government to be taking if it is serious about improving the lives of its citizens and it should be struck down on environmental grounds alone.

- it is too close to residential areas
- it will pose a significant health risk to myself and my children, my neighbours
- it will pose a significant risk to the workers in the surrounding commercial areas
- it is not a safe or efficient means of waste disposal

Waste incinerators are extremely bad for our health, they can cause respiratory problems, heart attacks, premature death, cancer, birth defects, infant death etc. This is a massive public health issue and should never have even been considered, especially due to the high density population in the area.

I object to the establishment of a waste incinerator in Western Sydney.

The environmental impact of such a project that will release toxic and carcinogenic pollutants into the air is detrimental to the immediate area and those that surround it.

Long term health risks will significantly impact the community from inhaling toxic fumes and ash from the facility. These pollutants will inevitably end up in our water supply.

This is 500 steps backwards in the work towards clean and renewable energy.

NO TO POLLUTING METHODS OF GENERATING ENERGY!

1. Cleanaways EIS Confirms Horsely Park Rural Residents Will Be Impacted

2. Cleanaway’ EIS States “Operation of the EfW facility will produce air emissions from the stack” (Pg 27 EIS).

3. Cleanaway’ EIS States the Incinerator Will Release Dangerous Ultra fine Particulates “the predominant particles being emitted by this facility are those that are less than 2.5 microns (PM2.5)" (Page 63 Human Health Risk Assessment).

4. Cleanaway’ EIS States PM2.5 & PM10 already exceed the safety limits near the incinerator site “cumulative ground level PM2.5 and PM10 concentrations, due to the existing background levels which already exceed the criteria”.

5. Cleanaway will burn; Unsorted MSW household red bin waste (including Batteries and Smoke Detectors), Commercial, Industrial & Manufacturing waste, office, school, shopping centre, and warehouses waste. Including the following types of waste stream; Plastic, MWOO organic material, MWOO food organics, MWOO garden organics and MWOO heavily soiled paper and cardboard.

6. Cleanaway may burn recyclables "The WSERRC proposal has flexibility to accommodate changes in feedstock as domestic recycling capacity and markets for recycled material are developed."

7. Dioxins Will Not Be Continuously Monitored at Cleanaway Incinerator -The International Agency for Research on Cancer (IARC) classes Dioxin as Group 1, carcinogenic to humans. Doesn't comply with the EU BREF on incineration.

8. Cleanaway Incinerator Does Not Eliminate Landfill - The toxic fly ash must be landfilled to a special facility for toxic goods.

9. Cleanaway using same technology knocked back in 2018 at Eastern Creek on Health Grounds.

Cleanaway’s Massive Incinerator at Eastern Creek.

We, the residents of Eastern Creek and surrounding suburbs oppose this crazy massive incinerator project on the following grounds:

1. We cannot trust the Department of Planning because they approved 5 major polluting projects in our area despite intense public opposition.

a/ The largest landfill site in the Southern Hemisphere at Eastern Creek. It emits the foulest smells 24/7, especially after rain. It has constant trucks delivering waste.

b/ A full sized steel mill in Rooty Hill which emits noise and fumes and trucks 24/7.

c/ A concrete recycling plant at Rooty Hill that emits grey dust and has trucks 24/7.

d/ A full size international airport at Badgerys Creek where planes will scream overhead and pollute 24/7.

e/ The Eastern Creek drag and car raceway has unbearable noise pollution on most days of the year. The traffic and fumes on racedays is unbearable.

2. All air pollution from factories, transport and bushfires in the Sydney Basin circulates in an anticlockwise direction. After this pollution fills our lungs in Eastern Creek, it circulates to Bankstown, Southern suburbs, the CBD, Eastern Suburbs, North Shore, Richmond, Penrith and back again. We already suffer from the 5 serious polluting projects listed above. I came to this suburb with healthy lungs but now I suffer from asthma and need daily medication.

3. The massive proposed incinerator has a sinister imput of “residual municipal solid waste, residual commercial waste and industrial waste”. That description can cover toxic, dangerous, infectious, radioactive and unpleasant fumes that will be impossible to quantify beforehand.

4. To get the 500,000 tonnes of the unspecified waste to the massive incinerator, the truck movements to and from will be a nightmare 24/7. The noise, pollution and damage to our roads will be incalculable.

5. Wallgrove Road, which will bear the brunt of the truck movements, is totally unsuitable. Just drive in the vicinity of the proposed massive incinerator on any morning or afternoon and you will be already at a traffic standstill. Even the adjacent m7 tollway is at a standstill in Eastern Creek every day. An average of 1,369 tonnes of waste per day, 365 days a year including Christmas! Are they serious?

6. The residents are kept in the dark about all aspects of the proposed massive incinerator. What will it look like? Will we see massive chimneys? Will there be unbearable noise? What will the fumes smell like? Where will the waste be stored before being incinerated? Where will the ash go? Will it diminish our power supplies? Will the operations be monitored and be transparent? Where will any profits go? Will our council subsidise the operations by raising our rates? What incentives has Blacktown Council given to Cleanaway? Has Cleanaway given the council any money or incentives to approve the massive incinerator? Why is the Blacktown Council so wishy washy about the project by calling it “energy-from- waste” which makes it sound benign and absolutely grand?

7. Why doesn’t Cleanaway build their massive incinerator closer to the source of the waste? The vast majority of the waste will come form the east of the city. If it is so safe why not build it closer the CBD say in Randwick. The middle of the Randwick Racecourse would be ideal.

8. The incinerator is adjacent to Prospect Reservoir, a source of Sydney drinking water. The toxic fumes from residential, commercial and industrial waste burning in the massive incinerator will pollute our drinking water, which will be only 500 metres away.

9. Why do these controversial projects always come up for public comment just before Christmas? People are busing preparing for end of year and holidays. Teachers are marking exam papers ands writing reports. Shop staff are flat out serving hordes of customers. Cleanaway seem to be hoping people will be too distracted to object to their massive incinerator.

10. This massive incinerator is close to at least 10 schools, both primary and secondary Schools, which will be adversely affected by the toxic fumes. Children’s lungs are particularly vulnerable to permanent damage.

11. This massive incinerator is bad enough, but there is a second proposal to build an even bigger massive incinerator within sight of this one! Unbelievable!

This proposal to build the massive incinerator must not go ahead. The people of Eastern Creek, Horsley Park, rooty hill, Doonside, Erskine Park, Minchinbury, Kemps Creek, Orchard Hills, Badgerys Creek, Mount Druitt and Blacktown are already suffering bad health and loss of enjoyment in their environment from the bad decisions of the State Planning Department. FAIR GO!

I don’t want my children growing up in western Sydney If the incinerator goes ahead. We should not be made to breath in harmful toxins such as PM10 & PM2.5. I am disgusted that this would even be considered, do we not matter? We do not support this proposal in any way and hope you will pick people over money in this instance.

I have grandchildren and reside in Minchinbury. It is a beautiful, family oriented community. Why do you want to put a toxic incinerator so close to the residential areas. We already know there are health and community concerns as well as no social interest . Department of Planning made this quite clear when they rejected The Next Generations application. We are also aware of Cleanaways numerous fines and breaches, many of late so it is a fact they are not reputable or trustworthy. We do not want any incinerators. Here are 2 breaches of many

I do not support dangerous fumes being emitted by an incinerator in Western Sydney. Air quality in Western Sydney is already poor for those of with respiratory disorders, such as asthma. No to any toxic incinerators in residential areas let alone anywhere in Australia. Even third world countries are taking these down and you are considering building them. We were not consulted and the community object to this. Cleanaway is lying or paying for yes votes. Incinerators omit toxic emissions and even worse is the ash. There is no proper control of these in Australia. My health and that of my friends, family and community would be at high risk if you allow this to go ahead
