The purpose of the proposal is to build an energy-from-waste facility that can generate up to 58 megawatts of power by thermally treating up to 500,000 tonnes per year of residual municipal solid waste and residual commercial and industrial waste.

I am deeply concerned about this proposal. Any incinerator is bad.

In western Sydney , the topography and the prevailing winds push heat and air pollution to the west where it gets trapped. Already in Western Sydney, there is a significant temperature difference particularly in summer. Pollution is high for the same reason.

The Sydney basin is the wrong area to have such a facility due to the topographic and climatic conditions which prevail here.

I am also concerned about the technology used. It might be premature to have such a facility here. More testing needs to be done and greater improvements is needed to make sure the waste is not bad. I would prefer a totally enclosed system where is no waste whatsoever.

May be in another 20 years this facility would be good but not now and never here.

There are already to many large complexes at Eastern Creek providing nuisance noise day and night, and disgusting smelling odours that drift in from across the motorway
This proposal will only add to the deterioration of the quality of the suburb. And add the real possibility of dangerous and harmful exhaust gasses generated from the incineration process wafting over our community in the middle of the night.
I really dont think this is an appropriate area for the incinerator.

My name is Barbara Wieckowski and I live in Erskine Park. I have lived in this area for the last 30 years enjoying peace, tranquillity and fresh air and now my quality of life will be affected by the “Western Sydney Energy and Resource Centre “in Eastern Creek, just a few km from my house. Consequently I object to the building of this facility which is no more than a huge incinerator but with a different name.
The construction and use of such a site will contribute to polluting the environment and affecting our health through our lungs, water used for human consumption and food and the environment.
The pollution will be caused not only by the incinerator but also by the intense traffic, already increased by all the industrial areas around Erskine Park, transporting waste which will undoubtedly cause air and noise pollution. Nothing is completely hermetic odours and small particles will be disposed in the air. This facility will cause pollution 24/7.
The health effects of the pollution generated by the incinerator will include different form of cancer, respiratory illnesses and birth defects. Incinerator workers, children and people in general living near incinerators are among the group that have been shown to experience these diseases according to the report “ Incineration and Human Health” released by Green peace.
There has been a similar project that was rejected by the EPA, and this is not a better proposal. The proposed site is too close to residential areas. We will all be affected by water, environment and air pollution.
The incinerator will burn plastics and other items that will leave residual materials, which will need to be stored somewhere. Where? In the near proximity causing other environmental problems?
The proposal promises the creation of jobs but in exchange, the health and wellbeing of thousands will be affected, incurring in financial and human losses.

I object to this project on the grounds that a similar project was rejected by the EPA in 2019, and now it is presented as a major government project. The previous company said that "it will go ahead regardless of all the protests" and it looks like they are trying again. This incinerator can't go ahead in a highly residential area, with houses and schools just a short distance away. I would like this project to be buried once and for all, as it should have been done in the first instance. Someone will make big money out of it at the cost of our health and wellbeing.

My main reason for objecting to the planned development of an incinerator at Eastern Creek by Cleanaway is because in our family we have people with lung cancer and tuberculosis. Given our conditions, having an incinerator so close to us would lead to significant deterioration in air quality and would be extremely detrimental to our health and long term well being.

As a similar project to this one was previously denied approval, regardless of reduced volumes, there is no plausible reason to now grant that approval in that location . The same principles for denial apply now for this project as they did for the previous application. Burning of waste in residential areas was outlawed in the 70s and I find it a serious health risk to be burning huge amounts of waste in the middle of western Sydney, home to majority of Sydney residents.

Strong opposition to "Western Sydney Energy and Resource Recovery Centre" (WSERRC) Environmental dangerous Impact in Plant Incinerator of
Easter Creek

In reference to community engagement, I disagree with WSERRC still planning to proceed with the project.
This huge plant of waste Incinerator will be running 24/7 for a contract of 35+ years (12,775 days). It will produce a dangerous environmental impact, creating thousands of tonnes of toxic "fly ash" per year and releasing dangerous air pollutants such as dioxins, furans, and
ultra-fine particulates. Many of these poisons are carried in the wind impacting communities and ecosystems long distance from the point of origin. 
In the following link  "If the proposal is approved, additional investment and up to a further 200 construction jobs and 50 established". Environmental Impact Statement (EIS) have not included other vital aspect of the project :
a)Organic waste (FOGO) processing facility
b)pre-sorting facility
c) ash treatment facility
 Where and how are those processes done?
Are those projects monitoring the safety and wellbeing of the community?

I'm a resident from Erskine Park (population 6436 resident 2016 census).
 I have medical conditions including; Fibrosis and atelectasis subplurally in my lungs, which affects my breathing, producing respiratory difficulties.
The Cleanaway's project (The Wester Sydney Energy and Resource Recovery Centre 25896) newsletter was delivered to my door. The information provided in the newsletter is an issue of great concern; as the project presents a harm to the community over a long-
term.
A research that I conducted presented multiple findings and concerns from members of community:
1) The new technology are basic incineration variants, which increase pollution to a higher level of contamination with the emission of residues such as ash, contains heavy metal and toxic compounds like dioxins, acid gases, nitrogen oxide, heavy metal, particulates will be toxic for generations to come.
2)The innovative waste to energy technology produce severe harms health:
 A) Particles are small enough to enter our lungs, increasing respiratory symptoms, decreased lung function, aggravated asthma, development of chronic bronchitis, irregular heartbeat, nonfatal heart attacks, and premature death in people with heart disease.
 B) Carbon Monoxide causes chest pain, cardiovascular effects, vision problems, reduced ability to work or learn, decreases manual dexterity, difficulty performing complex tasks, and respiratory problems.
 C) Nitrogen Dioxide - health impacts in irritation of eyes, nose, throat and lungs, nausea, shortness of breath, reduced oxygenation of body tissues, and a build-up of fluid in the lungs.
3) Project extremely near to community,  for instance  11 schools near the Easter Creek site (Erskine Park High School, James Erskine Public School, Clairgate Public School, Minchinbury Public school, Kids Early Minchinbury, Easter Creek Public School, Minchinbury Early Centre,
St Agnes Catholic High School, Colyton Public School, Secret Heart Primary School, and Cath/West Loyola College as per link. https://www.greenleft.org.au/content/communities-oppose-waste-energy-incinerators-proposal.
There is less than 3 km from Little Graces Child Care Centre (at Unit 2, Southbridge Plaza 2 Southbridge St Eastern Creek NSW 2766).
4) Greater volume of oversized vehicle trucks arriving to empty rubbish
5) Noise emission and increased levels of vibration from all equipment and activities generated non-stop for the next 35+ years.
Conclusion
*Incinerators may decrease the volume of solid waste, but do not dispose of the toxic substances contained in the waste. They are the largest source of dioxins, which is one of the most toxic chemicals known to human beings.  
*I am concerned for the wellbeing of the community and my family that is living in this area, such as a daughter, grandchildren and great-grandchildren with a history of asthma. I certainly do not want an incinerator in my backyard. 
*WSERRC project is to convert non-recyclable waste into electricity. This massive plant is allocated extremely close to homes, schools, and business. Erskine Park, Horsley Park, Minchinbury, industrial area opposite the side part of St Clair and Part of Wetherill Park's
residents can no longer safely live or work in these areas due to impacts associated with the proposal.  The social environment is irrevocably damaged.
*The ending process of transforming organic waste materials into energy is more climate polluting than other energy sources such as: oil, gas and coal.
*The emissions of pollutants are a serious threat to local communities, which is extremely dangerous and irreversible damage to the community.
Recommendations.

*To create a plant and recycling centre (s) outside of urban zones, rather than Western Sydney which is recipient of the highest population growth.
*Transfer waste products via railway to uninhabited areas.

*Strategies for reducing unnecessary and complex recycling packaging. Make it conscience that everyone has a social obligation to assist in waste reduction as manufacturers, supermarket chains, retailers and the hospitality industry.
*There are many unnecessary single use plastic packaging such as fruit and vegetable packaging that could be made of composite materials.
*Education (visual examples by Media/advertisements on TV or/and the internet of public recycling.
Motivate to already successful recycling industries in Australia.   
*To create sources of wind and ocean water energies. 
I appeal to Blacktown's Council, Cleanaway Company, Macquarie Capital to stop this project.

This project must not be allowed to go ahead! Burning trash for power and pumping more pollutants into the atmosphere is the complete opposite of the approach we should be taking. As a resident of St Clair I am firmly against this proposal, it's bad enough we will have to put up with noise and air pollution from the airport

I strongly oppose the project. Such a facility - for health reasons - must not be built within 150kms of Sydney nor any Australian population center.
I am dismayed that the Current Government is again considering this type of project at the planned location. And it is unacceptable that any Government of NSW push through any legislation or project approval without clear just and open process. It is also unacceptable that on the current government has passed laws and is considering passing laws which take away the sanctity of life. That is government has the duty to protect life now in the case of this project. Thank you for the opportunity to submit.
