My primary concerns lies with the proposed height of the development. Positioning a 9 storey office block directly over the day care facility would have only negative impact on the comfort and welfare of the children and staff. The environmental impact of loss of light due to overshadowing would be increased significantly should the developer be given the approval to exceed the SEPP maximum of 4 storeys for this zone. The same impact would be felt by the East facing units of 49 Henderson Road located opposite the day care centre, also on Alexander Street. Loss of light in the mornings to these units would negatively impact the ability of owners/tenants to enjoy their property as well as likely lower the value of these units.
My second concern lies with the developer's request to exceed the maximum approved gross floor area for the zone. In the same manner as the request to increase the building height beyond established limits this indicates a desire to overdevelop the site for additional financial gain. The surrounding area, being almost exclusively low rise residential properties requires an appropriate balance in the level of commercial development at the ATP site in order to gain new benefits as a community without sacrificing the existing benefits. Streetside parking for example, which is currently challenging at times will likely become almost impossible with the development of the ATP site. Any consideration given to overdeveloping the site would only add further to this and other issues.
In conclusion I support the overall development goals but recommend strongly that the requests to increase the height of Building 1 beyond the limit provided by SEPP and to increase the gross floor area of Building 1 beyond the limit provided by SEPP be refused.

This is a very old area of Sydney and the terrace houses in Henderson Road are part of this heritage. They will be negatively impacted by such an imposing unsympathetic and large development.
The houses on Henderson road face north THIS IS THE ONLY SUNLIGHT WE GET INTO OUR HOUSES
The proposal will cut out sunlight for most of the day in the colder months of the year.
Further to this very important issue of LOSS of sunlight is the
scale of the development. Nine storeys of office space with light shining all night long will affect us in an overwhelming and INTRUSTIVE manner. We, and people to come after us, will forever be aware of this intrusion and its light pollution
as far as I know there was no consultation of discussion with residents in this street.
We request you consider our objections and look at the arrangement of the bulk of the building to be less oppressive to our street and to the preschool building adjacent to the development
We have lived here for over 30 years and raised our children (and grandchildren ) here and we STRONGLY object to the proposal in its present form DUE TO ITS IMPACT ON QUALITY OF LIFE of residents in this street now and into the future.

1) the scope and size of this development is not in keeping with the residential setting of the area. It is too bulky in width and height and will very imposing on the small heritage terraces that line the streets surrounding this development.
2) Parking for the construction workers and then the 10,000 workers expected in the area are not being provided for. It will left once again to the local streets to absorb this burden. The local streets barely provide for the residents let alone thousand of construction workers and then 10.000 employees Which will not all use public transport and bicycles as proposed in the submission.
3) I see this development as of no benefit to the local community and residents of Alexandria infact it will be a large scale cumbersome construction ( not at all keeping within the heritage style of the the ATP surrounds and homes ) dropped in amongst a heritage listed residential community who live here because of its heritage , feel and vibe. This redevelopment will be an an eyesore impacting by creating noise, blocking views , creating shadowing and changing and disfiguring our community and our lives

The Health and Risk Assessment notes ""Fill materials have been shown to contain elevated concentrations of heavy metals (principally copper, zinc and to a lesser extent lead), semi to non-volatile total petroleum hydrocarbons (TPHs)/total recoverable hydrocarbons (TRH), PAHs (including concentrations of carcinogenic PAH compounds as benzo(a)pyrene TEQ) and, in parts, asbestos."
Given the above, and additional information from the proposal, I would like the following to be taken into consideration before progressing the proposed development any further.
1. Another Health and Risk Assessment should be undertaken to consider the impacts on Alexandria Child Care Centre, specifically the scenario of contaminated soils spreading over the child care centre
2. Height of proposed building to be restricted to a maximum of 4 storeys as the proposed 9 stories exceeds the permissible height as defined in the SEPP 2005 for the western portion of the building
3. Safety procedures suitable for a child care setting should be outlined within the proposal (i.e. consideration of materials, fumes, noise, debris etc. next to a child care centre) as the proposal currently outlines none.

I object to the ATP development proposal as

-the streets and Redfern station will be swamped if 10,000+ people utilise ATP when our roads are already near capacity, our trains are often full in peak hours
-loss of privacy is significant, with offices looking into peoples windows and back yards. Many streets here are HERITAGE listed
-there is a large loss of public space
-there will be increased illegal parking and overparking - both during construction, and once these buildings are occupied
-the 'community' space proposed is token and is minuscule in comparison to the community space effectively removed by the development proposal
In short it will detract from the amenity and liveability of Alexandria and those that live in the nearby streets

1. FLOOR AREA
The floor of the buildings is 4.85 % greater than that in the SEPP. The developer is pushing the envelope and this has consequences on the neighbourhood. The buildings are already quite large, and the Minister should not approve an increase to this area. The floor area should be reduced to the original ruling and thereby diminish the effects covered in my second and third points.
2. OVERSHADOWING OF CHILD CARE FACILITIES.
If the floor area were reduced the shadow footprint would be reduced. At present the Alexandria Child Care Centre will be totally overshadowed at the equinox, and the Sunbeam Preschool will be partially overshadowed at the winter solstice. Our children deserve optimum conditions and no industrial building should deprive them of any sunshine or natural light whether or not it is of State significance. Our children are also of state significance.. I note that the building includes two child care facilities which we were informed by officials at a meeting of the Alexandria Residents' Association would only be for employees of the Australian Technology Park. So it seems that the children of residents are to be excluded and have the quality of their child care environments downgraded by the presence of a building which exceeds the official floor area.
3. LIGHT POLLUTION FROM BUILDING 2 AT NIGHT
At the information night on February 24 I asked about measures to prevent pollution from light in buildings which will be in use at nights. I was told that the light would be operated by sensors and there would be blinds controlled by the sun. While this will be very pleasant for the internal environment it will do nothing to avoid a residential area being drenched in bright light all night. If the building is going to have the technology to cope with bright sunlight, it should be compelled to contain the bright lights it is using at nights on the long side that faces Henderson Road which is a residential area and the two storey homes in the streets beyond Henderson Road.
The Minister is asked also to remember that there are several small businesses in the area, coffee shops, cafes and a gym that will be impacted by the plans to include a large number of shops and a gym in the buildings.

I would strongly recommend a building with a smaller footprint that does not obscure and loom over the sheds. Building one also would seriously impede the current view of the sheds.

The impact of the potentially fully used 1600 car spaces will make CBA and Mirvac a much hated neighbour. The neighbourhood is already at vehicular capacity. There are other developments including the west connex roadworks that are also impacting on the neighbourhood's livability and pollution levels. Dont add it to.
Lack of transparency in consultation with the community. Your poor presentation of clear drawings - the artist impressions of how it will look are pathetic and vague.
Alexandria childcare centre ill be overshadowed by the overscaled building No. 1. Poor planning and design. Building one is too high.

In addition, I would like to see some changes to the local traffic network preventing traffic exiting Davy Road turning right onto Henderson Road (towards Erskineville) - this direction of traffic has no facility for expansion or ability to take extra traffic.
Improvements in access to and from Redfern station to the Technology park should also be a requirement while controlling the through fare through 49 private property at Henderson Road needs to be addressed.
General impact to the local area:
* Will be a huge increase in traffic on local streets including Henderson Road to Erskineville (which has no been addressed in the documents), and parking by new works in local residential streets, including illegal parking. At present, there is already a huge local issue with parking on corners of street, in no stopping and no parking areas, on grass verges etc etc.
* Increase in rubbish from workers going to Erskineville, particularly on the northern side of Henderson Road, as opposed to through the Technology park to Redfern. This is already an issue with office parties and staff leaving this area throwing bottles, lunch wrappers and cigarette butts throughout the local area.
* Section 4.2 of Noise and Vibration Assessment; no noise assessment has been done from Henderson Road between Mitchell Road and Erskinville. This currently sees a large portion of traffic through this area and will impact all residences on this road including a bottle neck at Erskineville junction .
* Section 5.1.2 of Noise and Vibration Assessment; no details of any development of Redfern station have been addressed, currently the exit at Redfen station to the Technology park is narrow and dangerous along the road side, which will lead to congestion and accidents at Wydnham St and Lawson St.
* There is no guarantee to the height of the buildings; I have been told by locals that the original height approved was only for 4 stories but am unable to find the original plans for the Channel Seven building
* Document 2016-01-08 Appendix U_ Stakeholder and Community Engagement Summary Report.pdf; this document is for face value only, I live at 49 Henderson and no flyers as detailed were distributed, I found out about this through the Child Care center at 41 Henderson Road and my neighbours. In addition, the information session on 17/Feb at the Australian Technology park was a joke with no one there able to answer any questions. This does not bode well for the types of communications that would go ahead when building eventually commences.
In the Concept Plan, Building 1 will have a huge impact into the local residential area of
* The houses running from 86 to 144 Henderson Road which will be in shadow for most of the day (see 2016-01-08 Appendix B_ Architectural Design Report and Drawings_Part10.pdf). This will also causing issues with the current vegetation on the opposite side of the road above the rail tunnel impacting the natural green canopy and surrounds
* This building is far too close to the child care center given its height of 8-9 stories and will block natural light entering the eastern side of the child care making it more like a dungeon.
* the Child Care centre at 41 Henderson Road will be in shadow for a great deal of the day, especially in the morning which is a great time for exposure to the sun (see 2016-01-08 Appendix B_ Architectural Design Report and Drawings_Part12.pdf)
* The Child Care centre at 41 Henderson Road and also have it solar production affected as the panels will be in shade increasing the cost of running the centre and increasing the cost for parents (See 2016-01-08 Appendix B_ Architectural Design Report and Drawings_Part12.pdf).
* When Building 1 is being developed, there will be a big disruption to the children's sleep and well being as a result of the excavation and building which will impact the health of the children as well as the carers in the Child Care centre at 41 Henderson Road.
* The apartment complex of 49 Henderson Road will be greatly impacted by noise, dust pollution including dangerous building waste from any excavations, while the units at the end of the complex at Alexander St will no longer have their view greatly impacted.
* The townhouses of 49 Henderson Road will be greatly impacted dirt and increased foot traffic through private property footpaths and through the middle of the complete which poses a security risk for the local residences at night time.
* As per 2016-01-08 Appendix B_ Architectural Design Report and Drawings_Part10.pdf, the existing shadow is incorrect, I have been in the child care and looked at where the sun shines and where Building 1 will be, this is simply misleading while the child care at 41 Henderson Road is not in shadow from the existing Channel Seven building at 9AM.
Building Phase:
I appreciate this is difficult to address, however, with the impact in loss of sunlight, extra workers and toxic dust in an area with a lot of residences and an existing child care facility with a large outdoor area (which will be useless during the building phase) I have to object to the position and size of Building 1 given it's proximity to the Child Care and its height which will dominate the landscape and destroy the open feeling of this residential area.
I will also add that the website majorprojects.planning.nsw.gov.au is not secured through encryption despite the personal information being transmitted and it's validation on the form is very poor.

I have lived in Alexandria for nearly 22 years, and in that time I've seen Channel 7 move into the ATP, and cause major disruption to my area. The new development will significantly increase the problem, without any transport infrastructure to help. The government seems to think Westconnex will move more people into the area, but there is no where for them to park (except on my street).
At a time when we should be moving towards decentralisation, this development will bring more people into the city. The ridiculous aspect of this is that people in the outer suburbs would actually prefer to work near where they live, and yet businesses are being encouraged to bring them into the city.
I strongly oppose this development.

Not enough provision is made for on site car parking or for the necessary upgrades for public transport to deal with the influx of an additional 10000 workers.
Without these increased facilities, the additional load will put a severe strain on an already badly congested area. Such congestion is inconsistent with aims of increased productivity, innovation and amenity for both locals and visitors alike.
