Message
by Sydney Catholic Schools (SCS), in response to the proposed State Significant Development (SSD-51147710) at 270 Horsely Road. SSD-51147710 proposes the construction and operation of a multi-level warehouse and distribution centre, which is to be located across the road from SCS’s asset, Mount St Josephs College (MSJ), a secondary school for girls.
The application is on exhibition from 13 September to 10 October 2023. The intent of this letter, as agreed with the Department of Planning and Environment (DPE), is to present the key areas of concern that SCS have for SSD-51147710. This letter will be followed up with a detailed submission. We appreciate DPE’s flexibility in this approach, and hope that the feedback provided in this letter and the detailed submission to follow will assist in minimising negative impacts of the proposal, and maximising positive outcomes for the community.

The proposal outlines significant tree planting along the perimeter of the property. It is unclear how much space will be allocated between the tree and boundary. Structures abut the Beaconsfield Street boundary. Roots and canopies can cause significant damage to foundations and the structure. Intensive planting may also impact the water table. A lowered water table may cause foundations to settle causing cracks and other structural damage. Trees selected for planting should have compact canopies with non invasive roots. They should be planted far enough away from structures to allow the tree to form unhindered by structures not squeezed into a space. The height should be lower than existing factory structures along Beaconsfield Street to reduce damage or overshadowing of solar panels or interfere with drainage. It needs to be said trees are welcome.

The factory at 176 Beaconsfield Street houses extremely sensitive grinding machines that are sensitive to external vibration. Of particular concern are earthworks along the back and side boundaries of the factory. These should be performed outside working hours after 4pm or saturdays.

Factories abuting the Beaconsfield Street boundaries should be provided with the site manager's phone number to promptly communicate problems during he different stages of the project.
