St Leonards Telstra Exchange

Proposed state-led rezoning changes to the Telstra Exchange site in St Leonards.

The Department of Planning, Housing and Infrastructure (the department) placed an Explanation of Intended Effect (EIE), draft Design Guide and an Environmental Impact Statement (EIS) on public exhibition between Tuesday 30 January and Monday 26 February 2024

These documents relate to the proposed state-led rezoning and State Significant Development (SSD) of the Telstra Exchange site located at 524‑542 Pacific Highway, St Leonards.

For more information on the Environmental Impact Statement (SSD application), please visit the Major Projects section of the NSW Planning Portal.

If approved, the state-led rezoning will enable development of a 43-storey mixed-use building (and additional rooftop plant machinery) that will feature Build to Rent (BTR) housing, key worker housing, serviced apartment accommodation and retail premises, while retaining the existing Telstra Exchange building and the critical infrastructure housed within it.

Exhibition has now closed and the department is reviewing the feedback that the community and stakeholders provided. The feedback received will be summarised in a report that details the key themes raised in submissions and this will be used to inform the rezoning finalisation. It is anticipated that a finalisation update will be available in mid-2024.

If you have any questions on this proposed state-led rezoning, please direct them to [email protected].
