Riverstone East stage 3 is a new precinct planned for Sydney’s North West Growth Area. The precinct is located approximately 40km northwest of the Sydney CBD, in the Blacktown Local Government area.
The Department of Planning, Housing and Infrastructure, in collaboration with Blacktown City Council, has prepared the Riverstone East stage 3 draft indicative layout plan (ILP). The draft ILP and supporting documentation will guide the sustainable development of housing, and other land uses, within the precinct to meet the needs of a well-connected and diverse community, supported by local facilities and infrastructure.
The Discussion Paper details the proposed planning framework and legislative amendments for rezoning of the precinct under the State Environmental Planning Policy (Precincts – Central River) 2021 (Precincts – Central River City SEPP) in the Blacktown Local Government Area.
Public exhibition for the draft ILP and Discussion Paper will take place from 15 February to 14 March 2024 and will provide the public with the opportunity to view and provide formal feedback on the plans.
Feedback received during the exhibition period will be reviewed and considered in finalising the plan in 2025. Once finalised, the land within the precinct will be rezoned and Blacktown City Council will become the consent authority for most new developments.
