Increase height of building from 12m to a range of heights up to 21m

Apply foreshore building line to portion of site zoned RE1 public recreation
Provide a minimum 10,000sqm non-residential uses (including 3,000sqm for light industrial uses)
Allow commercial premises as additional permitted use in zone R3
List Bushells factory as Local Heritage item
