The Hon Carl Scully is a former member of the NSW Parliament (1990 – 2007) and from 1995 to 2006 held various Ministerial portfolios, including Roads, Transport, Housing, Police and Leader of the House. From 2007-2015 Carl worked for WorleyParsons in a local consulting role and then for several years in a semi-global business development role, primarily in Africa. Since late 2015 he has been semi-retired.
During his tenure in Government, Carl was responsible for the planning and delivery of several major infrastructure projects, including the Eastern Distributor, the Cross-City Tunnel, the M5, the M7 and the Lane Cove Tunnel Motorways and the Epping to Chatswood rail link. He was also responsible for implementing numerous key policy reforms and the planning and delivery of transport logistics for the Sydney 2000 Olympics.
Carl was a solicitor from 1983 until 1989 and was Chair of the NSW Mining Safety Advisory Council from 2015 to 2018 and has been Chair of the Sydney Eastern City Planning Panel since January 2018.
Roberta Ryan has expertise in urban governance, strategic land use planning, and comparative planning systems, which have been the focus of her career for more than 30 years. Through leadership positions in academia, the private and public sectors, Roberta has covered many aspects of planning systems including strategic land use planning, development assessment, statutory approvals and appeals, and major project delivery.
Roberta specialises in integrating multi-displinary approaches to deliver successful land use planning solutions within government, the built and natural environments, and the community. Her ability to mediate and facilitate shared outcomes that deliver both the government and stakeholder’s shared objectives is widely recognised. Roberta understands that there are both challenges and opportunities in balancing competing interests through strategic planning and development assessment and she is renowned for engaging and bringing together diverse views in sensitive stakeholder environments.
As a town planner Jan has extensive and wide experience with a major focus of her career in the assessment of development applications throughout the State.
Jan served as a Commissioner of the NSW Land and Environment Court for 14 years before her retirement, and since that time has been appointed as chair and or expert member to several local planning panels.
Other previous senior roles include Corporate Manager of planning and development at Liverpool City Council and in the Department of Planning: Deputy Manager for the Southern Sydney Region; and Executive planner to the Coastal Committee.
