The City of Sydney Council sought an exempt development pathway to facilitate outdoor performances in Cathedral Square (1 Cathedral Street), including a stage and seating areas, over summer for three (3) months.
At Council’s request, the department made a State Environmental Planning Policy (SEPP) to amend the Sydney Local Environmental Plan 2012 to insert exempt development provisions to allow this to occur. The exempt development provisions allow a series of outdoor music, dance and theatre performances during the three months. The provisions also allow the temporary installation of event-related structures, such as a stage, seating areas, toilets, lighting, and temporary food and drink outlets.
The Council will use their outdoor events approval process to manage the environmental impact of this event, including considering issues such as noise, access, security, amenity and traffic, as well as the food and drink provisions. Following assessment and any approvals, the Council will remain in operational control of the events at all times.
The exempt development provisions will cease to operate after 1 April 2021, after which the exempt development provisions will no longer apply and the temporary structures will be removed from the site.
The Explanation of Intended Effect (EIE) was on exhibition from 24 November until 7 December 2020.
