Complying Development Certificate

As part of determination, the system now requires a certifier’s registration number, which will be validated against the NSW certifier licence database. Only those with a valid licence will be able to determine certificate applications. Information on certifier licence statuses will also be made available for reporting purposes.

Please note that if a certificate application is being assessed by the Department of Planning, Transport for NSW, Sydney Olympic Park Authority or the Lord Howe Island Board, the certifier’s registration details will be optional and will not be validated.

The Portal menu list has been modified to include CDC modifications to align with the DA Online Service.

Development Application (New DA, Mod, Review)

  • Consent authorities are now able to identify and obtain biodiversity details for new, modification and review workflows as outlined in the Environmental Planning and Assessment Regulation 2021 and the Biodiversity Conservation Act 2016.
  • Consent authorities are now able to enable notifications for Development Application exhibitions.

DA Online

The Land and Environment Court (LEC) document upload function has been enhanced, including:

  • Re-naming screen heading to “Land and Environment Court Documents”.
  • Prevention of cases being accidentally re-opened on document upload.
  • Modification to some on-screen wording for better usability.State
  • Agencies are now able to create, assess, and determine Concurrence and Referral cases acting as the consent authority on Online DA cases.
  • State Agencies are now able to create, assess, and determine Concurrence and Referral cases acting as the consent authority on Online DA cases.
  • A correspondence error occurring when some users responded to additional information requests for DA cases has now been rectified.
  • “Heritage Impact Statement” document is now optional.

    • Prevention of cases being accidentally re-opened on document upload.
    • Modification to some on-screen wording for better usability.

Online DA - State

  • Additional help text has been added to State DA applications.
  • The “Heritage Impact Statement” document is now optional.
  • A question has been added to the DA pre-lodgement application and DA forms for site access details.
  • A link to the Cladding Regulation Online Registration System has been corrected and access is now working for users.
  • The Department’s email address in relation to Special Infrastructure Contributions (SIC) cases has been updated to [email protected]
  • An issue whereby panel members on Planning Panels cases were unable to access closed or pending meeting cases has now been resolved.
  • State Agencies are now able to create, assess, and determine Concurrence and Referral cases acting as the consent authority on State DA cases.
  • Changes have been made across all services to allow properties to return latitude and longitude information for site addresses within the Portal.

Post Consent Certificate - Construction Certificate, Subdivision Works Certificate, Post-Consent Application, Occupation Certificate and Subdivision Certificate

For Principal Certifier Appointment cases, the ‘Intention to Commence Work’ action is now available for property developers, (it was previously only available to applicants).

Building Work Commencement Date Capture (BWCD) and Intention to Submit Occupation Certificate (ITSOC)

ITSOC system generated application form formatting and alignment issues have now been resolved.

Encroaching Ground Anchors

Functionality to manage encroaching ground anchors has been introduced as part of the BWCD and Expected Completion Notice process, for cases where the development is not exempt from the Design and Building Practitioners Act 2020. The following updates have been introduced:

  • Questions related to encroaching ground anchors as part of the ‘application details’ screen.
  • Where encroaching ground anchors are involved, there is a mandatory requirement to attach supporting documentation and provide evidence of removal or destressing of ground anchor (as part of the as-built declaration).
     

Revisions to Building Work Levy Notifications

Notifications to expected completion notice and Building Work Levy have been revised. Other notifications have been merged to ensure completeness of information and reduce the overall number of notifications.

Short-Term Rental Accommodation Registration

Renewal notifications and ‘Renew my Listing’ menu options are now available to both the registrant and the host of the properties. Both registrant and host can renew the property listings on the NSW Planning Portal.

DPE - Water Controlled Activity Approval

A system issue which was creating C-XXX case numbers instead of CAA-2022-XXXX case number formats has now been rectified.

State Design Review Panel

Changes to the ‘Reminder to Upload Final Design Presentation’ notification has been made to reference the Meeting ID number, including the ID reference number, and updating the location for the upload.

Concurrence and Referral

  • Changes have been made to allow customised email addresses to be used for agency clauses, instead of generic email addresses.
  • A new Concurrence and Referral type ‘Advice/Notification’ has been added to the system. This new referral type does not have an associated clock.
  • The consent authority can now request that an agency reconsider rejected clauses for re-assessment.

Planning Panel Secretariat (PPS)

Removal of unnecessary email notifications to the Planning Panel Secretariat (PPS) when Development Applications have been withdrawn.

Publication for Exhibition

The Publication for Exhibition service has been renamed to “Publish on Portal” to better reflect its usage.

Updates have been made to various tool tips to reference the latest Environmental Planning and Assessment 2021 regulations.

API

Minor enhancements have been made to existing API services, including Online DA, State DA, Complying Development Certificate, Post-Consent Certificate and Concurrence and Referrals.

Sandbox Environment

The Portal has introduced a pre-production (sandbox) environment which is an isolated digital environment that enables users to trial enhancements without affecting the existing platform (the Portal).

These features include:

  • the new look and feel of the user interface for all digital services,
  • the ability to select and manage consent authority required documents
  • the ability to refer a clause (concurrence and referrals) more than once  
  • the list of development types in the DA Online digital service

Access to the sandbox will be made available to users by invitation.
