The positive affect this development will have on the currently stagnant,if not reducing, economy and employment
in Culburra, both during construction and long term. As a major local employer, this development will increase our
capability to offer more employment and career paths for our local population, in particular regarding youth
employment.

This development has been zoned residential for nearly thirty years, as is supported by both Shoalhaven Councils
Growth Management Strategy and the State Governments lllawarra Shoalhaven Regional Plan and endorsed by
Shoalhaven City Council.
This concept has been reviewed and developed over time by the proponents to recognise genuine community
concerns:
-the development has a large set back from the foreshore
-reticulated sewerage is provided to all lots
-stormwater is used for irrigation, not discharged to estuary
-extensive water treatment has been incorporated to protect the local environment and exceeds required standards
-no stormwater will be discharged to downstream waterways, and the above measures will protect the local oyster
farming industry
-the development has no impact on Lake Woolumbulla, overcoming a major concern for some local residents
-rainwater tanks are included in each lot
-solar panels are included on each lot
-proposal has a seven stars NatHers rating.
It is hard to imagine how more generously the proponent could meet community concerns over this much needed
improvement to the Culburra area.
The population of Culburra Beach has declined over the last ten years and this development will address the current
reducing population issue by providing more opportunities for first home buyers to purchase in Culburra at
affordable prices, and give current ( elderly) residents the chance to downsize ( currently very limited options
available).
This development can only improve the current ( lack of) footpaths and cycleways in Culburra, as well as providing
much needed open space recreation areas and playing fields.
To summarise, this development is long overdue in this area, the Developer has been more than genuine in meeting
community expectations in regards to responsible development and the concept proposal will help the Culburra and
surrounding area's to positively go forward in aa sensible and rational manner.

My property backs onto Curley’s Bay. This property has been in my family for over 65 years. I kayak regularly on Curley’s Bay. There is an abundance of wildlife in and around the Bay. The water is pristine clean, no pollution, no rubbish.
I am concerned what permanent damage the 900 housing development will have on the waterways, wildlife, mangroves and native bush. A damage that can not be reversed.

This development proposal is inconsistent with Department of Planning, Industry and Environment conditions for the following reasons.
The proposal does not constitute limited development. There is no evidence of the need for the size of this development in terms of residences, sports oval or industrial use. The proposed density of the development is inappropriate for the area and there is no clear indication of the height of buildings proposed for medium/high density use.
The proposal would have considerable visual impact upon entering Culburra Beach. There is no concept in the proposal of the visual impact which the development would create on entry. Medium density development from Canal Street to the existing industrial development is inappropriate and out of keeping with the village atmosphere currently inherent throughout the town.
The proposed sports park is unnecessary as Culburra sports fields already exist. This duplication not only creates another facility for Shoalhaven Council to upkeep, the use of chemicals necessary to support such a facility create a dangerous risk to water quality both in terms of run off to Curleys Bay and ground water pollution.
Water pollution as an issue, whilst being partly mitigated by water quality ponds, will always be a major concern of this proposal. It is impossible for a development of this size and type to not adversely affect the water quality of Curleys Bay, Crookhaven River catchment and the ground water which seeps into the aquifers feeding Lake Wollumboola. This is detrimental to the local oyster and fishing industry and to the internationally significant Lake Wollumboola and the wildlife it supports.
Road access is a major concern regards this proposal. Culburra is a one road in and out township. The size of this development and consequent expansion of population will increase the traffic on an already overused, under serviced road. Most significantly, the increased traffic would create a dangerous road block if a bushfire evacuation was necessary. Residents of the proposed development would need/want to access the beaches in their cars, creating more stress on already insufficient beach access car parking.
There has been no community consultation on this proposal and as a current resident of Culburra Beach I believe it is neither necessary or desired.

Over the years the decreasing permanent population within the area has seen so many local businesses close down simply due to the fact that they cannot survive on the traditional peak holiday season trade. The local Hardware Store that had been trading for 20 years closed in 2018 for this very reason. Insufficient trade during the off peak season to justify staying. That very large building sits empty to this day as do several other retail shops in the town precinct.
I have previously submitted my support for appropriate & sustainable residential development as proposed by the Halloran Trust Committee, through their development agents Sealark Pty Ltd. I have read the detailed reports submitted by the developers & the steps taken to mitigate environmental concerns.
I make the following observations with respect to this current proposal:
* The proposed development site has been zoned residential since the early 1990's
* It is part of Council's Growth Management Strategy (GMS)
* The GMS is supported by the NSW Government's Illawarra Shoalhaven Regional Plan 2036
* The development has been endorsed by the Shoalhaven City Council
* The development has NO impact on the water catchment area of Lake Wollumboola
* The development contains a best practice Integrated Water Cycle Management Strategy (IWCMS) for the protection of the Oyster growing areas & coastal wetlands to
protect downstream water quality
*The development has a large setback (100metres) from foreshore areas
*This development has NO direct storm water outlets into any waterways.
* The IWCMS proposes storm water will be held in catchment ponds for refiltration & used for irrigation on green spaces within the development area
* The IWCMS also proposes a reticulated sewerage system for all allotments within this development
* The development provides for new parklands, playing fields, woodlands & open recreational spaces
* The proposed residential housing allotments will vary in size & affordability for future generations
* All housing will have mandatory rainwater tanks & solar panels with higher than normal energy efficiency targets (7 star NatHERS rating)
* The increase in land supply & mix of housing with this development will will provide greater opportunity for first home buyers to enter the local market as well as older
folks to perhaps downgrade or relocate
* The proposed development will bring jobs within the building industry now & over the next 10-20 years of the staged development
* There will be long term economic benefits for the local Culburra Beach community & retail shops within the town precinct
Having attended previous community meetings & presentations by the developers over recent years I feel I can speak with some authority when I say that I honestly believe they have addressed the concerns raised with regard to environmental, Aboriginal Cultural issues & water quality in the proposed development area. Yes, Culburra Beach does get busy during peak holiday periods, but without an increase in permanent residential population to inject funds into the local economy then the empty shops & Hardware Store will remain empty with many other local businesses for sale

I understand those people who would like to keep Culburra as an exclusive little town ( I am one of those myself), but people's housing needs, especially those who have grown up in Culburra and would benefit greatly from living near family, trumps my personal desire.
*The impact of the proposal on Lake Wollumboola and Crookhaven R. has been overstated and exaggerated. The developers planned run off containment scheme would reduce the impact of the current land use. For some people this issue is ideological rather than about planning. Lake Wollumboola has become a sacred cow.
*The town could do with a face lift and this development would be a good catalyst, with some modest increase in commercial activity and the planned open spaces and facilities.
*Jobs, jobs, jobs. Culburra is not quite sustainable for many businesses as indicated by the loss of the hardware shop and the many businesses that close as soon as they open. This small development would do the trick. For those who are environmentally conscious, people being able to work and shop locally would save a lot of travel to and from Nowra and reduce the nightmare traffic problems in Nowra.
*Having viewed the proposal and spoken to those acting on behalf of the developers I can see how well planned the proposal is (as you would expect with the time , money and effort, over years, put into this proposal) and how sensitive it is to the needs of the community, which is right behind it.

We have a magnificent habitat for international migration birds, bell frogs and more, why ruin a perfectly good habitat for the animals. Not to mention the fabulous waterways of our local rivers that grow some of the best oysters in the country. More development in this area would send run off from roads with oils & fuels into our precious waterways impacting on our oyster farmers.
We need to keep our coastal "village" vibe, not expand to become overpopulated with city holiday folk that don't give a crap about the area's environment or history.
I work within the local retirement village, and many residents there do not like to head out to the shops over holiday times as the holiday makers are so rude and don't give any respect to our local elderly community.
How about improving what we have?
How about a local pool & leisure centre?
How about a raised board walk around the lake & river foreshore?
We don't need more houses for more investors.

My current circumstances are that I am on a Disability Support Pension, and my desire is to live the rest of my life in Culburra Beach where I have a long standing family connection. The Proposed Mixed Use Concept Plan being put forth gives myself and others that opportunity with it’s 45 integrated housing lots.
The past few years have seen the value of realestate in the area rise substantially as wealthy holiday makers have bought up property. The AirBnB industry has also raised property prices so much so that they are out of the reach of persons such as myself. Consequently, the village atmosphere of the community has suffered. While the holiday season is busy the rest of the year is overly quiet and local businesses have suffered. There are now a number of vacant retail premises and the hardware store has permanently closed it’s doors.
The township of Culburra Beach is slowly dying - with vacant retail premises, the closure of the hardware store and businesses which only prosper in the Summer holiday season.
I am keenly aware of the value of the pristine environment and areas of habitat for sea and land animals and birds, which Culburra Beach is known for. After consideration of the Proposal I fully endorse this current plan with it’s “Best Practice” Integrated Water Cycle Management Strategy and the high level of Ecologically Sustainable development outcomes. I am also in agreement with the newly proposed plans which ensure the development will have no impact on Lake Wollumboola. I am in favour of the rainwater tanks on every lot as well as solar panels and the Water Quality Ponds.
This plan gives a much needed injection of affordable housing to the area, which will help revitalise both the commercial and residential sectors, provide jobs for locals during the construction stage and enhance the overall community.
