Development of a wind energy generation project with up to 117 wind turbines, with energy storage and associated infrastructure.

This project is a controlled action under the Environment Protection and Biodiversity Conservation Act 1999 and will be assessed under the bilateral agreement between the NSW and Commonwealth Governments, or an accredited assessment process. I object strongly to this project on the unassailable solid engineering based ground that solar and wind generation cannot under any circumstances provide steady reliable power to a power grid. The inherent capacity factor averages around 30% and there is no known or potential generation technology anywhere in the world that can provide adequate fill-in generation for solar and wind systems, except coal, gas or nuclear based systems. Accordingly these system should not be built at huge expense to the public purse followed by vast ecological destruction during building and subsequently when these systems fail and hardware has to be disposed of.

Secondly I object strongly to these systems based upon the fact that they rely on mining by child slave labour in under-developed countries.
Australia should NOT support such reprehensible actions.

As a person under 20, I strongly object to solar, wind and high transmission line installations. In particular, the spices Creek wind installation.
I am going to form part of the next generations to come. Will have to live with these ominous instillation.
Not only are they a blight on the eyesight, all flora and fauna in the vicinity of them and people living close will be constantly subject to the noise.
The destruction of farming land is of Alarming to me as what food will be provided for the people of our nation in the future if we decimate all our farming production land. Rendering it unusable as most agricultural machinery is over 3 m high, which is the restrictions put on around some high transmission lines.
I am already feeling the incumbent of mental health with the worry of the my future, my family’s future, and the children and grandchildren, I maybe blessed have, all of their futures.
I think food security plus electricity security equals National security.
There needs to be a deeper look at this out of control run to cover Australian in Solar, wind and transmission lines. Relying on intermittent uncontrollable weather.

I absolutely OBJECT to Squadron Energy’s obnoxious Industrialised Wind Electricity Generating Works - Bird/Bat/Bee Killing Monstrosity with 117 x 258m high Bisphenol A (lethal to young children - as toxic as blue asbestos) shedding Wind Turbines & Big Lumps of Filthy, Fire Inferno Lithium Batteries - 400 MW/‘with up to 1,800 megawatt-hour (MWh) storage capacity’ & Associated Infrastructure on 17,731 ha of high yielding, very productive Food resource land.
This site includes a large catchment area for the Talbragar River, borders on Sandy Creek, Native Dog Creek & Baragonumble Creek with precious, uncontaminated underground water from the artesian basin a wonderful, life sustaining blessing in this area.

Environmentally destructive Wind Turbines with toxic blades that soon suffer leading edge erosion - with hazardous toxic dust, leaking oil & likely fire from this ruinous electronic infrastructure are extreme Public Health & Safety Risks - which do not belong anywhere on this uncontaminated, limited, irreplaceable arable land or anywhere at all in Australia.

It is totally unsatisfactory that this EIS admits that it does not accurately identify the type of BESS planned.
Consequently another EIS will definitely be required for another Exhibition & submissions - prior to any assessment & approval.

The Contaminating Visual Amenity Nightmare of Spicers Creek Wind would unjustly subject rural people to an ugly, irritating eyesore - totally contrary to the naturally pretty outlook & character of the attractive rural landscape.

I object strongly to the Spicer's Creek turbine factory.
The rural agricultural areas to the west of the Great Dividing Range are being targeted for installation of renewable energy factories by way of declaring REZ's.
The fabric of the communities has been split asunder by the tactics of both the renewable construction industry & the NSW state govt EnergyCo.
Of particular importance are:
the inability of anyone to explain who will remove these units when their usable life expires? (particularly the concrete bases)
Who will be responsible for fire fighting activities in the vicinity.
Who bears responsibility for fires caused by these turbines?
I foresee large areas of productive farmland sterilised & water supplies polluted as the toxins leaching from the leading edge of turbine blades as they wear & are blown on the prevailing wind.
Environment & wildlife, particularly birdlife are called 'collateral damage' & their destruction accepted as par for the course.
It is widely reported that turbine blades are not recyclable.
Digging a hole & burying onsite are not acceptable.
Destruction of trees to enable construction of claimed CO2 saving devices seems counter-productive.
Swathes of bushland & farmland must be cleared with permanent roads put through to facilitate operations for over 2 decades.
Compaction of soil & residue toxins mean this land may never return to production as farm land.
The future:
With turbine factories come the HT towers & wires which present probably the greatest destruction of farmable country.
The setbacks required again remove arrable country from our farming stock.
Residential:
Many land owners are concerned over the infrasound noise factor produced by these things.
Assurances given seem in no way to match the experiences of reports in Australia as well as overseas. There is much debate here.
Proximity to dwellings & workplaces result in visual as well as audio pollution with the flicker effect a constant problem according to reports.
Last but not least:

I wish to object to this project on behalf of a soil scientist who was unable to establish a login to the State Major Projects portal due to technical difficulties with the site.

The Soil Survey for Spicers Creek Wind Farm appears to fail standard protocols/guidelines for soil survey, soil profile inspection techniques, presentation of field evidence and photos and oversight by qualified soil scientist. The following is a summary of concerns with the ‘Factual Soil Study Report’ undertaken by D&N Geotechnical (Appendix 16) and the Economic Assessment (Appendix 22).

1. A hand auger was used for all inspection sites. This is considered an unacceptable soil profile investigation method. Excavated pits or push tube cores are considered acceptable methods for soil survey.

2. There are no photos of the soil profiles in the report, therefore none of the core logs can be verified with photographic evidence, which is a requirement in all other projects I’ve seen.

3. There doesn’t appear to be enough soil sampling sites across the project site. All other projects in NSW I’ve seen require 1 site every 25 ha as a minimum for disturbance areas.

4. Section 3.7 of Appendix 22 of the EIS states there is 1,571 ha of LSC Class 3 Land disturbed? Class 3 land is good quality land. If true, this is far greater than any current project in NSW, and would have a significant impact on agriculture.

5. The EIS states: soils within the Project Site are slightly or non-sodic, and the Project Site is generally considered to have a low erosion hazard on average.

I know personally these soils are erosive. It is unclear where the above conclusion of non-sodic and low erosion potential came from, as there is no supporting evidence, in fact the available evidence says the opposite and the EIS claim appears misleading.

6. There has been no site verification of Land Capability and no assessment of any of the investigation sites to help ground truth the regional mapping. There only appears to be a desktop cut and paste of existing government mapping, with a handful of Geotechnical sites, none of which fulfill the requirements of a soil assessment for such a major project. This is an unusually low level of detail for major project level assessments.

Understanding the nature of soils and landscapes and the risks associated with disturbance impacts from construction activities, especially road and track building, I reject the conclusions drawn from the ‘Factual Soil Study Report’ and the underwhelming, low on detail, soil assessment and agriculture assessment. I’ve viewed other State Significant project applications and in particular the level of agriculture assessment, soils assessment and water assessments, and this is a well below standard report for such a major development in the region.

I object to the Squadron Energy project "Spicers Creek Wind Farm".

Like all "renewable" energy developers Squadron fail to identify and quantify the threatened species that will be seriously and irreversibly impacted by this project. Given that the NSW Local Lands Service identify significantly more threatened, vulnerable and protected species in the Spicers Creek area than Squadron is not surprising. Likewise BCS will undoubtedly determine that Squadron have not calculated the amount of biodiversity credits required accurately. How biodiversity credits will ever compensate the vast amount of flora and fauna destroyed in the name of wind energy is completely unbelievable.

Where does Squadron plan to obtain the water required for project construction? Projects of this size estimate the water required each day during construction is generally $1 million litres (each day). How many other projects in the area will be in construction at the same time? What impact will there be on ground water? What controls will DPE put in place to ensure that homes and businesses are not robbed of water while dozens of "renewable" energy developments are in construction in one small geographic location?

This industrial wind farm will impact the lives of those in the area. Main concerns are: health effects on humans from EMF; health impacts on livestock; overall environmental concerns; visual concerns; what happens when there is a fire in summer? Will everything go up in flames and spread fast?; what happens when the companies go bust? How will the turbines be decommissioned? IF decommissioned, the concrete pads and cabling left in the ground will impact farming in the future; Are these renewables really that green? The carbon footprint to make and run these is huge; The impacts all the powerlines have on those with them on their properties and surrounding properties; why are renewables going up in the land that makes our nation’s food? What impacts will they have on our food production?; renewables will kill off rural towns.
There needs to be more thought out into this process. Why are they not put closer to the cities in the National Parks? If they are environmentally friendly, why can’t they go there? Why does rural NSW have to cop the brunt of these?

I object to Squadron Energy's proposed Spicers Creek Wind Farm project.

The social impact on affordable housing in small communities is already being impacted by the multitude of energy projects. This project will only exacerbate this problem across the region. For some time energy developers have been actively advertising they are seeking accommodation in small communities plus they are also buying up buildings that contain accommodation. Squadron Energy will be no different. These energy developers are exploiting our communities.

Repeatedly we see these developers using the same companies for the preparation of the EIS. The template used ensures numerous mistakes, omissions, exaggerations and falsehoods.

This project serves only one purpose: financial gain for Squadron Energy. Take the government subsidies away and regional communities will no longer be plundered by developers.

It is vitally essential that an electricity generating project, generating electricity to supply to the Grid must have a full supply of fuel in order that it is able to supply electricity for every second, of every minute, of every hour, of every hour, of every day, of the year, when it makes a bid to do so.
The Spicers Creek Wind Farm has an insurmountable lack of (weather) fuel, which renders it to be impossible to ever be considered as a practical and economic supplier of electricity to the Grid.
To explain. The Spicers Creek Wind Farm turbines will be powered by a weather fuel, the Wind. At 12am, every day, the Spicers Creek Wind Farm fuel tank is empty and the operator has NO CERTAINITY AS TO HOW MUCH FUEL WILL BE AVAILABLE THAT DAY. And because the Wind Turbines can only produce electricity, when the wind speed is between 12kms/hr and 90kms/hr), the Wind Turbine Industry reports that wind turbines on average, only produce electricity on average for only 30% of their rated capacity or on average for eight hours per day. This means that Wind Turbines will be becalmed on windless days and on particularly still, frosty nights. On the other hand, Wind Turbines have to be shut down, during gale force winds. All this leads to lengthy periods of time (even several days) when the Wind fuel tank is empty and NO electricity is produced. This means there is considerable time when Wind Turbines produce no electricity. Spicers Creek Wind Farm will be typical and produce on average only 30% of its rated capacity.
Introducing Batteries to the project is of no use. Batteries alone can never produce electricity. Batteries only take in electricity and release less than they take out. Therefor batteries are inefficient in storing electricity. The inclusion of a Lithium Battery only makes the Spicers Creek Wind Farm more inefficient and uneconomic. It only increases the cost of the electricity produced to the consumer.
For the reasons stated above, the Spicers Creek Wind Farm will have no control over a daily, significant shortage of supply of fuel, that is totally dependent on the uncertainties of the weather. This disqualifies the Spicers Creek Wind Farm from ever being able to produce the reliable supply of electricity 24/7, that is our modern economy is vitally dependent on.
I also believe that the Spicers Creek Wind Farm is being misleading in quoting that 395,000 homes will be powered by the Wind Farm (Are those reading this quote, expected to believe that it will be “powered for 24hours/7days a week?) If the Spicers Creek Wind Farm is even able to produce the industry average of 30% of the rated capacity. It will mean the 395,000 homes will only be powered, intermittently, on average for 8 hours a day and for the other 16 hours will have to find a totally different source for their power. Squadron Energy Pty Ltd can clarify what period of time, they are quoting as supplying electricity to the 395,000 homes for. Is it 24 hours a day?
I believe it would be highly irresponsible to grant permission to go to construction to the Spicers Creek Wind Farm as rather than being able to make a positive contribution to the Grid, its inclusion would be totally negative and uneconomic.
Further points of objection.
1. In addition to my main objection, The Spicers Creek Wind Farm will take up large areas of agricultural land. The loss of agricultural production will be substantial, both in volume and financial from sales per annum and the loss could continue for one hundred years or more, if the land is not restored. This loss will have a wide effect on the surrounding towns of Gulgong, Dunedoo and Wellington. Set against the electricity production of the Spicers Creek Wind Farm, the lost economic agricultural production, may be more than the economic electricity production of the Spicers Creek Wind Farm while it is in production. Once the productive life of the Spicers Creek Wind Farm has ceased in fifteen- or twenty-years’ time, then the lost financial benefit from lost agricultural production will continue to have a very significant effect on the surrounding towns of Wellington, Gulgong and Dunedoo.
2. As all Wind Turbines are declared hazardous e-waste in Victoria, the European Union and parts of the US., decommissioning will be a huge problem. With the Spicers Creek Wind Farm turbines and blades, containing heavy metals, metal, sealants, copper, concrete steel reinforced blocks, concrete towers, electrical cables, etc. They cannot be demolished by bulldozing and removed by excavators, alone. But instead, they have to be removed carefully, with a huge amount of manpower, which makes the cost prohibitive. Decommissioning results in a huge amount of toxic waste to be disposed of, with in most cases landfill being the only option. Unless Squadron Energy Pty Ltd puts up a restoration bond, there will be nothing stopping the Company from walking away and leaving the local Council and community with a very expensive noxious, Junkheap, that will desecrate the whole area.
3. PUTTING 117 WIND TURBINES ON 250m HIGH TOWERS IN THE MOST FIRE DANGEROUS COUNTRY IN THE WORLD IS BEYOND IMAGINATION AND SHOULD BE STOPPED IMMEDIATELY.

IT WILL CREATE AN EXTREME FIRE HAZARD TO THE SURROUNDING COUNTRYSIDE IN A 300 KILOMETRE RADIUS. ON A TOTAL FIRE BAN DAY WITH A TEMPERATURE OF 43dC AND A NW WIND OF 70KMS/HR, IF THE SPICERS CREEK WIND FARM IS BUILT THEN THE SURROUNDING AREAS INCLUDING WELLINGTON, GULGONG AND DUNEDOO SHOULD BE EVACUATED.

With the Wind turbines being mounted on 250m high towers, if a Wind Turbine catches fire it is very likely to throw burning debris over a very wide area. Completely outside the Spicers Creek Wind Farm perimeter. And the Turbines are likely to fan the fires into infernos.
Fire fighting will be particularly difficult as fire fighters have proclaimed Wind Farms as ‘Proceed with Caution’ areas. And arial water bombers will keep several kilometres away from the Spicers Creek Wind Farm’s turbines and the wind turbulence that they create. Fires that start within the Spicers Creek Wind Farm boundaries may not be fought until they leave the Wind Farm boundary, at which time they will have reached inferno proportions. The surrounding land owners, rural residents and the populations of Wellington, Gulgong and Dunedoo, should be extremely concerned about the welfare and safety of their families and property.
4. If Spicers Creek Wind Farm should be approved to be built, then it should be mandated that the Spicers Creek Wind Farm have a Public Liability policy to cover fire and other possible damage to surrounding areas of at least $10billion to $50billion.
For the above reasons I strongly believe the Spicers Creek Wind Farm should definitely not be granted a planning permit or in any way allowed to proceed to construction.

This project involves the clearing of habitat of threatened species, and the size of the development is concerning for bird and bat species that inhabit the area.
There are very few on-going skilled jobs that are created by wind power projects to the detriment of the local community.

While the proponent states that this WF has a 700 MW capacity to power over 395,000 homes, the lower capacity factor (~37% of wind power on average) will never meet these targets for sustained periods of time.
Construction requirements will leave a lasting impact on the environment. Up top 1,000 m3 of concrete will form the base of each turbine and this will never be removed from the ground even after any decommissioning. There is also a large demand for water for concrete and dust suppression during construction (up to 2 million litres per WTG) placing significant demand on water resources in this region. The presence of WTG blades prevents the use of aerial water-bombing to fight fires, due to the obstacle hazard presented by turbine blades within the smoke. This cannot be avoided even if WTG are turned off. Therefore, there is the potential for catastrophic bushfires risk duing hot dry summer periods, with no way to hold up a progressing fire front, presenting high risk to lives in surrounding communities, and neighbouring forested areas.
