Dear Sir/Madam,

Regarding Sandstone precinct- stage 2 mod 16 extension of construction hours to 24 hours 7 days per week, I am a resident in 38 Bridge St building close proximity to the Education Building. I have read your noise assessment document on this website for this proposed hours extension (it's a good report - useful). What concerns me is that even though you have ascertained that the expected noise levels are within the allowable limits, it is nevertheless still potential noise.
I note that the works will be within a closed facade and glazed windows. However if any of the noise from the works awakes me from sleep during the night (and bear in mind I already sleep with ear-plugs inserted) then that noise is too loud even if it is below the allowable limits. If that were to go on every night until next May, it would not be acceptable. We have already had 2 years of fairly continuous noise from your site (and other surrounding sites) especially very early in the morning including Saturdays and often Sundays. That has had a draining impact on well-being over time. Any escalation of this to a 24/7 level is a concern for me.
I will monitor the increased hours and if it interferes with rest/sleep at night, I will be making a complaint and even if the noise is "within limits"(often a conveniently used phrase to get past these issues) I would expect something to be done about it. Noise is noise. If it continuously wakes somebody up at night, it doesn't really matter to me if it is within limits. ( an example would be hoisting vehicles moving around within the building emanating a continuous "beep beep beep" safety sound as they move around which is usually too loud. They are a nightmare and that sound can usually be heard echoing outside of most facades - not mentioned in your noise report of likely equipment to be used). I trust you will bear this in mind during your works and manage things appropriately.

We (my wife and I) are residents of the Bridgeport building at 38-42 Bridge St in Sydney. Our apartment directly faces onto Bridge St and the buildings currently under construction/renovation that are the subject of this application.
We have already endured the noise, contractor activity and heavy vehicle traffic associated with this project for a very long time. The COVID pandemic has meant that these interruptions and intrusions have significantly inconvenienced and made difficult the living conditions in this location. As with most NSW residents, we have been required - and are still required - to work from home, and the project has added to this already difficult situation. To now expect that residents of our building should be allowed to suffer ongoing difficulty and intrusion 24/7 for an indefinite period is thoughtless, arrogant and ignorant of the realities of the physical and mental health impacts of such construction works. To now have to suffer disturbances through the evening and early morning hours as well as during the day, with no period or respite for the surrounding residents, would never be tolerated in a suburban setting and nor should it be for residents in this city location.
At a very minimum, the developers should be doing something to offset the difficulties that residents have had to deal with for the past several months instead of penalizing them further. It would also appear to be a failure of the developers in their planning/contingency arrangements to not be able to complete their project during regular working hours. The cost of this failure must be to their account and not be pushed onto the surrounding residents to bear.
In summary, we cannot - in any way - support this brazenly gratuitous intrusion into our private lives and our mental health. It is our expectation that Council will put the needs and wishes of ratepayers ahead of this development request in which the activity being described (fit-out etc) actually does not need to be conducted out of regular hours and whose impact is merely a delay in completion to a building project.

I live in Bridgeport directly across the road from the old Education Department building. My windows look across to level 5 or 6. Since the project started we have had issues with light pollution from the works being undertaken. Even though the work was not 24 x7, the lights certainly have been. We have called and complained on several occasions, but the problem always comes back. The disruption from the site has been ongoing for years. We have been woken by construction works, reversing trucks, noisy erection and removal of scaffolding, loud voices of workmen, roadworks around the site...... the list is endless.
I have been a resident of this building and a ratepayer for more than 20 years. I accept that living in this location means we need to be flexible and tolerant of city life. However I am sending this submission to remind the relevant officials and decision makers that there are people trying to live life in this building, and that it is reasonable to ask that our needs be considered along with the requests of the major corporations, event organizers, media, film and tv companies, public entities, government departments and anyone else who wants to make use of our location in this beautiful city. In recent years we have accommodated disruptions from the AMP Quay project with demolition and construction on the next corner and directly behind our building, the light rail construction around the Quay, as well as planning permission for businesses in the new Quay precinct for loud music and trading hours that will again make it impossible to have any quality of life as a resident. I would invite you to see the rubbish, vomit and urine on footpaths that surround our building before COVID and I'm sure will do so again.
I have little hope that the needs of residents in our building will be considered over a multinational company that wants to open a six star hotel for tourists who are not allowed to travel yet because of COVID restrictions, but I wanted to put the information forward for consideration. Its not the tourists who make Sydney great. It's the residents and workers who are at the heart of the city every day.
In closing some important feedback for your department. The phone number provided on your written advice was not answered despite a number of attempts. The number rang and very quickly dropped out. There was no one to answer questions or provide advice. If anyone had answered my call, I would have asked for the proposed timeframe for this 24x7 construction work. How long will we be subjected to this unacceptable disruption? Can you let me know please?
And finally, if the application is approved, can you add the condition that every window must be effectively blacked out please? It is not reasonable to expect that residents of Bridgeport be subjected to daylight 24x7 as well.

Dear Sirs,
I object to this proposal. Internal fitouts can, and should be carried out during usual business hours. There is no justification for allowing a 24/7 approval - especially where residences are impacted.
