Due to a recent amendment to State Environmental Planning Policy (State and Regional Development) 2011 the consent authority for this project is now the Minister for Planning and Public Spaces. The Minister has delegated determination of the project to the Department.

Development of a 80 MW solar farm, associated infrastructure and potential battery storage.

I would like to note our objections to the planned Quorn Park Solar Farm (Application SSD-9097/ Department of Planning, Industry and Environment).
Some of our country is directly joining the proposed development that will clearly be negatively impacted by the proposal.
I have the following concerns;
1. Beyond our own farming land, a large amount of the other country, including lifestyle blocks overlook this development, costing us the right to look at natural landscape as one would expect.
2. The value of the surrounding land would be negatively affected by the presence of the solar farm.
3. The land in this area is prime food and stock country, with high productivity and should be left as such. This has an impact on the lifestyle and income of current and future farming generations. The impact caused to the land, even upon removal of the solar farm would cause decades of damage to the quality and productive country.
4. The development could prove to be harmful to the native flora and fauna and the broader environment beyond the visual loss of what is brilliant farming country.
Parkes is fortunate enough to have many new and existing developments. This includes North Parkes Mines, large Inland Rail Developments, proposed Special Activation Precinct and two existing Solar Energy Farms. All of this is good for our district but is permanently locking up more and more traditional high quality farming country – particularly close to town. Lower value, long term, large acreage non-essential development like Quorn Solar Farm could be better placed elsewhere and this should be considered.
The 1st existing and 2nd under development Solar farm are both well positioned to be visually non-obtrusive to the public with very few even being aware of its existence. The same thing cannot be said for the proposed Quorn Park Solar Farm.

*glare from galvanised post and panels
*dust from the project
*use of prime ag land, reduces my capacity to make an income in hay making and contract harvesting
* I would have to increase my public liability insurance to cover working next to the solar farm

We live within the 2km boundary of Quorn Farm, our view to the west is over the Quorn Farm. We don't want to look over a large solar farm. There are many people on the western side of Parkes that will be looking over the solar panels located in the bottom of the valley. We will also have reduced land values and get glare from the steel work and panels. We also have concerns about the heat coming from the from the reflection and panels. Our insurance would not cover a fire started at harvest spreading to the solar farm, the solar farm should not be built on this prime agricultural land.

I am shocked and can't believe that this proposal is going to impact on this family business. I have been staying at Orange Grove accommodation on way to Sydney and back for some time now. I find the area a tranquil stop off with not being to far from the highway but feels like a million miles away in the middle of nowhere. It's a beautiful spot with the mountains, miles of paddocks and quiet and peaceful with a beautiful view of the country side. If this goes ahead the view from the accommodation will be spoiled and be impacted with noise, and dust and a view that will spoil this amazing place.

I have developed and sold many 10 acre blocks on the western side of Parkes. These block are high up and have great views to the west of Parkes including over Quorn Park. Most of the residence who have built on these blocks would not be aware of this project. They would not be happy having there views impacted by this large solar farm. I still have 8 blocks in development this solar farm if it goes ahead will reduce my capacity to sell the blocks. I object to the development because the value of my blocks will be reduced, the solar farm will affect my rural views and the landscape/rural views of the people who have purchased and built on the blocks I developed. This land in the lower part of the valley is prime ag land and should not be used for a solar farm.

Quorn Park is a prime arable cultivation property situated within 10 kilometres of the township of Parkes NSW, yet the EIA suggests Quorn Park is a 470ha grazing property, part cropping? As a contractor having worked on this prime agricultural land supporting dryland farming and grazing, I believe it is not suitable for a Solar Farm, but very suitable to cropping and grazing livestock. Quorn Park is high quality agricultural land.
A check of the adjacent Solar Farm to the south of Quorn Park does not support the assertion there will be 'an improvement in soil conditions for plant growth is considered likely with benefits to soil and pasture from the shading of the solar panels. Near-surface soil daytime temperatures will be reduced in summer, which is likely to result in less water loss via evaporation and a reduction in soil carbon loss'
The assertion that 'There are just twelve residences within 2 km of the property boundary, three of whom have limited views
of parts of the development site from the curtilage of their homes' suggests there will be nine residences which will be severely impacted. All twelve will be impacted by the landscape and visual impacts which are considered major. Again, these 12 residences will be impacted by 'noise and acoustic amenity values for all those living and working in this vicinity, both during construction and operation.
This application is unable to provide details of the proposed energy storage system or the type of equipment to be used to provide this Solar Energy?
This development will take approximately 9 months to build, operate for 30 years and take one year to either recommission or decommission and rehabilitate the site.
If this is the case, why build this project on what has been established to be prime agricultural land for the past 119 years?
This Environmental Impact Statement (EIS) has been prepared to support a Development Application (DA) lodged with the NSW Department of Planning and Environment (DPE) and appears to be biased in favour of the development. They identified Parkes as one of eight opportunities, but the only one to be built on prime agricultural land.
The EIS is unable to provide information on the site preparation, how it will manage the development of ground cover etc, or how much water will be consumed during the initial stages of clearing the land, preparing the site for building or when the Solar Farm is up and running, as it will be dependent on climatic conditions. If the drought continues, will this project be postponed until suitable climatic conditions exist?
The solar farm will change the rural outlook of the area into an industrial site. This development will have significant and detrimental impact on the local environment and families.
Quorn Park Solar Farm QPSF will be surrounded by a 2.4m security fence with lighting and cameras, housing solar panels, inverters and battery storage areas. The EIS study states 'visible landscape change will be low?'
QPSF is of a similar size to both the Parkes and Goonumbla Solar Farms COMPBINED, yet it is to be built on prime agricultural land.
Resale value of adjacent farms will drop dramatically. It is estimated that surrounding land value will drop between 20% and 40%. The Photon Energy Solar Farm, Brewongle via Bathurst development proposal was struck off due to the effect on land devaluation.
This development is on zoned prime agricultural land, surrounded by established residences. The decision to propose this development at this site is due to financial factors, not established environmental nor current use.
Why will site construction activities be restricted to the Environment Protection Authority’s (EPA) recommended standard hours for construction; being Monday to Friday 7.00 am – 6.00 pm; Saturday 8.00 am to 1.00 pm; and with no work on Sunday’s or Public Holidays, if there will be no compromise to the acoustic amenity values for all neighbours.
During the past several weeks it has been reported in the Parkes Champion Post Newspaper and other social media sites that potable water has run out at the Parkes Brick Pit and other Potable water sources. Parkes Shire residents are on strict water restrictions. How will this project obtain Potable water for there exclusive use from the Parkes Shire Council in the future to maintain their site as outlined in the EIS as the drought continues?
Should the Solar Farm be decommissioned at the end of its commercial life, the site will not be returned to its current prime agricultural cropping status, but at most will be returned to a grazing site. It would not be economically feasible to undertake the mammoth task to decommission as outlined in the EIS.
Quorn Park is a highly modified agricultural landscape which should be retained for agricultural purposes, not a solar farm. A Solar Farm should be developed on non prime agricultural land closer to where this type of energy needs to be utilized, bearing in mind the cost of $87.7 million dollars.
It is noted the solar PV modules may be periodically washed to remove excess dirt, dust or other matter reducing the electricity production output. The frequency of any washing will depend on monitoring the actual performance of the farm. RED note that experience indicates washing may be limited to occasional events such as following severe dust storms. As Quorn Park has experienced severe dust storms on a daily basis for the past six months, does this mean the panels would be cleaned on a daily basis using 116KL of water on each occasion? As Parkes Shire Council has no Potable quality water for sale at this present time, where will Potable quality water be sourced from?
I note QPSF will employ the equivalent of 2-3 full time employees when operational. Quorn Park currently employs 3 full time positions and 5 - 6 part-time seasonal positions.
With regard to consultation and lack of written response or contact with RED, a reason could be that the respondents do not have the cash resources, time nor expertise to address something that may not be feasible nor ever going to happen. Please remember we are living in extreme drought conditions and people shining their bottoms on heavy leather chairs in air conditioned offices away from Parkes may not be aware of this crisis. Respondents have been busy trying to keep their assets.
I note consultation Notification was undertaken via the placement of a newspaper notice in the Parkes Advocate. Unfortunately I have never seen nor read the Parkes Advocate!!.
As Quorn Park is land with the best combination of soil, climate, topography and water for agricultural production and this type of land is a limited resource in New South Wales, it should be maintained for future generations;
Quorn Park agricultural land should not be alienated directly through lands being used for nonagricultural purposes and indirectly by incompatible developments on adjacent land restricting routine agricultural practices; and agricultural industries are a fundamental asset to the state of NSW as they provide a long
term means of providing employment, raw materials and fresh safe secure food while supporting regional communities.
Therefore, the proposed renewable energy development at Quorn Park Solar Farm should be rejected due to the above concerns.

The Quorn Park Solar Farm - yet another solar farm for the Parkes area - is proposed to be built on PRIME AGRICULTURAL LAND. This area is zoned by Parkes Local Environmental Plan as farming land, it is not an industrial area! The solar farm construction and use will affect the surrounding established homes and farming land, creating a visual eyesore with high fencing, lighting, glare from the panels, steel and concrete. It will greatly devalue surrounding land prices. It will create a negative impact on our contract hay cutting and windrowing business caused by a likely decrease in production of crops - surface and ground water interruption, increased weed and pathogen levels and "Heat Island Effect". We have annual work next to the proposed site. During the construction phase the increased number of vehicles moving will cause a safety issue for us to safely move our oversize machinery along the road. The impact study was not carried out in an "average" year, as we have been in drought for some time now. It is not known what will happen after the 30 year timeline has ended. It seems this plan is one of financial gain to a small number of people.

I have concerns for my neighbours who are more directly affected by the construction of this proposed project. They fear that the project is using good agricultural land and will be a blight on the rural setting, they have concerns that their public liability insurance premiums would have to increase dramatically and that the affect of a possible explosion of the storage batteries that are proposed for the site. It has been expressed to me, also, that there is a need for an independent Environmental Impact Statement to be carried out before this project gets the go ahead

We moved here from Wollongong in 2016, to enjoy a bit of a quieter country life. We love the rural aspect and the views we currently have.
If this proposal went ahead my concerns are -
The good farming land that is being used , this would prevent younger generations farming a large area of good farming country.
Properties neighbouring this land are going to be surrounded by the solar farm
Increased volume of traffic on the back trundle road
Increased dust , noise, and disturbance of natural habitat
The glare during the day, lights of a night
Our views , I didn’t buy here to look at a solar farm
It will decrease the value of my property and all those near
Why can’t they purchase land that is unsuitable for farming, away from anybody that it will concern ?
Do you not think the area has not suffered enough with the drought?
Please consider everyone’s concerns and advise them to find land elsewhere away from farmers and family’s trying to enjoy the quality of life we all currently have .

the use of prime agricultural land for a project such as the proposed solar farm is wrong. There is ample land to the west that is more suited to such use. The solar farm will gererate income for the area short term, where as the farming land generates income every year that is spent in the community. The farm also impacts the existing farming businesses with increased cost and haveing to adapt different managements.Farm land should be left for farming and food security.

We purchased this block in 2017 because of the rural views as we didn’t want to live in a heavily built up area with lots of house & infrastructure.

We oppose the construction of this proposed solar farm as our rural views will be visually impacted by this and the solar panels will create a glare from the sun which will also impact our views.
