Although I support the recycling of metals, I do have some concerns as to the impact of additional noise will have on my suburb. From the proposal I understand that the intended operation hours of the crushers and shredders will be extended to 6am to 9pm, 7 days a week.
The issue I have is that although I my residence is approx. just over one kilometer from the Sell and Parker site, the noise levels generated from their crushers are very loud both in the early morning and during the day if a westerly wind is blowing. My concern is that as the Pick and Payless site is close to the above S&P site, this will further provide additional noise generation due to the crushers and shredders, as well as the significantly increased traffic flow to and from the Pick and Payless site. This can and will only worsen the already high level of noise pollution we experience from time to time.
I would like to see the operating hours of the Crushers, shredders and other heavy machinery be limited to no earlier than 7am, and cease at 6pm. The days of operation should not include Sunday so we at least have one day of peace.
Noise limits and times currently apply to residents and tradespeople as to when they can operate machinery, so the same should apply to industry.

From the proposal document, I find the following comments in section 11.4 of great concern;
"Noise emissions have been assessed against the site-specific noise criteria derived from the Environmental
Protection Authority’s (EPA) Noise Policy for Industry (NPfI). The NPfI provides a framework and process for
deriving noise criteria and for determining noise trigger levels, assessing/measuring intrusive noise,
guidelines for feasible and reasonable noise mitigation measures.
The project noise trigger level represents the level that, if exceeded, may indicate a potential noise
impact upon a community. It is a benchmark or objective and is not intended for use as a mandatory
requirement. The criteria are not mandatory, nor do they mark the point at which noise levels become
unacceptable."

This proposal should only be approved if noise monitors are installed in neighboring residential areas and mandatory levels set so that noise levels are not intrusive to these areas and to ensure that the noise levels are kept to a minimum. If exceeded, action taken to identify the source and financial penalties issued against that party.
As previously stated, I am for recycling, however we should not be subject to high levels of noise pollution in the process. It appears that Pick and Pay proposal may be taking some steps to mitigate some noise levels, but as the proposal is a very significant increase in both truck traffic and heavy machinery operations, the overall effect can only be an increase in the existing noise levels.

The existing facilities at the Pick and Payless and surrounding sites / plants already creates a noise pollution impact on the residents of Kings Park and surrounding suburbs.
On some days the noise, banging, crashing etc becomes very distracting and at times unbearable.
This should not be allowed to occur at all particularly weekends and public holidays.

Further expansion of the factories/plants in this area will further compromise the residents ability to enjoy their surroundings and environment.
This area also does not need further air pollution issues emanating from the existing and proposed plants.

The expansion of the current Pick n Payless Metal Recovery and Recycling Facility, will cause additional congestion to the surrounding streets…
Currently another Metal recycling business operates only metres up the road from Pick n Payless.
Trucks are regularly parked along Tattersall Road, causing traffic congestion.
However since there is not enough parking along Tattersall Road, they circle the neighboring streets, such as Melissa Place, Kings Park. Melissa Place, is quiet cul-de-sac. Normally only vehicles visiting or delivering to business in the street would access it.
Currently Metal Recycling Trucks regularly double park in Melissa Place, presumably awaiting their delivery slots at Sell and Parker.
Being double parked is a safety risk, as it makes a two lane street, one lane for two way traffic, and visibility around these trucks is limited at best.
This also makes it difficult for trucks trying to deliver or pick up goods from the businesses in Melissa Place difficult to enter or exit
In the last few months we have seen increasing amounts of damage to cars legally parked in Melissa Place.
To our knowledge, there has been at least one head on collision, as a vehicle exiting a drive way in between parked trucks, with a vehicle entering the street. This was the direct result of a metal recycling truck which was double parked obscuring the vision of both drivers. We have CCTV footage of a number incidents directly related to these trucks and believe that it is only a matter of time before we have a serious incident, if not a fatality.
Our employees have also raised their concerns as its difficult access and leave the site safely.

There have also been trucks delivering to the current recycling facility being over laden with vehicles, vehicles extending beyond their bins, not securely contained or fastened. With the Police and RMS detaining the vehicles, for checking. As there is no where on Tattersall Road to do this, they tend to spill into surrounding streets, double parking and causing traffic issues.

In addition to the traffic situation, the trucks carrying scrap metal also regularly drop debris and dirt from the existing metal recycling plant along the streets they travel.
Tattersall Road is notorious for metal debris. One of the local tyre retailers has commented “ Tattersall Road is great for business, the amount of punctures and damaged tyres it brings in”.

We do not believe that Pick and Payless increasing its metal recycling operation will benefit the area.
If the development is to proceed, then we believe that they would need to comply with strict regulations, necessitating constant oversight by authorities which are overstretched already and may not appreciate the added burden this may bring.
In summary, to support any redevelopment / expansion of this site we would need to be assured that any proposal will at least
• allow for significant on site parking of the vehicles accessing the Recycling facility, and not filter onto surrounding streets.
• Ensure stricter transport requirements, so vehicles entering the facility do not drop debris on the road
• Have provisions for either local Council, Police or other relevant authorities to monitor the area to ensure that trucks are loaded securely and safely.
