My comment is based on ISBN 978-1-925659-22-1, Draft EIS Volume 1: Main Report, June 2017, page 152, section 5.4.13 "Traffic management and access". The current state of Willowdene Avenue Luddenham does not suit being an access and haulage route for The Northern Road construction. Willowdene Avenue is a 3.4km residential street of predominately 80km/h, but also 60 and 40km/h speed zones (school time dependent). The only centre dividing line and group of cat eye reflectors are extremely worn out and less than 20m at Silverwood Avenue junction (see photo). Otherwise there are no line markings and cat eye reflectors for general driving, low light, fog and rain conditions. Following heavy rain events the edges of the road crumble and erode whilst patches in the centre become pot holes. Liverpool Council fills in the holes but the outcome is identical after the next heavy rain event. If Willowdene Avenue is to be used for access and haulage it first requires road works with markings to enable a sturdy and safer path for motorists.
