I am a member of Glebe Rowing Club (GRC), an amateur, volunteer based rowing club that has operated on the water of Blackwattle Bay since 1879. The Bay is our home and we rely on safe water conditions for our 150 members to continue to use the water.
I support the overall Fish Markets development as a positive for the local community and Sydney residents and visitors. It is an amazing opportunity to open up the land around Blackwattle Bay for use by the community.
I object to some important aspects of the proposed development and request:

- improved analysis of the impact on water traffic be undertaken and factored into the design and Master Plan;
- modifications be made to the design of the Eastern Wharf to ensure the safety of rowers; and
- the implementation of necessary safety provisions during the early works project into the construction contract to ensure the safety of water users during the long construction phase.

I believe the markets are in need of an upgrade but object to the current proposal on the following grounds:
1. The site. The business case to relocate from the current site is not clearly justified. The current site has entry and access points that cause far less disruption than that planned under the proposal. If the current site is developed for apartments, this will create even more traffic and parking congestion, making traffic worse than has been modelled for the current proposal. Possible plans for the current site, must be factored in to the decision on this DA applying to the new site. In addition, the use of this proposed site means a significant lost opportunity to provide open space and access to the harbour that all Sydneysiders and visitors could enjoy.
2. Traffic congestion. As a local resident we continually suffer traffic bottlenecks regularly occurring on Bridge Road and surrounding streets especially during peak hour. It can take several changes of lights to turn right from Bridge Road into Wattle Street, often resulting in the right-hand turn lane traffic being banked back and overflowing into the other lanes. Trying to turn right into Wentworth Park Road from Bridge Road is almost impossible sometimes. Moving the markets to the proposed site, which has additional amenities and seeks to attract more visitors, even though traffic measures are planned, and there is an aim to encourage the use of public transport, will only make things worse. The government's own modelling suggests there will be at least 400 additional vehicles utilising Bridge Road to enter the car park during the week day peak period of 5 to 7pm, which is a 100% increase on current levels.
3. Parking in Glebe's residential streets. The proposal states that overflow of demand on the car park will be managed but these measures cannot be guaranteed. I live within 10 minutes walk of the current site, and will be 5 minutes from the new site. Parking issues already occur in my street from time to time even though timed parking limits apply. These limits are rarely policed by council inspectors, and it is expected additional cars will seek to park in my street and other nearby streets, and this will not be actively policed, causing problems for local residents who will not be able to park within a reasonable distance from their homes. I am especially concerned about the impact of this issue over the weekends.
4. Environmental. If building on the proposed site takes place this will disturb existing toxic sediments, and contamination will place at risk the 26 species of fish and over 50 species of molluscs, starfish, sponges, oysters and macroalgae that have been identified. Significant costs will be incurred in remediation.

Blackwattle Bay is home to two rowing clubs, Glebe (a mixed club) and Sydney University (a ladies club). I am a member of Glebe Rowing Club (GRC), an amateur, volunteer-based rowing club that has operated on the waters of Blackwattle Bay since 1879. The Bay is our home and we rely on safe water conditions for our 150 members to continue to use the water. Our member numbers have risen steeply in the last year and we have many relatively inexperienced rowers who may be less able to cope in unpredictable situations. The development is going to create those conditions and needs to be carefully managed.

However, I support the overall Fish Markets development as a positive move for the local community, Sydney residents and visitors. It is an amazing opportunity to open up the lands around Blackwattle Bay for use by the community.

I do object to some important aspects of the proposed development and request:

I am a Glebe resident and a long-term user of the Fish Market. I am also a member of the Glebe Rowing Club. While I support the redevelopment of the Fish Market, I have serious reservations about the size of the new Fish Market development -- especially how far it juts out into the bay. And I have major concerns about how the redevelopment will affect traffic in my neighborhood, and especially safety on the bay itself, which is already quite busy. Finally, the bay is quite polluted, and I can only see this pollution increasing as more boats and more people start using the Fish Markets. I believe that serious analysis needs to be done on the impact of water traffic in the way as a result of the re-development. Joining Glebe Rowing Club was one of the reasons that I moved to Glebe. You need to understand that local residents use the bay, as they have done for many generations, especially to row. There's been a rowing club at this location since the 1870s -- it's part of the fabric of our community, and extremely important to my enjoyment of this neighbourhood. Building a massive new building that attracts masses of new boats into this small bay--people who are not used to driving slowly and looking out for rowers--is a disaster in the making. This increased traffic will undoubtedly affect already-high water pollution levels.

I object to some important aspects of the proposed development, and particularly request improved analysis of water traffic be factored into the Master Plan. I have provided more detail on these concerns in this attachment prepared by my club.

I also do not think the re-design has adequately considered the traffic congestion that will result in my neighbourhood--which will be closer to the new fish market than it currently is--or to improving pollution levels in the bay itself and in the surrounding area, which is constantly rubbish-strewn and will only get worse with the increased numbers of tourists coming into the area.

I live within 500 metres of the proposed fish market site and oppose the development of the fish market as it’s currently outlined in the Development Application.
The reasons and my comments are as follows:

Insufficient public transport:
• 6 million visitors are projected to visit the new fish market p.a. – double the visitors now,
• The addition of >2,500 units will increase density markedly,
• The existing light rail is already at overcapacity,
• Peak hour morning traffic is already congested on Pyrmont Bridge Road next to the fish markets and will get much worse once the new markets are built,
• The environmental impact statement mentions investigating bus routes but there is no detail.
FIX: We need a detailed plan for much-improved public transport (regular ferries, buses and possibly heavy rail) to support the new fish market and additional units.

Parking spaces:
• Only 417 parking spaces are proposed at the fish market. This will mean a lot of people will park in Glebe/ Pyrmont residential streets – we already experience this problem now.
• The are no parking spots for tour buses.
FIX: Deliver a detailed plan for parking and enforcing parking laws.

Insufficient public access to green spaces:
• There will be insufficient public spaces when >2,500 units are built on, and adjacent to, the current fish market site.
FIX: Provide a comprehensive plan on the inclusion of green spaces, especially with relation to the extra density caused by building >2,500 units.

No consideration of >2,500 units
• Public consultation doesn’t include this, yet building so many units will greatly impact the new fish markets and nearby resident (as already mentioned above).
FIX: Include the building of >2,500 units in the public consultation. We all know that the financial viability of the new fish market proposal is dependant on the units so it’s not fair to exclude their major impact.

I would support a new fish market development plan if the above items are adequately fixed.
