I would like to lodge my concerns as a resident. The area is zoned IN2 Light Industrial NOT IN2 General Industrial Zone. They are located 200m from residents. Residents are also located along their proposed transport route long Forest Rd, Roberts Ave and Boundary Rd. I have major concerns about the hazardous waste collection being located so close to a residential area. The proposed increased collection of waste from 30 000 tonnes to 300 000 tonnes of waste in the already limited space. I am strongly concerned about 430 trucks using the local roads for delivery and as I have already stated along residential areas. The idea of trucks operating 24 hours to deposit waste causing noise for the residents 200m away let alone for the surrounding area.I am strongly concerned about the increase in operational hours until 10 pm six days a week being 200 m from residents.
I urge you to reject this application as it is NOT in a suitable area that will impact the local are by increasing traffic especially with 430 trucks per day 24 hrs a day. The size of the trucks are unsuitable for this area. The collection of hazardous waste so close to residents and the increase in noise for the residents.

I strongly object to the proposed expansion of the waste depot at 20 Hearne St Mortdale. The massive increase in truck movements along Boundary Rd would be disastrous for the local community. Exiting Treloar Ave onto Boundary Rd is already a difficult task. There have been several accidents at this intersection in the past. Increasing heavy vehicle movements to the degree mentioned in the EIS would make this near impossible and extremely dangerous.
The proposed extended operating hours and increase to tonnage capacity would result in high levels of noise, dangerous levels of dust and unimaginable impacts to local traffic and community.
For these reasons I consider it unthinkable that this proposal could be approved.

I object to the upgrade of the Mortdale waste centre in Hearne St on the grounds that 24 hour operation will create noise pollution by heavy trucks and effect residents in nearby streets.
Traffic will increase greatly on the already congested Boundary Rd and surrounding streets diminishing the quality of life for all residents of Mortdale and surrounding suburbs. This area is mixed light industrial and residential not heavy industry. Residents are already concerned about noise pollution by trucks and this will be increased tenfold.

I wish to express concerns with this proposal. I have no issues re the recycling plant as I fully support the process. However, what concerns me, is the enforcement of compliance re the truck activity in and out of Hearne street. I have resided at the property directly opposite Hearne street since april 1970 when there were homes opposite. We endured a decade of trucks from Cleanaway Industries leaving this former site in the early morning hours 1-5 a.m. Eventually, through a long battle in the Land & Environment Court around 2002, the Court enforced Cleanaway to vacate the site. Please, present us and surrounding residents with the departments' plan on how this proposal will be ENFORCED. As you can appreciate, when you check on council records on that court order , we do not want to have to go through this again. Yours Sincerely Gerry Palmer

Hearne Street, Mortdale is zoned light industrial. It is a busy street already congested with trucks double parking and general movements of cars and trucks servicing the area.

Mortdale Recycling Pty Ltd proposal to increase the waste material handed by ten fold is unreasonable. This would change the zoning to heavy industrial and set a precedent for the area. Hurstville Council already rejected the use of B-doubles in a trial by Ace Gutters as an impossible strain on the local roads. As it stands the area should not have a waste disposal business in the area. Hearne street used to be a clean and tidy street, now it's gutters are lined with dirt and the street is full of litter.

Being located only a couple of doors from the Bingo Waste Facility we see the everyday real problems on an ongoing basis of how the street has changed since the arrival of Get Fast Waste and now Bingo affect our Street daily. If this expansion is passed it will severely affect our business and the surrounding businesses as it is way too big and does not fit the area.

Currently trucks line up and restrict access to driveways. The dirt and dust from the current operation is a big problem and the rodent population has significantly increased in surrounding businesses since the waste site started operations. As a manufacturer in the area the waste business is a totally unsuitable neighbour and increasing its capacity will only increase the problems for the current complying businesses.

One of the biggest concerns is the dust problem and this problem has many ongoing issues as follows;
1. Dust problems and dust born diseases take a long time to surface, looking at the dust coming down when you are standing outside is a major concern. We do not know what we are breathing.
2. We try to keep our factory clean from a technical manufacturing perspective but this is now impossible.
3. Our cars parked outside are now dirty within several hours of being cleaned, this helps to point out the on going issues of dust and the amount of dust floating in the air we breathe. Before the waste facility arrived we only cleaned our cars on average weekly to fortnightly, now to keep your car clean you could wash it daily.
4. Parking is also of concern, to increase incoming material ten fold will mean more staff. Where will the staff of Bingo and neighbouring businesses park once the inward rate of truck movements and material increases?
5. Hearne Street is now filthy, the gutters are filled with dirt, when vehicles travel along the street there is a plume of dirt being sucked along by the trucks and cars. The Road surface is slippery and dangerous when it rains.
6. Waste trucks entering the Bingo site often travel at speed down Hearne Street and straight into the Bingo facility, quite often we hear screeches of brakes as usually the trucks are going too fast to slow down sufficiently to give way to oncoming traffic. The drivers of these trucks coming and going from the Binge waste facility usually show little regard for other road users on Hearne Street.
7. Large trucks coming and going affect Hearne Street and Boundary Road and there now too much traffic using Boundary Road. The impact of the expansion will choke the local roads and streets.

Bingo promises and guarantees much in their proposal but there is no way they can do even a part of what they promise.

I therefore object to this proposal going ahead.

Mortdale Recycling Pty Ltd proposal to increase the waste material handled by ten fold is totally out of line with the areas light industrial zoning.

This is an area surrounded by residential streets. It is not heavy industry which is what the development proposes. The amount of noise, dust and dirt would be impossible to control. Ace Gutters situated on the opposite side of the road already operates a paint line in the street which is questionably light industry. But they were instructed by Council to install a filtration plant to filter any dust that might escape. They were also not allowed to use B-doubles in the local streets. This development eclipses any of Ace Gutters expansion.

How would the dirt and dust be filtered from this site? It wouldn't - it's impossible to control. How would the police services control the amount of truck movements in the local streets? They wouldn't! It is totally out of character with the area and an impossible intrusion.

The use of the site currently as a waste disposal site should not have been allowed. It is not light industry. Light industry companies are restricted by where they can set up. There are few factory sites available to purchase in light industry areas, These areas need to be preserved for the industry they were intended for. Where do these small industries go when large industries are allowed to take over. These small companies are an essential part of the economy and yet more of them are disappearing as development takes precedence. Small pockets of industry within residential areas are essential for growth and employment.

Heavy industrial areas are not compatible with residential areas and this is what this development proposes. More truck movements, more noise, more dirt and dust. I definitely object.

I strongly object to the proposed extension to the site and operating hours of Mortdale Resource Recovery Facility (SSD 7421) on the following grounds:
1. As a private resident living on Boundary I believe that I should have been consulted. The Environmental Impact study is floored as I have not been included. Any change to the operation of the facility will directly affect me and my family and I believe that I should have been notified. To date I have received NO information from either Georges River Council or The NSW Department of Planning and Environment. I believe that some residents in Barry Ave. Mortdale have been notified as "neighbouring landowner/occupier". If this application is approved I will be directly affected as the trucks will drive directly past my house, making access to my property very difficult. I believe that the Environmental Impact Study is compromised, as I have not been consulted.
2. NOISE: I have lived in my house for 19 years and have always been able to sleep at night. Although Boundary Rd is a busy road that is only during the hours of 7.30am until 5.30pm on a Monday to Friday. On Saturday it is much quieter and on Sunday there is virtually no traffic at all, indeed it is very quiet in my front yard. Of a night-time there is no noise at all from any trucks and even late into the night the passing cars (very infrequent) do not make hardly any noise. I feel that any increase to the size of the facility at Hearne Street will directly impact on the quality of mine and my family's life.

The addition of approximately 430 heavy vehicle movements per day along Boundary Rd would be catastrophic to the local community. I live in Treloar Ave, and it is already extremely difficult to exit the street onto Boundary Rd. i have young adult children who are inexperienced drivers and I fear for their safety if this proposal is approved.
The added noise due to the increase in truck movements and also the extended operating hours would be unacceptable. The increase in dust and particles in the atmosphere is an extremely concerning issue.
I am very distressed at the prospect of this proposal going ahead.

The impact of increasing the capacity to processed waste in Hearne St, Mortdale is huge to the surrounding environment. First of all, the heavy vehicle movements through the area would increase tremendously and they are notorious for creating unwanted noise pollution, dangerous driving, damaging the road surface and more often than not there are known for flinging the contents from their trucks like huge concretes and bricks on to the path they went pass.
They are still lots of residential housing nearby that they are bound to pass by and especially when the waste volume increase tenfold the chances of them having to divert to other nearby roads increase tremendously and it's becoming very dangerous for local residents just to drive in and out from their house let alone crossing the streets.
Families who have young kids and pets no longer feel safe walking in the area. And there are also childcare centres in the area who would be facing the brunt of these huge jump in the number of trucks passing by. The noise, dust and parents dropping off and picking up has to be extra careful when parking at the roadside where huge trucks swerve dangerously nearby. And because the hours of processing are lengthen the elderly and shift workers who happens to live in that area would be hugely affected by the dust and noise when peace and quiet is what they badly need.

The planned ten-fold increase to 300,000 tonnes per annum is excessive for the area.
This would add an additional 430 truck movements per day on already overcrowded local roads such as Hearne Street, Roberts Avenue (already overloaded with traffic as a result of Mortdale Plaza and the Woolworths on site there), and Boundary Road and other neighbouring roads.
These local roads are already at capacity and will not only suffer from an increase in traffic, but also from noise, fumes and dangerous traffic conditions for all road users, both motorists and pedestrians.
As a local resident I strongly object to the plans for an excessive increase to the waste facility.

Living in this area we have always been realistic when it comes to industrial noise. If it is happening within the allowed hours of operation you put up with it. We also put up with trucks out of hours already and some industrial noise. It is so quiet in Barry Ave at night, that you can hear the opening of a roller-door or someone unloading a truck throughout the whole area. If this plant was to extend its trading hours and level of processing, this is something which would greatly impact the residents. When buying our house we were happy to live on the edge of a light industrial area and I looked up the noise regulations and hours of operations before we considered purchasing. We did not expect to have the industrial presence to be extended beyond the existing conditions. This would not only impact us now, but in the future if we were to be selling our house. This would be a significant loss to us. At present my wife and I avoid Hearne St as much as possible due to the increased amount of trucks lined up the street waiting to enter. It is dangerous to drive through there and trucks tend to exit the gates without looking. The trucks are often driving though Barry Ave when using the depot and the increase in noise between 6 and 7 am is already noticeable. The proposal includes trucks loading and unloading 24hrs for most of the week. This is something that would be heard throughout the area. Whether the trucks are entering from Boundary and Hearne, or from Barry Ave, we will be hearing their activity from our home.

I would invite anyone who is involved in the decision making process for allowing this development to stand in Barry Ave between 8pm and 6am while a truck is driven down either Barry Ave or Hearne St to hear the noise that is generated. We already are dealing with this noise from premises who do not follow the rules as they stand, if this noise was to be sanctioned I doubt my family would get a good nights sleep. I am already woken many times as are my small children.

I am the owner of unit 1/16 Hearne St Mortdale. A small warehouse.
My property backs onto 20 Hearne St Mortdale.
The previous operator of the waste business at 20 Hearne St Mortdale caused considerable problems for our warehouse complex as well as the businesses in Hearne st generally. The issues were smell, vermin, noise, vibration, dust, street conjestion and debris. This operator made an application to Hurstville council to increase the capacity of the business in October 2014
Under the original council limitations the current operator has made a considerable effort to alleviate these problems yet they still exist although at a much reduced level.
However a 10 fold increase in throughput at this facility, no matter how well managed would in my opinion make operating an adjoining business almost impossible, because of the list of problems stated above.
I further contend that a waste recovery operation of the type currently operating should not be located in this suburb.

EXHIBITION OF STATE SIGNIFICANT DEVELOPMENT APPLICATION

MORDTALE RESOURCE FACILITY - 20 HEARNE STREET MORTDALE

APPLICATION NUMBER: SSD7421

SUBMISSION OF OBJECTION

I wish to make an objection to the above State Significant Development (SSD) application for the expansion of the current Waste Recourse Facility at 20 Hearne Street Mortdale. The basis of my objection is summarised below.

Non-Conformance with Council's Development Control Plan for Light Industrial Zones
* The extension of the facility's operating hours to 10pm and to 24 hour operations for truck deliveries and pick-ups does not conform with the Council's approved Development Control Plan (DCP) for Light Industrial Zones IN2 (attached).

* Council's DCP supports the Hurstville LEP (2012) and places a restriction on industry operating hours in Light Industrial Zones to between 7am and 7pm (Mon - Sat) to reduce impact on nearby residents.

* While Section 11 of the SEPP (State and Regional Development) 2011 excludes DCP requirements from SSD applications, Section 79C of the EP&A Act 1979 clearly states that the consent authority (the Minister in this case) is to "take into consideration......any Development Control Plan..." in the determination of Development Applications (including SSDs).

* Council's DCP was developed and approved to ensure a balance between supporting industry development and residential amenity. Residences and businesses were purchased based on this Planning policy. This must be respected by the Minister in determination of this SSD Application.

* If the proposal is approved, the Minister will essentially permit one facility to operate 24 hours a day in the Mortdale Light Industrial Zone under one Planning instrument, yet adjoining facilities will be restricted to 7am - 7pm under another Planning instrument. This is unfair on those adjoining industries and make it difficult for Council to enforce operating restrictions when a larger adjoining facility can operate at extended hours.


The proposal expands the facility beyond "light Industrial"
* The proposal

o increases the capacity of an existing Waste Resource facility 10 fold, from 30,000 to 300,000 tons per annum

o changes the type of vehicles servicing the facility from over 70% "light vehicles" to 85% "heavy vehicles" and 15% "B-double trucks"

* The purpose of the SEPP (State and Regional Development) 2011, under which this application is made, is a planning instrument that facilitates the development of large scale State Significant Infrastructure. The SEPP stipulates a minimum 100,000 tonnes per annum for a Recourse Transfer Facility for it to be considered SSD.

* This Waste Recourse Facility proposal is 3 times the minimum requirement for a SSD, at 300,000 tonnes per annum. This statistic in its own right shows the proposal to be well beyond what is considered a light industrial facility in a light industrial zone

* It is a major industry proposal, identified in the proponent's EIS to service major industrial construction projects identified in the Plan for Growing Sydney. It is not "light industrial".

Heavy vehicles impact on local residential Streets
* There is a significant increase to the size of vehicles servicing the facility

* Currently over 70% of all vehicles servicing the facility are light / small vehicles (see page 9 traffic impact report attached to the EIS)

* To meet the 10 fold increase in waste volume, the expanded facility will now have 85% of vehicles servicing it being large trucks (see page 25 traffic impact report)

* Not only will vehicles servicing the facility be much larger, they will increase from 204 to 430 movements a day - through local residential streets (7am to 6pm) - this will have an impact on residential streets during the day and a noise impact on Barry Avenue and Anderson Road residents during the night (when tucks are proposed to use Hearne Street only)

* Any approval of this application should, at a minimum, restrict all vehicle approaches to the facility at all times via Boundary Road and Hearne Street (where no residences exist), and restrict vehicles and operation to only 7am to 7pm, to support Council's DCP and reduce impact on residential streets.


Noise impact
* The proposal will expand facility operation to 10pm and allow 24 hour truck movements to the facility load and unload

* The Traffic impact report

o identifies that there is no existing vehicle movements from the existing facility after 7pm.

o does not identify the number of trucks that will service the facility after 7pm for the 24 hour operation, other than to say an average 15 additional vehicle movements an hour. Therefore, the Noise Impact Assessment could not have used this in its future noise modeling for the proposal at night.

o Moving from no vehicles after 7pm to large trucks 24 hours a day must have a noise impact on nearby residents in Barry Avenue and Anderson Road, particularly at night

* The Noise Impact Assessment

o is unclear if truck movements in Hearne Street or Barry Avenue are modeled in the predicted noise levels, particularly after 7pm. A reference to RMS standards is not sufficient to assess noise impact at night on residences.

o shows existing background noise very high after 7pm, strange given the stillness in Barry Avenue and surrounding residential streets after this time

o is unclear whether the noise monitoring reading that was used for existing background night monitoring was from the nearest residential monitor, or averaged over all residential monitors - most of which are some distance away. The noise monitoring graph appendix to the Noise Assessment report refers to R9 which is on Roberts Road - a heavy traffic route

o includes Airplane noise in existing background noise monitoring, which should be removed from readings at night as it is spasmodic, based on prevailing winds (i.e the flight path is used less than 1 in 6)

o undertook "attended" existing noise monitoring during the midday period, not at night. Given the high reading, attended monitoring should be undertaken at night.

o refers to ambient noise being controlled by traffic and neighborhood noise, not industrial. Night-time noise in Barry Avenue and Anderson Road is deathly quiet with minimal cars or neighborhood noise, the assertion heavy trucks in Hearne Street at night, unloading and loading and extended operational hours will not impact on residents is questionable. It must be independently examined.

* Residents of Barry Ave and Anderson Road will find it difficult understand how 24 hour large truck movements, 24 hour loading and unloading and facility operation extension to 10pm could not have an impact on residents, when background noise at night is hardly audible now.

* The short-comings of the noise assessment report will not allow the Minister to make an informed determination. A commitment to Council's agreed DCP hours of operation will.
Consultation retirements set by the Secretary in the SEARS not addressed
* The SEARS issued by the Secretary, Planning and Environment clearly states that

o "............you must consult with ........surrounding land owners and occupiers that may be affected by the proposal."

* The accompanying EIS identifies potential impacts on surrounding residential properties, yet only consults with adjoining factory land owners, not residential land owners

* Given that

o the proposal overrides Councils DCP for light industrial (impacting on the agreed planning framework when properties purchased)

o changes operating hours to 10pm

o places large trucks through residential streets to access the site

o increases vehicle movements and size of trucks in residential streets

o seeks 24 hour truck loading and unloading

o and affected residents were not included in the consultation process

* then the SEARS consultation requirement should be deemed not to have been met by the Minister.
