WestConnex M4-M5 Link: Modification

WestConnex continues to wreak havoc on communities across the inner
west. I am firmly opposed to the project and will continue to stand
shoulder to shoulder with inner west residents worst affected by this
polluting toll-road.

While I share the relief of Haberfield Public School parents and
carers that the "Option B" sites located at the former Muirs car yards
on Parramatta Road, will no longer be used for tunnelling, I am
dismayed that Haberfield and Ashfield residents will be forced to live
with years more construction than first promised.

I raise the following concerns with the proposed modification of the
M4-M5 Link:

1. Northcote Street: Residents on Northcote Street, Haberfield, will
be forced to cope with round-the-clock construction and tunnelling
until 2023. This includes up to 140 heavy vehicles are set to access
the Northcote construction site every day. Residents continue to
complain about workers parking on Northcote Street, on damage to
property, as well as ongoing issues with dust, noise and vibration.

2. Spoil Route and Reg Coady: The Government proposes heavy vehicles
use local streets or alternatively extend the operation of the G-Loop,
meaning residents will not have access to Reg Coady Reserve for years
to come. Either option is detrimental for Haberfield residents, who
are given a choice of either the continued loss of their park, or
heavy vehicles on Wattle St, Dobroyd Parade, Ramsay and Fairlight.
Residents on these streets have already endured years of construction
and heavy vehicles. Residents are sceptical they'll end up with both.

3. Access tunnel impact on homes: A new access tunnel will be dug
beneath residential homes in Wattle, Walker and Alt Streets, impacting
residential properties. The Government will not countenance offering
compensation to landowners for sub-surface acquisitions and there have
been persistent concerns with the management of complaints around
property damage from vibration. It is unclear as to whether these
homeowners will be given dilapidation reports. I strongly urge that
Sydney Motorway Corporation provide dilapidation reports to all
affected homeowners.

4. Muirs sites: While the community is broadly supportive of the
decision to no longer allow tunnelling at the former Muirs car yard
sites, concerns remain around increased traffic, with 200 cars a day
slated to use the car park, and a shuttle bus for workers moving
through local traffic on a regular basis. Questions remain around the
decision by Roads and Maritime Services to purchase these sights when
their future use for construction was uncertain. The community seek a
firm confirmation fact that Liverpool Rd, Ashfield, will no longer be
used as a spoil route, and that a clearway will no longer be
considered by Roads and Maritime Services.

5. Pedestrian safety: Cars will exit and enter the parking site via
Bland Street, which is already extremely busy and dangerous,
particularly for students walking to nearby Haberfield Public School.
There have been persistent issues with pedestrian safety at this
intersection and I am particularly concerned given that the corner is
heavily utilised by students and families as they walk to and from
school. I strongly urge the Minister to address community concerns
about safety at this intersection and to make further modifications to
traffic movements around the proposed car park to better manage
safety.

6. Footbridge: The pedestrian footbridge for construction workers is
important for worker safety, but it is concerning this will not be
available for the public given the issues detailed above. I urge the
Minister to consider amendments that will improve pedestrian safety
for the public at this intersection.

7. Crossing guard: There will be increased traffic on Bland Street as
a result of the 200 vehicles parking at the site each day. Haberfield
Public School have asked for a crossing guard to be allocated to the
crossing for the duration of WestConnex construction. A child was
struck at this location eighteen months ago, and the Government should
take immediate action before another accident occurs.

8. Impacts in adjacent communities:
a. The decision to abandon plans for a dive site on Darley Road will
come as a comfort to Rozelle residents and community groups who fought
so resolutely against the move. Questions remain around the highly
contested acquisition of the Dan Murphy's site for this use, and the
prospect of other sites being purchased for land-banking.
b. I share the community' deepest disappointment and frustration that
that WestConnex has seemingly walked away from its commitment to
transforming drainage in Camdenville Park, St Peters, into a thriving
wetland environment named after Peter Bulger.
c. Instead, the St Peters community will be foisted with an
operational water treatment plant, despite bearing the brunt of years
of construction already. Residents have raised concern that runoff
from the project may be directed into local stormwater drains operated
by Sydney Water. Residents have raised concerns about additional
traffic impacts, as well as impacts to local water and soil quality,
noting also that some of the suburb is located amongst industrial
lands underneath the flight-path.

WestConnex continues to detrimentally impacts communities along its
paths, and I am deeply concerned that this modification only promises
more pain for residents in Haberfield, Ashfield and St Peters.

The Government's rationale for the project continues to flounder as
costs continue to blow out and as questions mount about the financial
stability of this polluting toll-road.

I ask you to please consider the strong concerns around this
modification from the inner west residents I represent, as well as
their overwhelming objection to this project.

4.3.1 Site layout Parramatta Rd East and West Civil sites.

There are significant problems with this site use and layout and there
must be a better traffic management solution than is proposed for more
than 200 light and heavy vehicles entering and exiting the site 24/7.
Residents should not have their safety and amenity jeopardised due to
a significant increase in traffic on local residential streets around
these Civil sites.

1) It is stated that any of these vehicles may travel between the East
and West Parramatta rd civil sites. If this is allowed, then they will
have to use local suburban residential roads, Alt St, Denman Ave and
Bland Streets to get to Parramatta rd West civil site for example.

2) If parked in Parramata Rd East civil site, light and heavy vehicles
will have come from the West. To return to the West, that means
vehicles will have to drive around the block (Alt, Denman and Bland
St) to turn right onto Parramatta Rd and head West at shift end or to
get into Parramatta Rd West Civil site in Bland St., or to get to
Northcote Street tunneling site.

3) There must be no entrance or exits onto any part of Alt Street and
Bland St in Ashfield and Haberfield. More traffic on local roads will
cause traffic jams at Bland St lights and danger to school children,
bicycles and pedestrians. Traffic will increase significantly around
Haberfield School. As well, vehicles from this site will presumably
drive down Alt Street to turn left onto Ramsay st and head west. There
will be an unacceptable increase in traffic on these local roads. It
is currently dangerous for pedestrians as there is a hill crest at
Allum st and cars already drive fast along here making it unsafe for
pedestrians and cars coming out of driveways, as they have little
warning of cars approaching from the other side of the hill.

Table 4-5 Indicative construction vehicle numbers,
shows heavy and light vehicles movements in peak hour. Additionally
but not included in this table, will be many more movements at the
beginning and end of workers' shifts.

These Parramatta rd Civil sites must not be allowed to operate 24/7.
A) There must be a restriction on weekends for using this site
B) There must be restrictions on using these sites out of business
hours particularly involving heavy vehicle parking and maintenance.

c) Day shift times must be organized so they do not coincide with
School zones and traffic must be stopped from using local streets
during these times.

Therefore there must be no facility for Heavy vehicle parking and no
workshop for maintenance at the Civil sites. This will prevent heavy
vehicles using local roads 24/7 and another site must be found.

There needs to be a restriction on speed on Alt Street, Denman Avenue
and Bland Street for the duration of the project for safety and
amenity reasons. The same should be done on the Ashfield side of the
Parramatta Rd Civil site.

A Shuttle bus is proposed to get workers to construction site at
Northcote St. It would have to leave from Parramatta Rd West site. How
will they reach the Northcote site if the shuttle bus cannot turn
right from Parramatta Rd into Northcote or Wattle Streets as is the
current situation?

Stop the plan to have a Shuttle Bus. Workers only have to walk two
blocks to Northcote St site from the car park.

Haulage routes

All spoil trucks must use the G Loop and the M4East tunnel to get to
the West. This Change of conditions proposal is to use Ramsay,
Fairlight and Great North Road in case of congestion on the G loop
route. The experience for motorists when the M4East trucks have used
this route in the last two years has been abysmal. If Trucks are
allowed to use this route, they will block the kerb side lane. As
well, traffic making a right hand turn from Ramsay Rd into Five Dock
streets will hold up `through' traffic when trucks are on the kerbside
lane.

* During the construction period there will be an increase of dust,
this may impact our filtration system of our swimming pool and in and
around house. We have already noticed an increase of dust and dirt in
our swimming pool and in and around the house over the past few years.
This may impact on the children being able to spend time in the back
yard.
* Our fourteen year old child suffers from Asthma and we are concerned
that the increase in dust and dirt will aggravate it.
* During the construction period we are concerned about the increase
of traffic and noise by the works which may be going on through the
night. (Noise and vibration from heavy machinery). I am a shift worker
and am concerned that I will be interrupted as I sleep during the day.
* We are deeply concerned for the welfare of our children. We believe
that the proposal will have a adverse psychological and physical
effect on our children with symptoms including but not limited to
fatigue, sleep deprivation and depression.
* We have a six year old disabled child, a twelve year old and a
fourteen year old child. Our concern is that they may be unable or be
disrupted during their sleep periods which may impact on their
studies. (Our property has been identified in the EIS as potential
exposer to noise and vibration)
* Once the construction is completed it may be rezoned and sold to
developers and high density living may be approved. The issues with
this is that we lose privacy, the potential to lose natural sunlight
which would increase shade, require more heating in winter, the
increase of vehicle traffic and lack of parking. We have noticed that
while the Westconnex site may have parking, there are workers parking
in front of our house almost every day of the week. A few months ago
we saw one of the workers discard a water bottle from his car and
place it on the ground, the bottle contained a yellow liquid we
believe to be urine.
* Previously the adjacent business operated for approximately 10 hours
per day, and was closed most public holidays.
* Due to Sydney's growth rate and the cost of the toll, we don't
believe that there will be a reduction in traffic, as was evident in
the recent tolls of the M4 with motorist reverting to Parramatta Rd.
* The rear part of our property, side part of our property and the
front of our property have been acquired by the RMS. This we believe
will impact on the value of our house to the uncertainty of what will
be approved after the works.
* Due to the recent acquisitions by the RMS and the most recent next
door and around our property, we believe that our property will be
difficult to sell, hard to rent and an undesired
property that no vendor would risk purchasing now and perhaps in the
future.
* Not conducive to a happy family environment as may lead to stress
and anxiety.
* Concerns of the effect to children as can lead to physical and
mental issues such as fatigue, sleep deprivation and depression.
* Our youngest daughter suffers from a rare disability, diagnosed as
HDAC8, she has been classified as severe and we are unsure how see
will cope and how we can support her through this stressful difficult
period.
* Several years ago we received a letter from the RMS stating that we
were going to be acquired. We then received a phone call telling us
that we were not affected, we now are directly affected. This
uncertainty has caused stress in our family and will continue for many
years.
* A submission was sent to the Chief Executive, RMS last year very
similar to this one, to date no response was issued and we don't
believe that this one will be replied to.
* A site diagram on the Westconnex website indicates that a
multi-level site office is being placed directly beside our property
which will cause overshadowing, noise issues with air conditioners and
workers at the site seven days a week twenty four hours a day.
* Why wasn't this property acquired? We have been told that we could
not be acquired after many pleas to be. We have been told that it
cannot be justified. How can the RMS then justify purchasing the old
Muirs site which is using less than fifty percent of the site for the
project? The property directly next door to us is being used as a car
park which would increase traffic in the street. Please explain to
residents and our family what is going to be done with it after the
project.
* What measures of mitigation is being put in place during the knock
down of the old Muirs site? (Noise and dust.)
