I believe that Minarah College will be catering to students outside the area. Catherine Field does not fit the demographic of Minarah College. There is not enough waste provisions and there is no confirmation from Sydney Water when sewer mains will actually be available. What happens when the site is still pumping out septic and grows beyond capacity of the pump out system? It doesn’t comply with the rural aspect of Catherine Field

As a resident of Catherine fields, I am writing to object the proposed project for Minarah College for a number of reasons listed below.
1. Infustracture is not up to date and will not cope with excess traffic.
Catherine fields road is the closest street allowing a right turn from Camden valley way to access deepfields road and flow through to bringelly road.
Allowing a school of such size will cause horrendous traffic to get to Catherine field of streets.

2. Whilst Camden valley way has been upgraded to 2 lanes. Peak hour traffic is still extreme the additional influx of traffic congestion will exasperate the state of the surrounding roads causing road rage .

3. There are sufficient public and private schools within the area to accommodate the entire
area.
4. The project will cause excessive noice Pollution, disruption and damage to natural habitats of various animals including birds , foxes, turtles and bees to name a few in out loved rural area.

On that note, I trust you will consider and understand why I have an objection to this projects

This school will have convenient access to quality education and the proposed Campus would help meet needs of growing families in Western Sydney. It will cater for all stuents including those need for Special Education. The design captures rural setup and includes Aboriginal arts. This is very good for the community as it shaws the inclusive nature of the school.

I am an elderly person living in Catherine Field and have lived in this area for more than 50 years. I have 3 generations of my family living in Catherine Field.
I object against the Minarah College proposal because I am overly concerned about the traffic congestion, noise pollution and lack of privacy that will result if the development goes ahead.
I object against the Minarah College proposal because the school will be operating for long hours seven days a week so the residents from Catherine Field will not get a break from the the traffic and noise congestion. This will impose enormous hardships on the residents of Catherine Field.
I object against the Minarah College proposal because I want Catherine Field to remain rural.
I object against the Minarah College proposal because I am concerned of the longterm impacts the development of the minarah College will have on the environment.

I have lived in Catherine Field for more than 50 years. I have 3 generations of my family also living in Catherine Field. I strongly object to the Minarah College proposal for the following reasons;
In relation to the Social Impact Assessment Report titled “Proposed New Education Establishment – Minarah College Catherine Field, 268 & 278 Catherine Fields Road Catherine Field” prepared by Sarah George Consulting, this report fails to accurately represent completeness and accuracy.
- 4.0 Community Consultation - The report states that 945 flyers were delivered to residential dwellings and 8 commercial premises surrounding the subject site. I never received a flyer in my letter box. The report states that 17 adjacent neighbours were invited to a dedicated online information session. I never received any invitation to join an information session.
I strongly object against the Minarah College proposal because of the lack of awareness of this development in the Catherine Field Community. No feedback was provided to the Catherine field Community of the discussions and outcome of meetings that were held with residents.
- The point on page 2 "How will people be affected if traffic/parking demands or noise levels change" The report acknowledges that there will be additional noise through traffic and parking demands but states this is in line with planned future development. I am not aware of any planned future development released for Catherine Field. The plan does not explain how people would be affected this has not been addressed.
I strongly object against the Minarah College proposal because I feel the development of the school will lead to enormous traffic congestion in the area and this will impact the ability of Catherine Field residents being able to get to medical appointments on time, get their children to school on time and the ability of people to get to work on time, because we will be all lining up in a massive queues trying to exit onto either Catherine Field Road or Bringelly Road. This is supported by the fact that the reports states that surveys conducted demonstrate that 80% t 90% of children will be travelling to and from school using private vehicles. That is a lot of cars for a small community such as Catherine Field.
- Page 44 of the report - Public Interests. The report states that most children will be travelling from outside the local Catherine Field area. How is this school a benefit to the local Catherine Field Community? It is of no benefit to our community. In addition to this Sears 20: Social impact, EIS page 10 mentions that "The intended outcomes of the projects are to: reflect Islamic and Fijian and Indigenous cultural beliefs and provide educational opportunities to the local community". There is no Fijian Muslim community residing in Catherine Field. The Minarah College development is catering for a community that lives outside of Catherine Field. This proposal does not benefit the community of Catherine Field whatsoever.
SEARs 11. Noise & Vibration • Once again, I do not believe that the SEARs requirements of 11. Noise and Vibration have been met as the assessment carried out by Day Design Pty Ltd's "Measured Ambient Noise Level', were conducted during Covid-19 lockdown. I am of the strong view that this report is inaccurate, false, and misleading and incomplete. • I feel this report fails to accurately represent completeness, accuracy, quality, and clarity of the information in the EIS.
Sears 20: Social Impact: The Minarah proposal is out of character to the area, as it is altering a rural landscape of the area. Page 11 of the Environmental Impact Statement (“EIS”) lists the feasible alternatives that were investigated. One of these scenarios was the “Do Nothing”, approach which will result in “the site remaining predominantly rural, unplanned, and unserved”. I strongly support the Do‐Nothing approach, which leaves the site “predominantly rural”.
“EIS” report, point 3.1 Project Overview (Pages 31-33) The school will be operating from 7am in the morning to 9pm at night Monday to Friday and on the weekends 9am to 9pm. The school operating hours are of great concern to me because it will mean that for 7 days a week I will have to deal with noise from the school, traffic congestion from the school etc. Catherine Field is a peaceful rural area, the proposed development will cause stress and anxiety to neighbours and residents 7 days a week. The proposed development will only cause hardship to the residents that live in Catherine Field.
In conclusion I STRONLY Object to the Minarah College proposal as it will greatly impact the Catherine Field Community for the reasons stated above. Everyone living in Catherine Field will be greatly disadvantaged and the development will place immense hardships on the residents residing in the Catherine Field area.

(b) I strongly object against the proposal because the school will create traffic congestion in the area and surrounding areas as children are being driven into Catherine Field either by car or bus as they live outside the Catherine Field area. This traffic congestion will cause frustration for the residents living in Catherine Field. The residents living in Catherine Field will struggle to get there own children to school on time and struggle to get themselves to work on time as they will be stuck in traffic jams. This is morally wrong and will impose immense hardships to the residents of Catherine Field. As an elderly person living in the area I am greatly concerned about my ability to get to medical appointments on time, concerned about emergency vehicles being stuck in traffic jams and unable to reach residents in Catherine Field on time, this could result in a life and death situation. I do not believe that the SEARs requirements of Traffic, Transport & Accessibility have been satisfied by Ason Group's "Surveyed Traffic Volumes" as it was conducted during Covid-19. Ason group themselves state on pages 24-25 "This has a potential impact on the integrity and consistency of any traffic surveys undertaken during this period.
(c) I object against the Minarah College proposal because I am concerned about the noise levels. The school will be operating 7 days a week from 7am to 9pm during weekdays and from 9am to 9pm on weekends. The school will constantly generate noise, noise, noise. This is a quite community and we will not tolerate this disruption to our quality of life, and why should we. Once again, I do not believe that the SEARs requirements of 11. I would like to express my opposition to the proposed K-12 Minarah College. As a resident of Catherine Field for 20 years there are major issues that the proposed school would pose to the local community that are undeniably clear and that have not been recognised. Before outlining my various concerns I would like to request that my private information (name and address) not be disclosed.

To begin with, I would like to address the claim that they distributed an “Invitation to participate in online community sessions advertised to the community through flyers delivered to 945 residential dwellings and 8 commercial premises surrounding the subject site”. We did not receive any flyer, nor did we hear of any of our neighbours receiving such a flyer despite being a street over from the proposed site. This regretfully sets a precedent for what local residents can expect from any future relations with the school and whether they would truly consider the concerns of local residents. Such concerns are already abundant and discussed below.

Similar private schools such as Bellfield College located in Rossmore and Unity Grammar in Austral have both effectively illustrated the ramifications of inadequately considering the rural environment, especially with such a strong community use of the school similarly occurring at these schools. Both schools have significantly burdened the local services, particularly the roads, and little effort has been made other than what Minarah College similarly proposes now in Catherine Field across over a decade of operating. In fact, Minarah College’s host school, Green Valley Islamic College, has created similar negative impacts to local roads and services. Considering the similar rural environment of the proposed school in Catherine Field to both Austral and Rossmore, with no proposed improvements to local infrastructure or redevelopment currently scheduled or expected within at least the next five years, the precedent of these nearby schools indicates a negative outlook for the Catherine Field community should the construction of Minarah College proceed.

Whilst the proposal cites the widening of the road, a bus bay and parking spots as solutions to increased pressures on the roads and traffic, these proposed solutions are clearly inadequate. This is once again proven by the above similar schools but also a knowledge of the local area. To begin with, one must understand where the students are likely to reside and how they will be travelling to school. In lieu of the data from the 2021 census, 2016 data for the Camden area can be utilised to highlight the clear lack of demographic support for Minarah College. The 2016 Census revealed that only 2% of the local population identified their religious affiliation as Islam, with only a 0.9% increase from the 2011 census. With the estimated resident population at the time being 80,264, 2% of this would suggest only approximately 1605 residents within the Camden Council region who identify their religious affiliation as Islam, of course not all being school-age. Using this existing data would suggest that within the local area there is not a significant population present to populate such a school. The Social Impact Assessment even identifies that “the socio-economic and demographic characteristics of the immediate vicinity and the suburb of Catherine Field indicate that the population is generally older”, highlighting the lack of school-age residents to populate the school alongside the smaller population density of the area compared to other locations. The discussion of disadvantage within this assessment also suggests a lack of economic resources for local students to attend a private school, which can amount to thousands of dollars in school fees each year, with recent economic and inflationary pressures likely worsening this greatly. Therefore, the school would place exorbitant pressure on the local roads and environment as students would need to travel greater distances to attend their school.

The proposal suggests 138 parking spaces and 30 drop-off/pick-up spaces to address this, yet staff alone will take at least 60 or so of these spaces. This is particularly the case as staff will also likely need to travel by car to the school as such schools do not allow for teachers who do not follow the Islamic religion. There will likely not be sufficient spaces to accomodate the parents of the many students, or even the students once they reach Year 11/12 and can drive themselves, forcing parking to take place on Catherine Field Road. As the proposal recognises, citing “High private vehicle ridership has been observed, with a substantially lesser reliance (close to zero) on public transport options for the Green Valley Campus”, Catherine Field is a rural area and thus public transport is limited. The school may offer rather limited bus options but students will likely have to be transported by their parents driving them to school. The proposed staggered start times will also do very little to alleviate traffic concerns, instead ensuring that traffic is generated by the school for more hours throughout the day. This will provide no breaks in the traffic generated for the local residents, business owners and local wildlife. Moreover, any proposed facilities that will be open to the community after school hours or on weekends will only ensure that this traffic persists consistently, with the school proposed to be functional from 7am to 9pm Monday to Friday and 9am to 10pm on Saturday and Sunday. The proposed right turn bay will also do little to alleviate traffic concerns, with few cars able to fit in a 55 metre turning bay. Considering the average car length, less than 20 cars might fit in this turn lane; backing up traffic along Catherine Fields road for normal road users and impacting neighbours who won’t be able to turn out of their driveways.

Unfortunately, the roads are also not safe and there is no suggestion that this will be improved any time soon. There is an extreme bend in the road on Catherine Field Road near the proposed site of the school which poses a great risk to both drivers and attendants of the school. The proposal indicates that only metres away from this bend on Catherine Field Road will be the main site access point. No proposed school or community facilities with such great numbers of potential occupants should think to make such a location the setting of their facilities if they genuinely prioritise the safety of individuals. Vehicles consistently speed on these roads due to the rural nature of the area, regardless of the speed limit, including trucks and heavy duty vehicles from the multiple businesses located in the area which are forced to use Catherine Field Road due to the decision to make no right turn available from Deepfields Road onto Camden Valley Way. Even if these vehicles did travel the speed limit, which local residents can personally assure that they don’t, the sheer number of vehicles on a road with children proposed to walk the pathless and streetlight-less streets of Catherine Field Road is a severe risk. Section 3.4.1 of The Transport & Accessibility Impact Assessment clearly states “Currently there are no provisions for footpaths along the Catherine Fields road” and that “There is no anticipated footpath works planned for the Catherine Field area”. This does not meet the Environmental Assessment Requirement “identify any infrastructure upgrades required on-site & off-site to facilitate the development & any arrangements to ensure that the upgrades will be
implemented on time and be maintained”.
Local roads have also been in incredibly poor conditions in recent times due to the recent norm of severe wet weather events and low quality of the roads, with flooding and pot holes that are insufficiently repaired increasing the chance of road accidents. Parents who attempt to pick up children outside of school, because there will not be enough parking spaces, will be unsafe walking or parking on the sides of roads, additional to the impact on traffic this will have. Only mere months ago was a driver killed nearby on the end of Springfield Road due to speeding, poor road conditions and a similar road bend as that on Catherine Field Rd.


With the harsh realities of climate change and recent environmental tragedies that have taken place, especially within the Camden region, the significant contributions to pollution and environmental degradation must also be considered in relation to increased transport factors. Due to substantial deforestation and development of the Camden area in recent years, the presence of local wildlife within Catherine has greatly increased. Suddenly increasing the car traffic within the area through the development of this car-dependent school would come at a substantial cost to local wildlife, which would not occur should there be local students who can actually walk to their school or utilise public transport to minimise the number of cars on the road. Moreover, the school would require greater efforts to address local wildlife than Minarah College has currently proposed, especially due to rural nature of the location. Catherine Field residents are currently required to utilise fencing on their properties that allow for wild animals to make their way across the land through the fencing. Would the school consider such factors and be equipped to have wild animals such as foxes and snakes, which is commonplace within Catherine Field across the year, roaming through the school grounds?

A great deal of further concerns exist which cannot be addressed here due to word constraints and can be found in the attached document which includes my completed objection and additional comments from the bottom of page 2 onwards. Please read this to understand further crucial elements that support an objection to this project, including local services, construction and the SEARS.

Currently we object to the project for a few reasons.

1. Catherine Field Rd is a main thoroughfare from Camden Valley Way. The increased traffic a development like this means the road in its entirety would need to be upgraded with adequate means to deal with stormwater. Currently every time it rains the condition of the road is dangerous even to a 4wd, so the increased volume a school would impose on the road would not be appropriate without an upgrade.

2.As a resident of the area the operating hours are a concern for us, it suggests that the school will operating at a serious capacity outside of reasonable school hours and disrupt the community.

3.We would not support the development being exempt from pay contributions on the basis that it is a business to generate a profit. If they were a not for profit this position would be acceptable.

4. The plans currently redirect ALL the stormwater back to Catherine Field Rd, I'm unsure how this is appropriate given that currently the site is some 15 acres with the majority of rainwater and overland flow is dealt with using the existing site conditions. That is a rural block with predominately deep soil zones and grass areas. Currently Catherine Field Rd is not equip to deal with current stormwater demands without a school directing the majority of its stormwater to the road.

Also Minarah College has a long and proud history of contributing to the local community, including through participation in ANZAC day commemorations, fund raising activities for charities like the Cancer Council.
Finally Minarah College has shown itself to be a great place for learning. In 2020, it topped the list of best performing schools in Liverpool based on NAPLAN results. Student attending Catherine Fields Campus will benefit high quality learning which will support the growing demand for the skilled work force of Western Sydney.

I support the new campus because Minarah College has contributed to the local community through participation in Anzac Day commemorations, fundraising activities for charities like Cancer Council, donating to Foodbanks, and visiting older people in residential care. I have no doubt that it will do the same at Catherine Field .Minarah College students in Catherine Field will have access to the latest technology , STEAM and VET opportunities and will be encouraged to reach their potential.

I object to Minarah college development.
My family and I have lived in Rossmore, near Catherine Field for over 30 years.
I regularly pass through and visit Catherine Field and in particular travelling on Catherine Fields Road and Deepfields Road for many years, I believe that the proposal for a school in this area will cause the same problems for rural Catherine Fields as what’s happened in Rossmore and Austral.
Specifically, the traffic and damage to the roads around Bellfield College in Rossmore will happen the same in Catherine Fields. Developing schools without planning the surrounding roads in unacceptable.
Also, the traffic around Unity college in Austral causes unnecessary traffic chaos on the very busy Fourth Avenue, which could be avoided if the school drop off and traffic was better planned.
Please don’t repeat the same mistakes in Catherine Field as what has happened in Rossmore and Austral. Keep Catherine Fields rural. Put schools in a places that have land allocated and set aside for a school.
I oppose the development of Minarah college in Catherine Fields.

This construction project will have a GRAVE and NEGATIVE determent to the Catherine Field community in a variety of different ways including;

+ Having a vast strain on the minimal infrastructure within the suburb which can not support a project of this size
+ The operating hours are absurd with weekend construction especially having a negative impact on our roads as well as disrupting the way I live
+ The sound pollution would be dreadful with work constantly maintained through these hours being heavily irritating to myself and my family
+ Traffic during the above times would heavily impact the day to day basis of the way I live with the already poorly maintained roads being clogged and damaged further by heavy traffic
+ Coupled with the above factors is the fact the flooding and natural damage to the rural community would be great causing this small rural and local community to be tarnished by overcrowding and negative construction

The above points made are indicative of why this project MUST NOT continue!

I object to the development of the Minarah college school at Catherine Fields.
I often visit Catherine Fields to see my family and friends. I like the quiet surroundings and especially the birds. I live in a rural area not far from Catherine Fields and I know the impact that development of schools in rural Liverpool has had on the community. They put these schools in and only upgrade the road outside the school, leaving all the surrounding roads to be in a state of disrepair. The increased traffic on these already damaged roads continues to degrade them and if the development does not pay some sort of "hosting fee" to the council, the council is left with no money to keep up with the road repairs.
