I travel to and from Catherine Field everyday as I go to my grandparents house each day from school. The roads in Catherine Field already cannot cope with the amount of school buses that travel along it as well as all the added cars now that Oran Park goes through to Springfield Field and everyone wants to avoid Camden Valley Way, as it’s so busy, so they go down Catherine Field Road to get to Bringelly Road.

I strongly OPPOSE the proposal for Minarah College to be built in Catherine Field as this will have a further negative impact on Catherine Field Road.

My grandfather is also constantly trying to dig out his driveway when it rains as the water builds up and so do all the rocks from the side of the road into his driveway. The roads from all the rain are already dangerous and not often fixed properly and cannot cope with any more stress. This year has seen large amounts of flooding and according to the weather bureau this isn’t going to ease anytime soon. A construction of this size is going to cause a lot of chaos for a long time and then cause even more problems for the residents who live around it as it is proposed to be open seven days a week. When do my grandparents who have worked hard all their lives get to enjoy peace and quiet?

I go to a school with multiple entry and exit points, this school has one. I don’t even know how that is allowed or safe. What happens in an emergency? What happens if the road is flooded? What happens when there is traffic lined up along the road as it has nowhere else to go and people who live in Catherine Field cannot access their homes?

I ask that you please DO NOT build a school on Catherine Field Road!

where Islamic faith-based schools are in high demand.
Minarah College Green Valley has shown itself to be a great place for learning. In 2020, it topped the list of
best performing schools in Liverpool based on NAPLAN results. Students attending Catherine Fields Campus
will benefit high quality learning which will support the growing demand for the skilled workforce of Western
Sydney.
Western Sydney families deserve to have convenient access to quality education and the proposed Campus
would help meet this need.
The school will provide ongoing jobs for teachers and for tradesman during construction period.

I am currently building in Catherine Field and purchased land that is zoned large lot residential for a reason. We wanted to move away from our current location (near a school) to enjoy peace and what we consider Catherine Field to be ‘rural’ life.

I strongly OPPOSE the proposal for Minarah College to be built in Catherine Field.

As a frequent user of Catherine Field Road (to visit family and also our new land) I am always conscious of driving to road conditions and am concerned that the only part of the road that is proposed to be upgraded is along the school frontage. That leaves a large part of Catherine Field Road that will remain dangerous, full of hazards and potholes.
I understand that the majority of students will not live within Catherine Field but will be driven in a private vehicle or bus, only adding to more traffic movements and more wear and tear of the roads.

I also note that section 3.4.1 of the Transport and Accessibility Impact Assessment clearly states: Currently there are no provisions for footpaths along Catherine Fields Road. Also: There are no anticipated footpath works planned for the Catherine Field Area.
This clearly does not meet the Infrastructure Requirements and Utilities set out on page 7 of the Environmental Assessment Requirements: ‘identify any infrastructure upgrades required on-site and off-site to facilitate the development & any arrangements to ensure that the upgrades are implemented on time and be maintained’.

As a builder in the local government area of Camden Council I am bound by many rules and regulations, this proposed school goes against MANY of these rules and regulations that I must follow as a landowner. Why would a school be allowed to go ahead if their governing body cannot also follow these same rules and regulations.

I urge the NSW Government to review this proposal and determine it NOT right for Catherine Field.

I lived in Catherine Field for 20 years, moved away to a block and have now purchased land (1 acre) and am building back in Catherine Field.

I strongly OPPOSE the proposal for Minarah College to be built in Catherine Field.

The entire road network throughout Catherine Field is not suitable to be able to cope with the abundance of traffic that a school of this capacity will incur. The roads are soft on the edges and wash away during the rain and are only patched and filled which presents as a temporary fix until the rain returns and further damages the road. The recent rain is evidence of this and has caused damage to my car whilst driving on Catherine Field Road.

I also have huge concerns that this school has only ONE way in and out. I currently work at a developing school in Edmondson Park. We have 1250 students this year and are still growing. We have FOUR entries and exits for cars that park on surrounding roads and students then walk into the school. We have a separate bus bay and another area for kiss n drop and we still have traffic issues. Our roads are complete with curb and guttering, footpaths and the like and we still have traffic issues. The proposed kiss n drop is for 30 cars, where are all the other cars going to line up? surely not banked up along Catherine Field Road. My school has a kiss n drop for double that amount of cars and we still have council rangers and police dealing weekly with complaints from residents about roads and driveways being blocked.

There is also NO way that the proposed amount of car spaces inside the school will cater for a large staff as well as visitors to the school. Special events for a school of this size will mean hundreds of cars, where are they going to park? Surely not along Catherine Field Road! The school proposes to hire out the sporting fields on weekends. My son plays sports on the weekend and we need to leave early every week to get parking at sporting grounds and these grounds are not in school grounds with limited parking.

With the recent opening of roads from Oran Park to Springfield Road and the closure of access from Camden Valley Way down Deepfields Road the traffic on Catherine Field Road is excessive and the road cannot cope as it is. The pressure of added traffic from a school of this size would be a DANGER to the safety of all involved.

I URGE the appropriate governing body to determine that Catherine Field Road is NOT the right location for a school.

As the proposed Minarah College will be positioned in a semi-rural suburb, the surrounding roads, walkways, storm water and waste water are not adequate for the substantial size of the development. Further upgrades of the surrounding services mentioned need to be upgraded prior to the completion of the site. In particular, Catherine Field Road is in very poor condition for driving on with an uneven, cracked, pot-holed surface. This requires immediate resolution as it is a danger to drivers and pedestrians. Also, if there is an expected large increase in foot and car traffic, Catherine Field Road needs to be immediately remediated to remain a good to travel surfaced thoroughfare.

I OBJECT to the proposed Minarah College for many reasons, but in short the fact that this development does not meet with, and is based on incomplete or inaccurate commissioned reports, further the submission seemingly overlooked pre-existing and prior commissioned reports by other authorities. Given all details as reviewed the only single logical conclusion I have been able to reach is: the development Does Not meet with the best interest of the community i.e.:
1. Provide any significant benefits to the local community and its residents
2. Maintain the current safe rural environment as it exists, further, it appears to fail in it’s “Duty of Care” to the local community, public and environment.
3. Mitigate known development risks of this type and magnitude, nor does it manage the many newly introduced risks, but rather it will seemingly introduce potentially catastrophic conditions for the students of the school, the local residents, environment and surrounding rural community.

Thanking you in advance for your consideration of the concerns as raised, and I look forward to your reply in having all the noted concerns, issues and unacceptable risks satisfactorily and thoroughly addressed.

I object to D.A: SSD-30759158.
In the Planning Secretaries Environmental Assessment Requirements Part 13 Stormwater and Wastewater says the
application should;
- Provide an integrated water management plan
- In consultation with local council and other authorities
- Detail designs for the site onsite/ offsite treatment
- Demonstrate compliance with local council and water authority requirements and downstream impacts
- Provide full hydraulic details and detailed plans for proposed works, that comply with relevant standards of council
or water authority.
In the EIS page 43 the applicant has “discussed with Camden Council” this application.
In the D.A, the expert report from Martens Consulting Appendix U states “Estimated design wastewater generation
rates based upon proposed site usage numbers provided by client” page 8, and a site field investigation on
25/11/2021.?
The application even in stages to a common person is for:
- a child care centre and associated canteen and commercial food preparation area of approx. 1000sqm. Including
nappies, sanitary products and wipes, which in this proposal ,can only be disposed of in the wastewater system.
- An administration building, hall and outside school hours care facility using this proposal
- A single storey commercial canteen and food preparation area of approx. 1000.sqm servicing 1,580 students plus
150 staff as well as community uses and sports functions on weekends as shown in the architectural plans
Appendix B.
- A number of science laboratories with dedicated technician using a full range of chemicals and resultant chemicals
from experimentation, that without other listed methods of disposal can only be disposed of through the
wastewater system.
Page 14 of the report “Generation is calculated based on occupation during each stage with the following
assumptions;”HOW?
“1. Site use is limited to students and teachers on weekdays”
These certainly don’t meet the SEARs requirements to “provide full hydraulic details”. In fact, this report doesn’t
provide any relevant details of Inflow. Probably because the client has kept them confidential.
Sect 4. Brief Wastewater Options Assessment
4.2 – Connection to Sydney Water system states “Initial correspondence from Sydney Water”. Is not feasible within
the next five years. Where is this documentary evidence? Concurrence is a critical requirement, yet this Martens
report does not provide reliable evidence, even if it did exist, Sydney Water would probably refuse concurrence to
the proposal.
Sect 4.3 – Pump Out
Would require daily trucking of stored onsite effluent, creating greenhouse gas emissions from anaerobic activity in
the tank and excess emissions from large trucks transporting the waste across Sydney to the North Head treatment
plant.
Camden Council has refused several Child Care, Day Care and commercial applications in the area for pump out
applications. E.g the child care centre application on Byron road Leppington was rejected by Council for temporary
pump out while waiting for sewer mains to be installed. If this application was approved, the community members
previously affected would have reasonable grounds to ask why has this application received preferential approval!
The question would be why were other applicants denied and discriminated against?
Sect 4.4 – Onsite Treatment Plant
The Martens report fails to provide hydraulic details of the system as listed above and the volumes created by the
administration and commercial food preparation area of 1000sqm
It fails to show how it complies with the relevant standards or the view of Sydney Water.
It also fails to report the site is flood affected and has overland flow of stormwater which it is proposing to place the
treatment plant and irrigation area within.
Resulting in the school’s sewerage in rainfall events flowing downstream into other properties and the Hawkesbury
Nepean catchments.
The idea of wet weather storage will be entirely incorrect based upon this years rainfall patterns on the site and the
Bureau of Meteorology forecasts for continuing above average rainfall patterns on the area.
Sect 7 – Further Approvals
The Martens report states “Prior to CONSTRUCTION of a site sewerage management system an approval under
section 68A will be required, where final design specifications for effluent treatment and reuse systems shall be
submitted to council”.
How could this recommendation and conclusion by Martens possibly be considered when, as explained above, the
proposal for any or all three of the above systems, that don’t define the inflows or volumes the systems required,
the type of treatment system and the means of how it will be treated be approved? Can be approved at this stage.
The final disposal by trucking off site and requires licenses. Or the installation of some kind or proposed treated
sewage disposal system for more than 1500 people of on the flood affected site or within the overland flow of the
creek tributaries at the rear boundary of the site. Also shows the proposal can’t comply with any relevant standards
or acceptable community acceptance.
Sect 8 – References page 29
Refers to one of the relevant standards this report relies upon being “the Dept of Local Government, NSW EPA ……
Environment Health and Protection Guidelines, on-site sewage management for single households”. Is this proposal
based on sewage management for single households as stated or is this a misprint??
This highlights the lack of appropriate detail required for a State Significant Development and the facts as outlined
above of the commercial nature of the application as being Guidelines for “onsite sewerage management for single
households” which can form no part of this application.
Members of the community who have looked at and discussed this approval have suggested no requirements of
SEARs have been met in this report and that the consultants should be referred to the professional body for the
amount of misleading and false information that has been placed for public examination for this D.A.
After it has been refused for lack of relevant information, false and misleading statements and refusal to provide
documentary evidence from Sydney Water as to concurrence and consideration of the proposal
" Plans show; Nearly 1000m2 of commercial food preparation areas, science laboratories and chemical
stores and preparation areas, including a commercial laundry and personal hygiene disposal areas. Purposely
left out of sewerage management reports and their disposal requirements under the Act. "

Attention Nahid Mahmud, I'm a resident of Catherine Field and I have lived in Catherine Fields for over 20 years. In this time I have first hand witnessed lots of new development in and around our area. A classic example is the erection of Oran Park Anglican College on Peter Brock Drive. This School was erected before any road infrastructure and upgrade with curb and gutter, traffic lights as well proper storm water run off completed. This created so much traffic congestion to all residents and visitors to our area. I agree with all the other residents that have raised their concerns about the great impacts to our Catherine Field community, this will have maximin negative impact to our area. Already we have poorly maintained roads, flooding ect. Therefore at this time I believe that all these issues need to be addressed before any further constructions be planned. Very good initiatives taken by the Management of Miniarah College. There is a growing population in Camden area and there is an increasing semand for schools. The planning is excellent as it will cater for all students inclusing early learning center and special education.
