Due to a recent amendment to State Environmental Planning Policy (State and Regional Development) 2011 the consent authority for this project is now the Minister for Planning and Public Spaces. The Minister has delegated determination of the project to the Department.

Many years ago the mining created a large and ugly visual scar on the environment as viewed from the Bungonia Lookdown. This is still obvious today. The proposed project contends that it will rehabilitate this scar far in the future, in stage 4, commencing about year 2039. The EIS Summary Figure 14 photomontage shows the possible view 35 years in the future from now, with rehabilitation still in progress.
I request that the project works staging be reconfigured to bring the Lookdown viewpoint repair many years earlier. It's already been disfigured for too many decades and should not remain so for two or three more decades.
