I am a resident of and landowner on Carlow Street, North Sydney, and object to the proposal to build a 5 storey building on the corner of Carlow and Miller Streets and to introduce a car park driveway onto Carlow Street. Whilst I support Marist Catholic College North Shore as an institution and as a school, and welcome its development and contribution to the education of children in our neighbourhood, the currently proposal is upsetting as it is very clear that the residents of my neighbourhood and our love and enjoyment of the area have not been considered at all when creating this proposal.

Carlow Street is primarily a residential only street, with a cafe at the western end and the North Sydney Hotel on the eastern end. All of the buildings currently on the street, including the non-residential buildings, are either only 1 or 2 storeys high. The street has historical character which has been preserved by the largely late 1800 / early 1900 facade cottages and semi-house terraces. It is one of the few remaining streets like this in North Sydney and should be preserved. The proposal to build the 5 storey building on the corner of Carlow and Miller Streets, which stretches significantly along Carlow Street and will be directly across from some 1 or 2 storey residences, will disturb the character of the street and be quite an eyesore. It is quite surprising that this proposal has been put forward, as it would not even be fathomable for a five storey residential building to be proposed on Carlow Street given the streetscape and facades of all the other buildings on the street.

In addition, it is proposed that the new building will have an underground car park for 71 spaces, with a driveway onto Carlow Street that is directly facing some residences. Carlow Street is quite a narrow street and is already highly congested during peak times. To include a driveway (with a loading dock) to allow at least 71 new vehicles, potentially including trucks, exiting and entering onto this street, would cause complete gridlock, create additional noise and completely disturb any sense of residential neighbourhood feel or peace and quiet that residents of the street now have. It would be more sensible and responsible to have the car park driveway be facing onto either Miller Street or Ridge Street (where there is already an existing entrance / exit for vehicles). Further, the creation of a new student entry onto Carlow Street will automatically create increased foot and vehicle traffic on this street.

My view is that the current proposal represents irresponsible planning which will severely disturb the character of the neighbourhood around Carlow Street, when there are different ways in which the space could be used to mitigate the damage to the historical character of Carlow Street and the traffic gridlock that will be caused by the proposal.

The Owners Corporation Committee for" Beauchamp Square " at 7-21 Carlow St and 2-10 Cassins Avenue submitted an extensive initial submission via John Mumm in relation to this project . Inter alia ,we expressed serious concerns in relation the traffic and parking studies , findings and resultant plans for this project .

Our Committee met this evening and wishes to offer the following comments :
.1. While acknowledging the amendments made to the initial building and site plans , we support and endorse the comments made by Ann-Maree Lawton-Butler and John Butler in their submission of 10 December in relation to the Building Mass and Scale , Noise and Native Trees .
.2. We express considerable disappointment that no notice appears to have been taken in the Amended State Significant Development Application of the concerns expressed in our initial submission in relation to the inadequacy of the traffic studies undertaken and the resultant conclusions in relation to traffic flows and management .
We therefore strongly endorse the comments made in the above mentioned Butler submission of 10 December in relation to Traffic Management and Parking as the proposals contained in the Project Application as it stands now are unworkable , untenable and require further study and consultation .

Please note the following concerns or issues raised by North Sydney Council in respect of the amended proposal;
- the use of the roadway at Miller Street and Carlow St. should be referred to, and approved by, the local traffic committee before the altered construction access is considered further. Likewise the use of local roads for drop off and pick up areas should be approved by the local traffic committee.
- In respect of the overall project concern is raised about the acoustic impacts of the rooftop play area, the 'undercroft area' and the openable windows in the auditorium. Specific and quantifiable measures to maintain acoustic impact levels to POEOnoise impact standards should be imposed.
- All street trees should be approved by North Sydney Council.
- the use of Miller Street should be considered in light of impacts on Miller Street resulting from the Warringah Fwy Upgrades and Western Harbour Tunnel SSDs.
-Details of any illuminated or variable message signing should be carefully considered in accordance with the relevant planning controls (SEPP 65, NS LEP 2013 and NS DCP 2013.)
-The public piazza proposed should remain unfenced and accessible by the broader community at all times.
