We endorse the comments submitted by Bicycle NSW on the PIR, specifically we support the proposed extension of the shared pathway in Scarborough Park linking to Chuter Avenue, Monterey for the following reasons:
• It provides extended Active Transport links to the Shared Path which runs over President Ave and then to the north.
• It provides greater Active Transport 'permeability' from the east side of Scarborough Park North to the west side. Walkers and riders will no longer have to go via busy President Ave or Barton St.
• It will help preserve the park area by directing people walking and riding bikes onto the path, and not on the present network of informal tracks.
• As the path will be raised in critical areas, it will help preserve vegetation. And wildlife will be protected from dogs as they will be constrained to the path.
• It presents educational opportunities on the wetland if viewing platforms and informative signs are provided (eg Baludarri Wetlands on the Parramatta Valley Cycleway).
We share the concerns raised by Bicycle NSW regarding the proposed on-road treatments for people riding bikes between Bruce St and Kurnell Ave in Brighton Le Sands. This represents a 'missing link' in the Active Transport corridor – and poses significantly increased risk to path users who are required to ride on the road for 700m – including Bay St.
We believe the property acquisitions required to provide continuous off-road treatments for people riding bikes are a worthy trade-off to provide a safer cycling environment for people of all ages.

I strongly object to the Preferred Project (Application Number SS1 _8931)
The reasons why are listed below:
1. Community Consultations and Limited time to respond
Although there has been Community consultations available for this F6 Extension Stage 1 , again the community has been given very limited time to response to the proposed changes, and this has occurred over the Easter period, school holidays where people have been away and have not been given ample time to respond.
Traffic Implication and Moorefield Residents Traffic Lights
The proposal F6 and the location of the on and off ramps will increase traffic in this area and increase traffic issues for residents living on the Moorefield Estate.
The proposed traffic lights in Civil Avenue make sense to provide residence exit and entry point to the Estate. What we are concerned is the additional traffic lights proposed on President Avenue. Currently the proposal will have 5 sets of traffic lights from the F6 exit point heading to Princes Highway. This will make Civil Ave a target for the majority of people existing the F6 exit point, in order to avoid the 5 sets of traffic lights heading to Princes Highway.
There is already concern as to how much traffic there is in this area.
More consideration needs to be given by traffic engineers to the impact of F6 traffic flows (along Princes Highway) on President Ave.

2. Health Implication on our community
With the unfiltered chimney stack in such a close proximity to residential areas, open space, schools and hospitals and the increase air pollution due to traffic in this area our air quality will be diminished. This has a long term effected in our health, including higher risk of cancer.

We are understand the stacks are meant to be high and spread the air pollution, what this is not taking into account is the major unit developments in the area ( the high rise building all around this chimney stacks )
We have many elderly people in the area and most are not able to drive anymore and rely on public transport available in this area. What happens to the public transport available for them? How would it be impacted by the F6? More consideration needs to be taken around this.

3. Cycle and pedestrian pathways extension
A better pathway must be found for the shared cycleway. The proposed cycleway will effect the heritage value of Patmore Swamp and alter its value forever. The proposed route seems to target the endangered Ecological Communities instead of going around the threatened vegetation. There is already an existing cycle on the Grand parade.
In addition the local council - Bayside Council made it very clear in their submission on the EIS that “the active transport route needs to moved out of the wetland/endangered ecological communities, particularly at Patmore Swamp - Scarborough Park .”

4. Public transport and Stage 1 and 2 Built
The State government has made no effort to look into public transport as a better alternative to this motorway. The amount this community is stand to lose only from stage 1 of this F6 is irreplaceable to provide us with a 4km tunnel.
If public transport and Stage 1 and 2 was build to Captain Cook without exit points at President Ave, this would make more sense and the benefit will be there, Promising Stage 1 with an exit ramp after 4 kilometers in an area that stands to lose so much is irresponsible for the government.

I ask that the Department of Planning refuse the approval of this project.

To Director -Infrastructure Projects
Application Number SS1_8931

I am writing with my concerns in regards to the latest Preferred Infrastructure report

1. The timing of the submission period why over school holiday and public holiday time ? Hoping for less objections?

2. The dismissal of the traffic concerns of the residents of the local area especially Marshall Street.
You have totally ignored the Council submission page 16 in regards to the safety of entering or exiting Marshall Street. This was dismissed by Matt from the RMS team as not an F6 problem but an RMS problem. This was what he told me when I brought the issue up once again.
I am a local Councillor representing this area and at each meeting that we had had with the RMS I did bring the issue of this very unsafe intersection up and what would they be doing to make this intersection safer for all road users.
It would appear that the RMS are going to totally ignore this extremely dangerous junction with the left turn in and left turn out arrangement as Marshall Street is too close to the fork of Princes Highway and Rocky Point Road with a sharp left turn in and an equally difficult left turn out movement due to traffic coming at speed. With the expected increase in traffic that will be heading towards the Sutherland Shire why has the RMS ignored this?
Are we waiting for a fatality before a decision is made?

3. Patmore Swamp Active Transport Route

Once again the RMS has ignored the significance of Patmore Swamp.
Ignored the Heritage Listing
Ignored the wetlands and endangered ecologically communities at ScarboroughPark.
Ignored the Council submission page 10 in regards to the above.
Surely the heritage significance of Patmore Swamp and the destruction of the wetlands in part was enough to put their thinking cap back on?
Now with the release of the UN report on the Extinction of threatened species and the human destruction of ecosystems which would be part of Patmore Swamp surely the RMS must go back to the drawing board.
They are already going take part of Patmore Swamp and /or alter the edge at President Avenue and when asked about this there was silence. So do they have to have permission to destroy part of land that is heritage listed , where is the Heritage Impact Statement , could it be hiding somewhere am happy to have someone point me in the right direction to read it

4. Cannot see any pedestrian link on the northern side of President Avenue to allow school children a direct route to Brighton Public School.
At the moment I can only see any person walking to Brighton Public School from the northern side of President Avenue where they would have to cross over to the Southern side of President Avenue walk down to Crawford Street and then cross back over President Avenue to continue down Crawford Road to their school am assuming there is a satisfactory footpath.
Once again this has been mentioned and cannot see any solution on the map provided.
Is there a pedestrian link at the tunnel entrance? If not hopefully pedestrians decide not to play chicken with the traffic once they realise they must walk back up to West Botany Street to cross , then walk down , then cross again.

Regards,

Liz Barlow
