Dear Councillor Gilles

I refer to the application made by Sell & Parker to increase their processing capacity from 350000 tons to 600000 tons. Presently we face the terrible noise throughout the day and until 9.00pm at night six days a week. This at present is not acceptable and cannot think how we could cope with more. Who gave them permission to operate till 9.00pm? We live on the opposite side on Anthony Street and have to put up with the loud scraping, banging and clanking noises. Is there any consideration for the residents across the road? Are they going to put up sound barriers around their facility or are they going to sound proof our homes? Me and my wife are shift workers and we dont have proper rest dut to all the noise created by them. We do not want to stand in the way of progress but they have to consider the surrounding residents. Also please consider the number of additional heavy trucks using Sunnyholt Road and entering Tattershall Road to provide the scrap needed by this facility.

I strongly oppose their application and I hope you see it our way.

Regarding: Kings Park Metal recovery and recycling facility expansion

I am Sanjay Cholia and our family live at 28 Turner Street Blacktown NSW 2148

I write to you today to express my concerns for the proposal of Kings Park Metal Recovery and Recycling Facility Expansion (Application No SSD-10396) Location 23-45 Tattersall Road, Kings Park, Applicant, Sell & Parker Pty Ltd

On regular basis, we have been hearing large heavy grinding/crushing noise of metal from abovementioned facility where we have reported our concerns to relevant EPA authority accordingly

Now, metal recycling facility increasing their scrap metal capacity from 350,000 tonnes to 650,000 tonnes a year operating times from 0600am- 0900pm Mon-Sat and we believes this noise would be a constant source of inconvenience to the residents, convalescent patients, senior citizens, students etc. As the authorities must be aware that the location in question constitutes the old city and is thus thickly populated. Hence, the discomfort level of the noise becomes all the more troublesome.

We as residents believe that if proper measures to reduce the noise permanently are adopted, the residents do not principally have any objection before any approval granted by the authority

I would be deeply obliged if you and your authority could thoroughly examine this proposal and make a decision accordingly

I am a resident living in North Blacktown and within close proximity to the Sell & Parker facility at Kings Park. I have had the benefit of receiving, reading and understanding the attached submission that another resident was kind enough to prepare and provide to various residents in the area to assist with making our feelings known. I wholeheartedly agree with its contents as they reflect my own views in summary about the current operations of Sell & Parker and their proposed plans for expansion of their operational capacity, thus I request that the attached submission be taken into account as both an objection to their application and in support of the wider voice of the community who are greatly affected by the loud and distressing noise they generate and their long hours of operation.

I object to the proposal on grounds of : Traffic Management , Environmental Impact & Public Safety.
Traffic Management : The proposed 90% increase to current Recycling material will result in additional vehicles added to the current fleet to process this high volume., based upon no increase to current work process hours. The result would be heavy vehicle traffic congestion at intersections of Sunnyholt , Vardy's & Tattersall roads , adversely impacting on other local business holders in surrounding area of Tattersall Rd. The processing business cannot cope with heavy vehicle parking awaiting material processing on site causing these vehicles to seek road and street que parking awaiting processing turn.
Enviromental : See attached photos of damage caused by Qued Heavy Metal Recycling Vehicles to the Council grassed nature centre median strip on Vardy's Road.
Public Safety : One of the main vehicle entry T intersections is Vardy's / Tattersall rds , NSW police have issued this section as a black spot . The processing vehicle are not covered and metal fragments could be dangerous if missing of load while travelling .

As a resident of Anthony street for 15 years I have noticed the noise coming from sell and Parker has increased in the last 8-12 months .
At one stage the banging and clanging of the metal works scared my dog as he thought it was thunder.
myself and other residents of this street some for over 20 years have had enough of the constant noise sometimes up to 9pm at night.
we have multiple videos of the noise it creates as I sit here not I can hear them even the sound of a machine backing up the beeping sound it makes.
this area has grown so much with new housing developments I ma absolutely appalled at how they can get away with such a large recycling plant so close to residential areas.
It causes stress the noise I can't enjoy my backyard without hearing metal being dropped ,clanging and banging everyday!!
I am a rate payer and SHOULD NOT have to put up with this noise pollution.

we have made complaints to EPA who came and performed a noise test and of course that was done on a quiet day so we are extremely disappointed with the outcome.
I urge any one of you to come and spend some time here to hear it for yourself at how loud it is ,its so distressing I can even hear it as far as Frederick street when picking my kids up from school.
This is not acceptable they should be moved to seven hills or wethereal park away from residential areas.
why should we have to put up with this because they are a large company and can bend the rules . if they go ahead we will go to the media as this is outrageous.
the noise is so loud now I can't imagine how loud it will be when they double there input it will be unbearable.
I have attached some videos taken in June and July night ones were about 7-8 pm and one ay 8.48 pm there are plenty more videos from myself and my neighbour.there are more recent videos as well.
I cannot upload videos as they are in movie file and I can't change to pdf if you can give me an alternate email that these videos can be sent through that would be great

We live at xx Anthony Street which is about a KM away in line of site to Sell & Parker directly to our west, we frequently hear noise from that facility and it does interrupt the otherwise peaceful residence and it intrudes on our ability to enjoy our home and garden.
We object to the application to further increase the operation capacity at that location, you have my consent to include us in the objection you will lodge.
Further to the above you may already be familiar with the Complaints register under the Social Section of their website @ https://www.sellparker.com.au/about/environmental-social-and-governance/
going back to 2014 with many and varying complaints recorded by the company with no real solution in hand. It seems to me that the only viable option is for this operation to be moved to another site as far away as possible from residential areas.

I currently reside in Kings Langley and have periodically noticed rather high noise levels during early morning, from 6.00am and early evening. Now I can't confirm categorically that noise is coming from Kings Park Metal Recovery and Recycling although I would like to understand what noise detection has been undertaken in Kings Langley as I would expect there is a strong probability that if production increases at the scale being proposed that so will the noise level and or duration.
I have in the past raised the noise with the EPA and they should have a record of it.

1. Noise and vibration from operating equipment, management activities such as loud scraping noises, loud noises from tipping, sorting and loading operations, particularly those starting early in the morning. This is a long standing area of complaint which has gone ignored by the operator.
2.Increased traffic movement in an already busy traffic corridor.
3. Odour and other air pollutants as a result of increased material handling and increased traffic of trucks to the plant.

Noise objection

The noise level from this facility is already very loud and disturbing to residents in nearby streets. My residence is within 1km of the facility and we currently hear noise frequently during their current opening hours. I am currently studying from home and the early opening hours and late closing hours of the facility are very distracting. By increasing the capacity for the facility, the noise level during these hours will increase and may even cause opening hours to be extended further, well into the night.

We are in the business from 1983 and we never had issues before 1996. After 1996 this so called Sell and Parker started the recycling facility. Due to its expansion my staff and myself having lot of issues. The constant banging metal noise and dust putting us at very high risk. I want planning department to have a through feasibility study around this area where 100s of business and residents are at greater risk. In the night my clients say there are lot of fire put out in the Tattersal road area. When we open the business premises we see a lot of debris and plume. it takes us a fair bit of time before we open for business. Also, during the day the dust and banging noises affecting my staff and my moral. We are facing this pandemic and top of that this unwanted pollution causing a big depression to my business. Customers complained that they will desert me if this continues. Customers complained when they picking up their cars that dirt hard to get rid of. This not only me there are so many mechanical shops in this area planning to desert completely and go on voluntary dissolve the business. I urge the planning department to work closely with the general residents and business to stop this expansion. Please note that amount of trucks going through Sunnyholt road and they leave nails in the roads and I see so many cars are punctured. I feel sorry for the general public. Also, the trucks makes lots of noise and traffic congestion. One of my mates have a helicopter and he had seen the amount of pollution coming from the facility is unfathomable. Considering all the above facts and figures. I believe the government will take a business decision where there will be a high amount of business closures and possibly deaths in the coming days. I strongly object to have this facility in this vicinity. If this go ahead we as a business community will take all involved to the court. We know that your staff will visit the facility to assess the situation before the planning department reject or grant the application please bear in mind when you come they will follow the safety standards and you will not be able see the full picture. Also, note that you will not here during night when they put up the fires.
